King Swayvill has authority over the Houses Major and Minor

The centre of the government and religion of the Courts rests upon opposite ends of the Plaza
at the End of the World.  The Royal residence and centre of the administration of the king and
his retinue is Thelbane, a tall needle like structure at the near end of thewide Plaza.  At the far
end of the Plaza,  verging on the Abyss, lies the Cathedral of the Serpent.  The great stone
structure is the location of the ceremonies of high reverence.
The entrance to the cathedral is described   "...the massive pile of black stone at the very edge
of the Pit, its gate an archway of frozen flame, as was its downward stair.   The vast ampitheater
below also fire built faces the black block at the end of everything, no wall behind it, but the
openess of the Abyss and its singularity where all things come.
