I wrote an article for Wargames Illustrated on "The Battle of Epping Forest" from the Genesis album "Selling England by the Pound". It seemed like a good idea at the time but Duncan has not seen fit to use it. So, adapting it from a skirmish scenario to give a couple of HOTT armies, we come up with the following...

Strictly, according to the song, the "black hat barons" should sit in their cars, aloof from the fight, but I think it's more interesting if they're in the armies. Similarly there should be no strongholds (the fight takes place in Epping Forest) but an East End pub would do nicely.
Finally, in the event of a draw, players should "toss a coin to settle the score".
