Temporal anomalies have been recorded for several hundred years. Random incidents of time travel have been noted and their potential to preserve or damage the existing timeline and history of the universe are noted. E.g. The intervention of the crew of the USS Enterprise, under the command of Captain Jean-Luc Picard, and their involvement in Earth’s ‘First Contact’.
The explanation of these anomalies and the discovery of the Chronoton particle, meant that it must become progressively simpler to manipulate time.
On Stardate 279501.10 the Federation Science Council clearly stated that the recorded number of incidences of partial infringements of the Temporal Prime Directive were reaching a dangerous level, and they sought the support of the Federation Council and Starfleet Command in stabilising the situation.
The Federation Council wanting to prevent any misunderstanding of intention, invited representatives of all known races to a Temporal Summit to discuss the problem and to attempt to find a solution.
This Summit decided that they needed to constitute a body whose role in the Galaxy was to attempt to preserve the current and historical timeline, as recorded to date. The Summit felt that this body must have both research and enforcement duties placed upon it, and to that end chose to have their best Temporal Scientists and Military staff combine to produce the new body.
After discussion it was agreed that all existing ranks structures were unable to describe the breadth of the skill ranges and specialisms involved. To resolve this a new structure based on an early Earth non military enforcement agency; Robert Peel’s London Police Force was selected.
It was also agreed that no unit within this body would be made up of only one race, the blend of skills and historical knowledge giving the best chance of preserving the timeline.
Thus the Temporal Police Corps was born. Command of this force was given to the oldest member of Starfleet Command Mirkhal Dax, whose symbiant had been alive for over three hundred years, giving him the experience and knowledge needed combined with extensive diplomatic skill to take the Corps through the difficult first years of its existence.
With the discovery of a way on Stardate 279806.06, to create a stable Chronoton Flux Generator, making time travel stable for very large objects………….. the work of the Temporal Police Corps became very difficult……..The Chief Constable Mirkhal Dax commissioned the construction of the UTS Enlightenment whose role would be the preservation of Time as we know it.
