The Lords of Black Zone are the rulers and major figures of the shadows created by the interaction of
Amber and Chaos space that lie close to the Courts of Chaos.
There are no hard rules that apply across the black zone though there is a general day to day constancy in their
laws of physics and magic.    The black zone of shadows are politically dominated by the Courts of Chaos
many of whose Houses control large numbers of black zone shadows.
