you, Mr. Clarke, for your testimony today. You have talked about a plan that you presented
to Dr. Rice immediately upon her becoming national security adviser, and that in response
to questions from Commissioner Gorton, you said elements of that plan, which were
developed by you and your staff at the end of 2000 many elements became part
of what was then called NSPD-9, or what ultimately became NSPD-9. When Dr. Rice writes in
the Washington Post, 'No Al Qaida plan was turned over to the new administration,' is that
true?
[Richard] CLARKE: No. I
think what is true is what your staff found by going through the documents and what your
staff briefing says, which is that early in the administration, within days of the Bush
administration coming into office, that we gave them two documents. In fact, I briefed Dr.
Rice on this even before they came into office....
GORELICK: Now you have just
described, then, the skeleton, if you will, of what was approved by the administration as
of September 4th. And we know that no further action was taken before September 11th.
GORELICK: And so I would read to
you and these are questions I would have put to Dr. Rice had she been here, and I
will put to her, the White House designee, Secretary Armitage. She says our strategy,
which was expected to take years, marshalled all elements of national power to take down
the network, not just respond to individual attacks with law enforcement measures. Our
plan called for military options to attack Al Qaida and Taliban leadership, ground forces
and other targets, taking the fight to the enemy where he lived. Is that an accurate
statement, in your view?
CLARKE: No, its not."

"The
situation in the Balkans raises a number of questions, and some of these relate to the
role played by Condoleeza Rice. One such question,
particularly in the light of a report by former Canadian Ambassador to Yugoslavia James
Bisset published in Canada's National Post 13 November 2001, was why in the weeks of high security alerts immediately prior to 911
was Rice apparently giving such high priority to protecting Muslim terrorists in Yugoslavia closely connected to
Osama Bin Laden - specifically the ethnic Albanian KLA (Kosovo Liberation Army)... From Bisset's point of view America was clearly
determined to make sure that Macedonia was forced to capitulate to these terrorists and
Condoleeza Rice played a crucial part in this concerted effort. On the face of it Rice was
prepared to travel personally to Kiev for the purpose. This she did even during the days
leading up to 911, the very period when warnings
of terrorist attacks on US targets were pouring into Washington from foreign countries
- in other words precisely the time
when intense focus on homeland security was most urgently required. Far from the priority
being counter-terrorism, the US government was in fact continuing to covertly back Islamic
militants in their strikes against a European sovereign state in whose region it had
pressing oil related geo-strategic ambitions.... The grim reality is that both the Bush and Clinton
administrations have indeed been focused on the importance of Islamic militancy, but as
often as not their interest has been in the covert co-opting of Islamic jihad as a
vehicle for pursuing US global geopolitical ambitions by proxy. Even post 911 this
tendency quietly continues in some quarters .... Ultimately had Rice's priorities been more focused on
National Security instead of US economic development, 911 might have been prevented.
More than that. There is strong evidence that certain actions of the Bush
administration in this area appear to have directly contributed to the success of the
attacks on 911. This is particularly so when taking into account (as we shall see below)
the information concerning Enron and an FBI intelligence block allegedly imposed by Vice
President Cheney that former Federal prosecutor John Loftus claims to have in his
possession. The US government was not only highly focused on securing pipeline routes
coming west out of the Caspian Sea region via the Black Sea and the Balkans, into the
Mediterranean. Just as importantly it was also focused on other routes for the
Caspian Sea region travelling east and down to the Indian ocean, a priority of particular
importance to Enron."

The purpose of the so-called 'Dabhol Working
Group' was to try and rescue Enron's
beleaguered power plant at Dabhol on
India's west coast. This was a power plant whose economic survival was dependent on access
to cheap gas - gas that was due to pass into the region from Turkmenistan via Afghanistan
had it not been for been for the failure of the US administration to agree terms with the
Taliban, followed by the US threatening them with war shortly before September 11. The
National Security Council is the President's nerve center for international crises and
strategy. Its direct intervention on behalf of Enron in this way is extraordinary. In the words of the Washington Post:
'The India episode demonstrates the ability of Enron -- once one of the nation's most
aggressive and innovative firms, and one of the biggest political donors -- to command the
attention, and sometimes the intervention, of the nation's highest government officials.'
It also suggests that the activities of Enron were regarded by the Bush
Administration as of key relevance to the implementation of US government foreign and trade
policy."

countries provided advance warning to the US of the 9/11 attacks. Two senior Mossad experts were sent to Washington in August
2001 to alert the CIA and FBI to a cell of 200 terrorists said to be preparing a big
operation. The list they provided included the names of four of the 9/11 hijackers,
none of whom was arrested... All of this makes it all the more astonishing - on the war on
terrorism perspective - that there was such slow reaction on September 11 itself. The
first hijacking was suspected at not later than 8.20am, and the last hijacked aircraft
crashed in Pennsylvania at 10.06am. Not a single fighter plane was scrambled to
investigate from the US Andrews airforce base, just 10 miles from Washington DC, until
after the third plane had hit the Pentagon at 9.38 am. Why not? There were standard FAA intercept procedures for hijacked
aircraft before 9/11. Between September 2000 and June 2001 the US military launched
fighter aircraft on 67 occasions to chase suspicious aircraft. It is a US legal
requirement that once an aircraft has moved significantly off its flight plan, fighter
planes are sent up to investigate.... The evidence again is quite clear that plans for
military action against Afghanistan and Iraq were in hand well before 9/11.... Given this
background, it is not surprising that some have seen the US failure to avert the 9/11
attacks as creating an invaluable pretext for attacking Afghanistan in a war that had
clearly already been well planned in advance.... the PNAC blueprint of September 2000
states that the process of transforming the US into 'tomorrow's dominant force' is likely
to be a long one in the absence of 'some catastrophic and catalyzing event - like a new
Pearl Harbor'. The 9/11 attacks allowed the US to press the 'go' button for a strategy in
accordance with the PNAC agenda which it would otherwise have been politically impossible
to implement. The overriding motivation for this political smokescreen is that the US and
the UK are beginning to run out of secure hydrocarbon energy supplies."

poignant case of Condoleezza Rice, who entered this administration as a respected academic
expert on Russian affairs and the former provost of Stanford University. Unlike some of
the figures around the President, Dr. Rice had no serious blots on her reputation when she
was appointed national security advisor. From a family that suffered the indignities and
deprivations of segregated Alabama, she has long been admired as an African-American woman
who rose by dint of personal effort and scholarly ability as well as affirmative action.
The list of honors, degrees, directorships and other achievements on her official résumé
is extraordinary. After serving in the first Bush White House on the National Security
Council, and then a stint in the 2000 campaign as a discreet adviser on foreign affairs,
she had come to be regarded by the political clan as among its most reliable members.
Sometimes she almost appeared to have been adopted by the President and his family. But
during the past two years of international crisis, Dr. Rice has been dispatched to
prevaricate repeatedly in defense of her boss. She was caught spreading a false story
about Sept. 11, claiming that Air Force One flew the President to Oklahoma after the
attack on the World Trade Center and the Pentagon because 'intelligence' indicated that
terrorists were aiming for the White House and the Presidential jet. Later she testified
that the U.S. government had never anticipated an assault by airliner, when in fact there
had been many warnings of exactly such tactics -- most notably during the summer of 2001,
when Western intelligence services set up anti-aircraft batteries around the Genoa summit
to protect the President. Memories are short in this country, so Dr. Rice escaped those
embarrassing incidents with her reputation more or less intact. Then last year, as the
determination of the White House to wage war on Iraq became plain, she began to promote
dubious stories about Saddam Hussein's regime. As national security advisor, she had
access to all of the sensitive intelligence about Iraq, so the press and Congress took her
pronouncements seriously. More than anyone other than the President himself, Dr. Rice
stoked fears about a 'mushroom cloud' rising over an American city unless the U.S. waged
war on Iraq. To promote such dread, she warned that a shipment of aluminum tubes purchased
by the Iraqis could only be intended for a uranium-enrichment device. Long after the
International Atomic Energy Authority debunked that claim, the national security advisor
continued to insist that it must be true. Still, she had gotten away with those whoppers
as well, thanks to the complaisant national press corps. Lately, however, she has engaged
in deceptions that are too obvious and too simple to ignore. Not only is she responsible
for the false allegation about Niger uranium in the State of the Union address, but she
dishonorably forced C.I.A. director George Tenet to say that was his fault rather than
hers. Dr. Rice knew that the C.I.A. had questioned the veracity of the Niger uranium tale.
She knew because Mr. Tenet had warned her deputy, Stephen Hadley, of its dubious quality
three months earlier. Yet she permitted that sentence to be uttered by the President. Now
she tells us that those 16 words were 'accurate' because the information was attributed to
British intelligence. She wants us to believe that until last month she had never heard
about the mission to Niger undertaken by former Ambassador Joseph C. Wilson IV, who
reported back to the C.I.A. and the State Department that the Niger uranium story was a
fake. But neither she nor the President, nor anyone else in authority, ever cared whether
that story was true. It merely served a purpose, like the 'aluminum tubes' allegation, and
the assertion that Saddam was assisting Al Qaeda, and the other prewar 'intelligence'
myths designed to excite belligerence and undermine the U.N. inspection process. Dr. Rice
played her role in that campaign with consummate loyalty indeed. She continues to do so,
and in the process she has damaged herself permanently for an unscrupulous family of
politicians. I hope they're grateful."

Clarke on Sunday challenged the White House to declassify documents related to the Sept.
11 attacks, as national security adviser Condoleezza Rice came under increasing pressure to testify publicly about the
administration's efforts to thwart terrorism. Clarke, whose credibility has come under
attack from numerous administration officials, sought to gain the upper hand by calling
for the release of Rice's
closed-door testimony to the commission that is investigating the Sept. 11 attacks. Rice has refused to answers the panel's

television report
22 September by award winning investigative journalist John Pilger revealed that US
Secretary of State Colin Powell and National Security Adviser Condoleezza Rice had confirmed in early 2001 that Iraqi dictator Saddam Hussein had
been disarmed and was no threat. Pilger uncovered video footage of Powell in Cairo on
February 24, 2001 where he stated 'He [Saddam Hussein] has not developed any significant
capability with respect to weapons of mass destruction. He is unable to project
conventional power against his neighbours.' Powell's remarks were posted on
the US State Department's web site at the time. Two months later Rice reportedly said 'We are able to keep his arms from him. His
military forces have not been rebuilt.'...Pilger adds 'Contrary to Blair's denials at the
time, the decision to attack Iraq was set in motion on September 17 2001, just six days
after the attacks on New York and Washington. On that day, Bush signed a top-secret
directive, ordering the Pentagon to begin planning 'military options' for an invasion of
Iraq. In July 2002, Condoleezza Rice told another Bush official who had voiced doubts
about invading Iraq: 'A decision has been made. Don't waste your breath.'.....' .....Why
had the claim about uranium from Africa been allowed into the President's State of the
Union address in January 2003 if nearly a year earlier [Ambassador] Wilson has already
established on behalf of the US government that the principal evidence in relation to
Niger was false? The fault either lay with the White House or with the CIA. As a result a
row broke out between the two, with National Security Adviser Condoleezza Rice attempting to lay the blame at the door of the CIA.
Eventually Tenet was forced to 'fall on his sword'. He took responsibility for the claim's
inclusion in the President's speech, but whilst doing so he also confirmed the CIA's
earlier warning to Britain [not to include the African uranium claim in its September 2002
dossier]........Meanwhile a report in the Washington Post
27 July confirms that 'The CIA official, Alan Foley, said he told a member of Rice's staff, Robert Joseph, that the CIA objected to mentioning a
specific African country -- Niger -- and a specific amount of uranium in Bush's State of the Union
address. Foley testified that he told Joseph of the CIA's problems with the British report
and that Joseph proposed changing the claim to refer generally to uranium in Africa. White
House communications director Dan Bartlett last Monday called that a 'conspiracy theory'
and said Joseph did not recall being told of any concerns'..... According to the Washington Post
24 July '[Stephen] Hadley is [National
Security Adviser Condoleezza] Rice's top aide. He says he forgot about the warnings
from Tenet -- two memos and one phone call -- and did not tell her. If that's the case,
he's in the wrong job. If it's not the case -- and a reasonable man could have reasonable
doubt -- is it possible Rice said nothing to Bush? Maybe not. But if not, why
not? That's her job. By now it is clear that the White House was so desperate to buttress
its unsupportable claims of an imminent Iraqi nuclear threat that it was willing to
include the most questionable of evidence. That happened not only with the uranium
reference but also with another piece of supposedly significant evidence -- those aluminum tubes
that turned out to play no role in any nuclear weapons program. Who was behind this? Rice? Dick Cheney? The president himself? The uranium reference kept
turning up like a bad penny. It had a sponsor -- someone awfully high up. Each time the
buck passes, another level of incompetence -- or shenanigans -- is exposed. Now in the
chain of supposed bumblers we have Hadley and, by extension, Rice. Either they did not do their jobs or the jobs they did were so
frankly political that they both ought to move over to the Republican National Committee,
where, on a given day, spin and exaggeration are the sole product.'. Hadley is also 'former Pentagon aide to Vice President Cheney' according
to Senator Bob Graham...The claim by Tenet of simply a 'mistake' having been made on
the matter rings hollow. Referring to the Africa uranium claim in the President's State of the Union speech
National Security Adviser Condoleezza
Rice told the press 11 July that 'the CIA cleared the speech in its
entirety... The agency did not say they wanted that sentence out.'..... In addition the
Washington Post reports 8 August that 'in the days before and after the president's State of the Union
address, the [uranium] allegation was repeated by national security adviser Condoleezza Rice, Secretary of State Colin L. Powell, Defense Secretary Donald H.
Rumsfeld, Deputy Secretary of Defense Paul D. Wolfowitz and in at least two documents sent
out by the White House'. The inclusion of the claim in the President's speech does not
look like being simply 'a mistake' as Tenet had claimed in his statement of 11 July. So
far Cheney and Tenet have been singing from the same hymn sheet as far as the Niger
Uranium episode is concerned. This they seem to have achieved at a time when Condoleezza Rice had already been forced into what amounted to an embarrassing 'not
me, sir' self-defence. This she attempted during her trip to Africa with
Bush in July when she blamed the CIA on the uranium issue.......By the second half of
July the blame picture was changing on an almost daily basis. As we now know, shortly
after he 'fell on his sword' Tenet then pointed in the direction of an official at the
White House during a session at
the Senate Intelligence Committee. The next week, with some Senators now knowing the
name of the person concerned, the White House
then stepped forward in the form of an admission from Stephen Hadley. The Washington Post 23
July reported that 'The new information
amounted to an on-the-record mea culpa for a White House that had pointed fingers at the
CIA for vetting the speech, prompting an earlier acceptance of responsibility by Tenet.
But that abruptly changed yesterday after the CIA furnished evidence that it had fought
the inclusion of the charge. The disclosures punctured claims made by Rice and others in the past two weeks. Rice and other officials had asserted that nobody in the White House
knew of CIA objections, and that the CIA supported the Africa accusation generally, making
only technical objections about location and quantity. On Friday, a White House official
mischaracterized the CIA's objections, saying repeatedly that Tenet opposed the inclusion
in Bush's [earlier] Oct. 7 speech 'because it was single source, not because it was
flawed.'...'. In addition to Hadley himself this development was especially
embarrassing for his principal, National Security Adviser Condoleezza Rice. On the day that Tenet had announced his own responsibility for
the inclusion of the uranium claim in the President's State of the Union
address the BBC reported
that 'George Bush's national security adviser has said the CIA approved a speech the US
president made in January, including a sentence that claimed Iraq was trying to buy
uranium from Niger. The CIA cleared the speech in its entirety,' Condoleezza Rice told reporters on Air Force One, en route from South Africa to
Uganda. US media reported on Thursday that the White House had ignored a CIA request to
remove the accusation from Mr Bush's State of the Union

reported that 'Staging a hastily arranged, end-of-term news conference in the White House
Rose Garden, Mr Bush also tried to end the rancorous finger-pointing about who was
responsible for erroneous claims in his pre-war State of the Union
address. 'I take personal responsibility for everything I say,' he said. The remark was
designed to take the heat off George Tenet, the CIA Director, and Condoleezza Rice, the Presidents National Security Adviser. Both had been
accused of negligence or manipulation in allowing claims that Iraq had tried to obtain
uranium from Niger into the most important speech of the presidential
year.'.......Wolfowitz's role at the Office of Special Plans (OSP) within the Pentagon is
an interesting one. A report in the Guardian 17 July
describes the OSP as follows: 'According to former Bush officials, all defence and
intelligence sources, senior administration figures created a shadow agency of Pentagon
analysts staffed mainly by ideological amateurs to compete with the CIA and its military

Plans (OSP), was set up by the defence secretary, Donald Rumsfeld, to second-guess CIA
information and operated under the patronage of hardline conservatives in the top rungs of
the administration, the Pentagon and at the White House, including Vice-President Dick
Cheney..... The OSP absorbed this heady brew of raw intelligence, rumour and plain
disinformation and made it a 'product', a prodigious stream of reports with a guaranteed
readership in the White House. The primary customers were Mr Cheney, Mr Libby and their
closest ideological ally on the national security council, Stephen Hadley,

"If the 9-11 Commission is really looking for a smoking gun, it should look no further than at Lieutenant-General Mahmoud Ahmad, the director of the Pakistani Inter-Services Intelligence (ISI) at the time. In early October 2001, Indian intelligence learned that Mahmoud had ordered flamboyant Saeed Sheikh - the convicted mastermind of the kidnapping and killing of Wall Street Journal reporter Daniel Pearl - to wire US$100,000 from Dubai to one of hijacker Mohamed Atta's two bank accounts in Florida.... Mahmoud's involvement in September 11 might be dismissed as only Indian propaganda. But Indian intelligence swears by it, and the US Federal Bureau of Investigation (FBI) has confirmed the whole story: Indian intelligence even supplied Saeed's cellular-phone numbers. Nobody has bothered to check what really happened. The 9-11 Commission should pose very specific questions about it to FBI director Robert Mueller when he testifies this month. In December 2002, Graham said he was 'surprised at the evidence that there were foreign governments involved in facilitating the activities of at least some of the [September 11] terrorists in the United States ... It will become public at some point when it's turned over to the archives, but that's 20 or 30 years from now.' He could not but be referring to Pakistan and Mahmoud. If Mahmoud was really involved in September 11, this means the Pakistani ISI -'the state within the state' - knew all about it. And if the intelligence elite in Pakistan knew it, an intelligence elite in Saudi Arabia knew it, as well as an intelligence elite in the US..... On September 10, the Pakistani daily The News reported that the Mahmoud visit to the United States 'triggered speculation about the agenda of his mysterious meetings at the Pentagon and National Security Council'. If he'd been to the National Security Council, he had certainly met Rice. Mahmoud did meet with his counterpart, Central Intelligence Agency (CIA) director George Tenet. Tenet and Deputy Secretary of State Richard Armitage had been in Islamabad in May, when Tenet had 'unusually long' meetings with Musharraf. Armitage for his part has countless friends in the Pakistani military and the ISI. Mahmoud also met a number of high officials at the White House and the Pentagon and had a crucial meeting with Marc Grossman, the under secretary of state for political affairs. Rice maintains she did not meet Mahmoud then.... Million-dollar questions remain. Did Mahmoud know when and how the attacks of September 11 would happen? Did Musharraf know? Could the Bush administration have prevented September 11? It's hard to believe high echelons of the CIA and FBI were not aware of the direct link between the ISI and alleged chief hijacker Mohammed Atta. On October 7, Mahmoud was demoted from the ISI. By that time, Washington obviously knew of the connection between Mahmoud, Saeed Sheikh and Mohamed Atta: the FBI knew it.... as Asia Times Online has reported, Mahmoud did disappear. He lives in near seclusion in Rawalpindi....The families of September 11 victims, US public opinion, the demonized Islamic world, the whole world for that matter, all everybody wants to know is what really happened on September 11.... in fact raised by an accredited Indian journalist on 16 May at a White House press briefing run
by US National Security Adviser Condoleeza Rice. The briefing was about what the Bush administration knew pre-911. The
journalist asked with whom the head of the ISI had been meeting in Washington around the
time of the attacks. Rice denied
knowledge and swiftly moved on. Ominously both White House and CNN transcripts of the
press briefing omit this reference to Mahmoud in the journalist's question. They simply
leave out the relevant words in the case of the White House version, or insert 'inaudible'
in the case of CNN. However, the wording is audible on the official video recording of
the briefing. If such embarrassing connections were to have real implications, then
the execution of Sheikh would certainly be useful in dealing with the CIA's problem of how

after Mahmoud himself, who no doubt is now enjoying a comfortable pension in return for

life so that he can give evidence as to General Mahmoud's and his own involvement in the
transfer of 911 money to Mohammed Atta is deafening by virtue of its total absence. Would
the White House not like to know the details of that? Would the families of those who died
in the World Trade Centre and the Pentagon not like to know too? When are those families

director (Philip) Zelikow should remove himself from any and all portions of the
investigation addressing the NSC,' the Family Steering Committee wrote in a letter sent to
the commission Friday. The families say that Zelikow, who was a part of the Bush
transition team, drafted a memo for Rice on reorganizing the NSC. Finding out why that body failed to
anticipate or defend against the Sept. 11 attacks is a major part of the commission's
mandate. 'Really, if he's looking at the NSC, he's investigating himself,' said Lorie Van
Auken, whose her husband died in the attack on the World Trade Center and one of the
authors of the letter. Zelikow did not return calls Sunday. 'We knew he was on the

about this memo, but we'll be looking into it.' Zelikow worked with Rice in the NSC during the first
Bush administration, and subsequently collaborated with her on a book. In October 2001, he

evidence the war against Iraq was based on a lie which could cost George W Bush and Tony

by Pilger aired on British screens last night said US

curent Administration and it predecessor about bin Laden, they said; the agency's doubts

details of the CIA's warnings have not been made public, there are indications that it
predicted that a postwar Iraq would be something other than a walk in the park..... The
backbiting got more vicious in the final days of the presidential campaign, when the Bush
camp began to mutter that the CIA was trying to undermine the President's re-election...

the bin Laden unit, .... accused the Administration of botching the war on terrorism...
Imperial Hubris hit the stores in July, and that was enough for some in the Bush campaign
to conclude that the agency was trying to undermine the President. Not everyone in the
White House was bothered by the book, but those who were included Vice President Dick Cheney, who had tangled
with the CIA endlessly over Iraq and had long grown impatient with the agency's rigid
devotion to rules. 'What the White House has decided, particularly Cheney' a campaign veteran told TIME, 'is
that the agency has been leaking on us for a year. So we don't have much to lose by
cutting them loose.'.... Within days of Goss's arrival, a number of top CIA officials
began to contemplate retirement, including acting Director John McLaughlin and Executive
Director A.B Krongard .... some at the agency believe that Pentagon boss Donald Rumsfeld
and Vice President Cheney not
only oppose the [9/11] commission's recommendations [on intelligence reforms] but also
want to carve up the CIA, take away it clandestine arm altogether and move it to the
