I shall stick to simple HOTT classifications rather than the DBM ones you give in your post. There appear to be two sorts of Klingons, the sensible ones and the warriors. The warriors are those that charge off into battle regardless, either because they are inexperienced but lusting for glory and honour or because they are just plain vicious. These would be Warband. The sensible ones are those that engage in a little conversation or skullduggery before charging off into battle. Rationalise these as more experienced warriors who have replaced most of their reckless enthusiasm with greater skill. These can be Blades. I would ignore weapons in classification and assume that there is a mix of all sorts in each element. Klingon legend (and for HOTT it is legend we are concerned with, rather than reality) seems to be full of heroes, so an army should have one of these. There is also the nasty big thing with teeth that the Klingon captain has as a pet in 'The Search for Spock'. Bit of a Beast candidate. This gives us:
1 Hero General (Kahless or similar figure out of legend) - 4AP
3 Blades (Experienced Clever fighting Klingons) - 6AP
6 Warband (Reckless Warrior Klingons) - 12AP
1 Beast (With nasty big teeth) - 2AP
For DBM I would suggest that same mix of Warband and Blades and just make sure that everything is impetuous, or at least follows up after combat.
