I see potential for three HOTT armies. I don't remember the names of most of the peoples, so I will call them by their roles. (Alan says: I am not familiar with the film, so if anyone wants to fill in the details let me know what they are, and I will add them.)
Lara Croft and Associates

Butler with shotgun - Shooter @ 2 AP
Training robot - Behemoth @ 4 AP
Mini-robots - 2 x Hordes @ 1 AP
Huskies - 2 x Beasts @ 2 AP
Friendly native child - 2 x Lurkers @ 1 AP
Friendly natives - 2 x Hordes
The supporting cast of natives is a bit of a stretch, but the main combatants are well enough defined.

Lara dangling from cable or vines - Aerial Hero @ 6 AP, friendly Buddhist monk or Antiquities expert - Cleric @ 3 AP, Archeologist in love with Sara - Sneaker @ 3 AP
The Khmer Temple Guard
Stronghold : Kambodschan temple ruin
Multi-armed statue Hindu god - Behemoth general @ 4 AP
Stone monkey warriors - 6 x Blades @ 2 AP
Stone lion - 2 x Beasts @ 2 AP
Winged Stone lion - 2 x Flyer @ 2 AP
Alternatives: Class the monkey warriors as warband or hordes.
The Illuminati
Stronghold: Venetian palazzo or expedition camp
Head of the Illuminati - Magician General @ 4 AP
The Illuminati's top agent - Hero @ 4 AP
Mercenary soldiers - 8 x Shooters @ 2 AP
The top Illuminatus, was more of a would-be-magician, but there you go.
Figures
Most of the figures should not be too difficult to find in 'modern' ranges. For the monkey warriors, suitably painted Khmer or Burmese figures should work.
