Sorry for the delay since the last newsletter. This edition contains a summary of the main Parish Council meetings and a reminder of the village sign unveiling. BOYTON PARISH COUNCIL MEETINGS Summary of matters discussed at the Parish Council meeting held on Wednesday 17 September 2003 Mr Lilley, Dr Stentiford and Mrs Lansdowne were present. Mrs Rhona Sturrock (District Councillor) and PC Andy Warne were unable to be present. The Clerk was in attendance. Apologies were received from Mr Greenwell. A letter of resignation from the Parish Council had been received from Mr Malcolm Lane and the Clerk was asked to reply, accepting his resignation with regret. A discussion took place concerning rights of way in Boyton. Dr Stentiford reported that the matter of the "no unauthorised vehicles" on Mary Warner Trust land should be resolved shortly between the PCC and the Trust. The hedge at the Old School House had been trimmed but it was uncertain whether hedges on Mary Warner Trust land had been cut back. Parish Councillors would consider a map and documentation received from the Countryside Agency concerning any open and common land which might exist in the parish; any comments would be sent to the Countryside Agency by the end of November. Dr Stentiford reported that the bank balance as at 11 August was £339.32. The first half of the precept had been received. The new noticeboard would be put up when the site around the village sign had been prepared. SCDC would be requested to re-site the litter bin. The village sign had been much admired and provided a focal point in the centre of the village. The Parish Council was appreciative of the efforts of everyone involved in obtaining the sign. The Clerk said that the agenda for the Parish Council meeting had been removed from the noticeboard. This was unacceptable, as the Clerk had a statutory legal duty to display agendas for Parish Council meetings. Mr Lilley would coordinate the possible preparation of a parish plan. An open meeting would be held before Christmas to gauge the level of residents interest. Parking congestion reported by a resident from Cottons Acre was considered to be a "one off" situation but if it occurred again, discussions would be held with the members of Boyton Mission. The Clerk would write to Suffolk County Council Highways Department asking for overgrown hedges at the T-junction at the end of Little Scotland road to be cut back. Summary of matters discussed at the Parish Council meeting held on Wednesday 10 December 2003 Mr Lilley, Mrs Cassy, Mr Greenwell and Dr Stentiford were present. The Clerk was in attendance. Mrs Rhona Sturrock (District Councillor) was present but PC Andy Warne was unable to attend. Three parishioners were present. On behalf of the Parish Council, Mr Lilley welcomed Mrs Nicola Cassy following her co-option as a Parish Councillor. Mr Greenwell reported that new notices had been put up at the Mary Warner Homes regarding parking arrangements, which were now working well. The Clerk reported that the owner of the former Forestry land had trimmed his hedges in Little Scotland Road; SCC Highways Department would contact HMP Hollesley Bay to request them to cut back hedges on Home Office land in Little Scotland Road. It was agreed to monitor notices and advertisements put on the new noticeboard; the Clerk reported that there was often insufficient space for her to put statutory notices on the board. Mr Lilley proposed to resume work on the proposed Parish Plan in the spring; surveys would be conducted in Boyton to establish the level of support and interest amongst residents. Dr Stentiford reported that the bank balance was £872.61. The second half of the precept had been received. The following cheques were raised: Parish Clerk £150, hire of village hall £10, SCDC (election expenses, May 2003) £70.85. The Annual Report had been signed by the auditors, Lubbock Fine. Traffic speeding through the village was discussed again; it was felt that outside contract hauliers were likely to have been speeding. A speed monitor had been operating in the village. It was noted that litter and household refuse had been deposited in the Forestry. Recycling facilities were discussed; Mrs Cassy felt that a bin for plastics could be very useful and Dr Stentiford said that more black plastic bags were required. In reply to Mrs Cassy, Mrs Sturrock would make enquiries whether the District Council would have any influence should any windfarms be planned out at sea off the local coast. Various incidents of petty vandalism had taken place in the village and surrounding area. The Parish Council and the police wish to encourage all residents to report any suspicious incidents to the police, however trivial these incidents might appear to be. Rosemary Hepburn Clarke Clerk to Boyton Parish Council VACANCY PARISH COUNCIL SECRETARY Rosemary Hepburn Clarke, Boyton Parish Council clerk has, sadly, tendered her resignation and the Parish Council now wish to find a local replacement as a matter of some urgency.
