By examining the IGI, I have estimated the occurrences of the Froggatt name over the period covered by the IGI for each of the England counties, as follows:

Thus Derbyshire has by far the highest density of Froggatts, representing about 0.17% of the population. Because of the different scope of coverage in different counties, it is difficult to determine the overall density of Froggatts as a proportion of the overall population of the U.K. from these statistics, but it would be in the order of 0.007% of the population. This is consistent with research contained in the World Book of Froggatts (published by Halberts Family Heritage) which estimated the number of Froggatts in Great Britain a few years ago to be 3,990, or about 0.007% of the population.
Thus Froggatt is very much a local name to Derbyshire, the incidence in that county being about 24 times the national average. There is a village named Froggatt in Derbyshire, a few miles south of Sheffield.
The following table analyses the county of birth and county of residence of the 1,790 Froggatts recorded in the 1881 census (analysed from the CD-ROM published by the Church of Jesus Christ of Latter-Day Saints).
