Published according to the back of the image in Punch on 14th August 1942. Measuring approx. 7 x 8 ins on the artists usual cream grained card, he is no doubt referring to Herbert Morrison the Home Secretary (?). If anyone knows exactly what the two rather posh ladies are alluding to I would love to know.
