Welcome to the Grampian Darts Association
|
| 1 | The name of the Association shall be the Grampian Darts Association hereinafter called the Association. |
| 2 | The Area covered by the Association shall be that part of the Grampian Region South of the River Spey. |
| 3 | The objects of the Association are:- |
| a | To promote the popularity of interest and participation in and foster the skills and growth of the sport of darts in all its variations and in every aspect, social, competitive or professional in the Grampian area. |
| b | To initiate, establish and administer darts clubs and associations and organise, publicise, control and adjudicate competitions either local or regional, to negotiate commercial contracts between exponents of the sport of darts and manufacturers of sports equipment the Press or Film and Television interests. |
| c | To publicise the sport of darts in any media, its participants and exponents |
| d | To subscribe to and become a member of and to co-operate with any other association, organisation, clubs, or body, interested in or concerned with the purposes the promotion of which forms one of the objects for which the Association is established. |
| e | To borrow or raise money for the purposes of the Association on such terms and on such security as may be thought fit. |
| 4 | The income and property of the Association, whensoever derived, shall be applied solely towards the promotion of the objects of the Association as set forth in this Constitution, and no portion thereof shall be paid or transferred directly or indirectly by way of dividend, bonus or otherwise howsoever by way of profit, to the members of the Association. Providing that nothing herein shall prevent the payment, in good faith, of reasonable and proper remuneration to any officer or servant of the Association, or any member of the Association, in return for any service actually rendered to the Association, nor prevent the payment of interest at a reasonable and proper rate on money lent or reasonable and proper rent for premises demised or let by any member of the Association. |
| 5 | Membership of the Association may be applied for by any league/association playing darts within the Area as defined above. |
| 6 | The Association Committee shall consist of the Area Organiser and two representatives from each member league/association, from within this number shall be elected annually the offices of Chairman, Vice-chairman, Secretary, Treasurer. |
| 7 | The Association Committee shall meet once every 3 months as is practical. Any league/association not represented at these meetings shall pay a fine of twenty pounds (£20) for the first meeting, forty pounds (£40) for the second meeting, sixty pounds (£60) for the third meeting, one hundred pounds (£100) for the fourth meeting and AGM which will be held on the same day. |
| 8 | The Annual General Meeting shall be held once per year and only members associated in the previous year shall be entitled to vote at the Annual Meeting or Extraordinary General Meeting, each member league/association shall be allowed two delegates. |
| 9 | Each member league/association shall be entitled to one vote per team in that league/association for which the annual fee has been paid. |
| 10 | The Committee shall have power to call special meetings, should they think advisable and shall be bound to call Special General Meetings of the Association on receiving a requisition (specifying the object) from no fewer than three members. |
| 11 | The annual affiliation fee to the Association shall be as decided at each Annual General Meeting and shall be per team in each league/association. |
| 12a | Voting at all meetings shall be by a show of hands with each delegate having one vote. |
| b | If immediately following the declaration of the result of the voting on any question on a show of hands at least five delegates present shall demand a card vote, then the question shall be decided on a card vote. |
| c | On a card vote the number of votes shall be as per league/association as in No. 9 and shall be divided between the two delegates from that league/association, each part being as equal to the other as possible. In the event of a league/association having only one delegate present that delegate shall only be allowed to cast his part of the vote. |
| d | In the event of an equality of votes cast the Chairman shall have a casing vote. |
| 13 | No two member leagues/associations to be represented by the same individual. |
| 14a | No player may play for more than one member league/association which plays their normal league matches on the same night. |
| b | No player may change from one member league/association if he is in debt to the league/association from which he is leaving. |
| 15a | Anyone causing a misdemeanour at a function of the Association, or at a function of any Organisation of which the Association is a member, which is likely to bring the Association, another organisation or the sport of darts into disrepute, shall be called before the Association Disciplinary Committee and a decision taken as to their participation in darts events. If they fail to present themselves when called to do so, a decision shall be taken on their behalf. Members called to appear at the Disciplinary Committee hearing may request that Committee to allow witnesses to appear on their behalf. The Disciplinary Committee shall have powers to impose fines to a maximum of one hundred pounds (£100) and to impose suspensions. Any suspension imposed shall be binding on all member league/associations and no member under suspension shall be allowed to play in, or take part in any way, in any matches, or functions of the member league/associations. All decisions of the Disciplinary Committee shall be subject to ratification by the Association Committee. The decision shall then be notified to the member in writing before any statements are released to the publicity media. |
| b | The Disciplinary Committee shall be a sub-committee of the Association Committee and shall consist of five members, appointed by the Association Committee, under the Chairmanship of the Association Chairman who shall have no vote at Disciplinary Committee meetings. The Association shall have the right to increase the membership of the Disciplinary Committee, if deemed necessary. No person who is involved in, or is a witness to, the incident under consideration by the Disciplinary Committee shall be eligible to be a member of that Disciplinary Committee. |
| c | Members fined or suspended by the Disciplinary Committee shall have the right to appeal against the decision. Any appeal must be lodged with the Area Organiser within fourteen days of the postmark on the envelope conveying the decision. All such appeals shall be heard by an appeal committee consisting a minimum of three persons, appointed by the Association Committee, under the Chairmanship of the Area Organiser. No person who was a member of the Disciplinary Committee which dealt with the case under appeal shall be eligible to be a member of that appeal committee. No person involved in, or who was a witness to, the incident under consideration as an appeal shall be eligible as a member of that appeal committee. |
| 16 | Tournaments and competitions organised or supervised by the Association shall be any tournament or competition the Association consider is in the interests of the Association and the darts players in the Area. |
| 17 | All tournaments and competitions shall be governed by the playing rules of each particular tournament or competition. |
| 18 | All matters concerning the eligibility of players and the interpretation of rules, or other disputes, shall be referred to the Association Committee whose decision shall be final. |
| 19a | No person or team who is, or becomes, a Member, or Official of the association will be able to organise a tournament, competition or event on the same day of official tournament declared official by the Association. |
| b | No person or team who is, or becomes, a Member, or Official of the association will be able to play or entry a tournament, competition or event on the same day of official tournament declared official by the Association. |
| c | The Grampian Darts Association Committee shall have the power to declare any match, tournament, or other event to be an ‘OPEN’ event to which all members can enter. |
| d | Players selected to represent Grampian at inter-counties must be available for all matches players who are not available must have prier permission for team manager |
| e | Players/teams or Official who contravenes the rule 19 will be deal with by the Association committee |
| 20 | All meetings of the Association shall be conducted in accordance with the Constitution and the Standing orders then in force. |
| 21 | No alteration to the foregoing Constitution shall be made, except at the Annual General Meeting or a Special Meeting called for that purpose. Any member desiring to submit a motion proposing changes in the Constitution shall give notice of such a motion in writing, specifying the changes proposed, to the Area Organiser of the Association not later than four weeks before the date of the Annual General Meeting or Special meeting, provided however that this rule shall not apply to any alteration which the Association shall at any time authorise to be placed on the Agenda |
