The Nations First 1930's Conservation Area - School Rd, Hall Green, Birmingham

This CA was launched in the early 1990's and was widely reported by the national press as the first 1930's CA.. 

Since that time the CA has deteriorated to a point where its virtually worthless. The property on the right was I believe even featured in the council's promotion literature on its launch. It has since had PVC windows, and now it looks as if its front garden is about to become a carpark!

The council had powers to do something about this decline some years back when local authorities were able to impose so called article 4's to stop the removal of doors, windows, walls etc. After repeated requests to implement these directives the council chose to do nothing - Why, what is the point of conservation departments if they cannot protect such cornerstones of conservation policy.

Gardens knocked into one big awful driveway - Article 4 would have prevented this.
