New International Radio Regulations (Jun 2003)


New International Radio Regulations enhance Amateur Radio Emergency Communications.

Following the World Radiocommunication Conference which was held in Geneva this week, the new international regulations governing the amateur and amateur satellite services, Article 25 of the Radio Regulations, which had been adopted by the Conference, came into effect and the following paragraphs impact on Amateur Radio Emergency Communications :-

1) Revision of ITU Radio Regulations Article 25.3

“25.3 Amateur stations may be used for transmitting international communications on behalf of third parties only in the case of an emergency or disaster relief. An administration may determine the applicability of this provision to amateur stations under its jurisdiction.”

This is a notable change from the old wording which read:-

“It is absolutely forbidden for amateur stations to be used for transmitting international communications on behalf of third parties.”

2) A completely new regulation, Article 25.9A, has also been approved

“25.9A Administrations are encouraged to take the necessary steps to allow amateur stations to prepare for and meet communication needs in support of disaster relief. “

This provision should be read in conjunction with Article 25.3, and it is hoped that administrations will make regulations that facilitate amateurs preparing for emergency situations and providing communications in emergencies and for disaster relief.
