ST PETER'S COLLEGE began in 1929 as St Peter's Hall, a permanent Private Hall founded by the Right Revd Francis James Chavasse, DD, Hon. Fellow of Corpus Christi College, formerly Bishop of Liverpool and sometime Principal of Wycliffe Hall and Rector of St Peter-le-Bailey. The Hall was in effect an outgrowth of the latter parish whose history goes back to 1122 at least: its first three Masters - the first was the Founder's son, Christopher Maude Chavasse, later Bishop of Rochester - were the last three rectors of the historic parish before diocesan reorganization took the latter into union with St Ebbe's; and church and rectory became the nucleus of the College as chapel and lodge and library, with as its hall the only remaining building of the adjacent New Inn Hall, founded by William of Wykeham as an annex of his New College in 1392. (New Inn Hall, where Alberto Gentili developed the new field of public international law in the sixteenth century, and its Principal Sir William Blackstone wrote his Commentary on the Laws of England in the eighteenth, merged with Balliol in 1887; its name was by a generous act of Balliol restored to its original site in 1992.)

In October 1947 St Peter's Hall was admitted to the privileges of a New Foundation and in November 1961 it became a full college. The University Statute of 7 February 1961 conferring this status took effect on 22 November, when a royal charter of incorporation was granted. The corporate designation of the College is 'The Master, Fellows and Scholars of the College of St Peter-le-Bailey in the University of Oxford'. The government of the College is vested in the Master and Fellows, but the Trustees appoint the Visitor. By the charter, as by the trust deeds of the Original Hall, the primary objects and principles of the College are to maintain and promote education, religion, and learning generally, and especially to assist students of limited means, to encourage candidates for Holy Orders and missionary work abroad and to diffuse sound information and teaching of and in Christian Principles and doctrine and particularly the Protestant and reformed teaching of the Church of England.

The College offers organ and choral scholarships at entrance and instrumental scholarships to undergraduates after entry. It awards scholarships and prizes for distguished performance in University examinations, including the Carl Albert award for the most meritorious performance in the final Honour Schools, and a number of scholarships for graduate students among which the Bodossaki and Gustav Born scholarships in Medicine and Life Sciences are available to new entrants. There are also prizes and travelling awards donated by, and in memory of, former Fellows of the College.

In addition to its tuition of undergraduates and graduates, the College maintains the Oxford Intellectual Property Research Centre, for the study of intellectual property law in the context of economics and business.
