Dear Colleagues

Final Draft of the Rule Book

Enclosed is the final draft of the rulebook presented for consideration by the Joint Executive Council on 9 May.

The Rules Commission has now completed its task. This draft represents the final agreed position adopted by the Rules Commission. That is not to say every rule has been drawn up on the basis of a unanimous decision. Rather, in overall terms, the draft rules represent the consensus view of the members of the Rules Commission. The Joint Executive Council, under GR5 (2) and GR5 (4), now have the final decision as to their acceptability or otherwise.

If anyone requires clarification in respect of any particular rule in advance of 9 May I would be grateful if they would contact me as soon as possible.

For information purposes only, I am also attaching a summary of the responses to the issues we were asked to raise by the MSF side of the JEC at the meeting on 23 April.

The General Secretary has asked me to point out that Rules 26 and 27 which were to be agreed between the Joint General Secretaries, have appeared without the agreement of the Joint General Secretaries. The General Secretary is raising this with Derek Simpson. I wish to point out this is not how it was reported to the Rules Commission.

Yours sincerely

Paul Talbot

Assistant General Secretary
