Minutes of the St. Dogmaels Community Council meeting held on Thursday 27 th March 2008 in Y Neuadd Goffa at 7:00pm

 

Present: Cynghorydd Judith Gwynne (Chair.), Melrose Thomas (Vice Chair.), Fraser Coates, Joan Fennell, Peta Taylor, Ian Gollop, Jane Hall Brian Ashford and the Clerk.

 

Apologies: Cynghorydd Ken Higgins, Trish Walker, Gill Wislocka, Steve Giles.

 

Declaration of personal interest on the agenda: Cynghorwyr Ian Gollop Joan Fennell and Melrose Thomas with interest in the donations.

Minutes, amendments and approval of last month's minutes: minutes of the last meeting approved, proposed by Cynghorydd Jane Hall and seconded by Cynghorydd Fraser Coates.

Matters arising, any business from the minutes to be placed on next month's agenda: Nil

For discussion:

 

•  Finance and Scrutiny sub committee, the Chair, Cynghorydd Judith Gwynne updated the Community Council on the sub-committee meeting on 17 th March. The sub-committee will meet on the first Wednesday of every month in Y Neuadd Goffa. All correspondence sent on behalf of the Community Council must be proposed and seconded in the full Community Council meeting.

•  Footpaths, the Clerk reported that both Y Graig and Disabled Access footpaths have been cleared of dead leaves by Mr. Len Pierce. Pembrokeshire County Council have repaired the fence at the car park end of the disabled access footpath, they have cut back the grass area as well. Cynghorydd Jane Hall reported that a good job has been done.

•  Village Greens, the Chair, Cynghorydd Judith Gwynne updated the Community Council on the Alexandra project. Correspondence received from Pembrokeshire County Council regarding Glanteifion Green. The Clerk reported that he met Sinead Henehan, Pembrokeshire County Council in the Funding Fair in Carmarthen and she will set up a meeting between Mr. Emrys Llewellyn, Pembrokeshire County Council and the Community Council to discuss issues at Glanteifion Green and the RoSPA report.

•  Teifi Estuary Management Plan, the Clerk reported that he spoke with Afon Teifi Fairways Committee Ltd and they agree that the lights on the pontoon at Glanteifion are the wrong colour and are in contact with Pembrokeshire County Council about replacing them. He requests a copy of the letter sent to them by the Clerk.

•  Grass Cutting Contract, the Clerk will set up a meeting with Mr. Elfed Brown and the Community Council to discuss the bramble at Y Feidr

•  High Street Car Park, to be kept on the agenda.

•  Road Matters, correspondence received from Pembrokeshire County Council regarding the grit box at Pentre Langwm, it will be installed within the next few weeks. Cynghorydd Joan Fennell reported that the junctions at Mill Street and David Street are a concern due to parked cars. The yellow lines requested at Corner House have not been painted but the other requested reinstated yellow lines have been done. The Clerk is to contact Mr. John Price, Pembrokeshire County Council regarding the yellow lines. Cynghorydd Fraser Coates reported that there is no sign to show where Union Terrace is. It was proposed by Cynghorydd Jane Hall and seconded by Cynghorydd Melrose Thomas that the Clerk should write to Pembrokeshire County Council requesting a sign to be placed the entrance at Pentre Langwm.

•  Dwr Cymru, correspondence received from Mr. Stephen Crabb MP regarding the letter sent by the Clerk to Mr. Nigel Annett, Dwr Cymru and he wants to be kept informed at all times. Reply card received from Dwr Cymru confirming acceptance of the letter to Mr. Nigel Annett.

•  Community Services, Cynghorwyr Ian Gollop and Jane Hall met with Myfanwy from Social Services and all present were issued an up-date on work completed and work to be completed by Community Services.

•  Etholiad 2008 Election, correspondence received One Voice Wales, the AGM of the Community Council must be held on or before the 20 th of May 2008. It was unanimously decided that the AGM of St. Dogmaels Community Council will be held on the 20 th of May 2008 in Y Neuadd Goffa at 7:00pm.

•  Safe Routes, the Clerk is to contact Sue Lewis requesting a meeting to discuss safe routes in the village.

•  Poppit Sands café, toilets and car park, to be kept on the agenda

•  Web site and Audio recording, to be kept on the agenda

•  Cymdogion Da Llandudoch Good Neighbour Scheme, the Chair, Cynghorydd Judith Gwynne reported on the meeting on 19 th May. The constitution has been agreed. Next meeting is to be confirmed.

•  Christmas Lights, the Clerk reported that a rebate has been received from Western Power and an amended invoice from SWALEC. A sub-committee has been set up and consists of the following: Cynghorwyr Melrose Thomas, Ian Gollop, Peta Taylor, and Steve Giles. The Clerk and Bob Taylor will attend as an adviser. The Clerk is to set up a meeting with Western Power.

•  Y Pinog Disabled Access Footpath, Cynghorydd Jane Hall reported that Pembrokeshire County Council have replaced the rotten panels on the fence and strimmed the long grass.

•  Village Design and Affordable Housing. It was proposed by Cynghorydd Ian Gollop and seconded by Cynghorydd Peta Taylor that the Clerk is to contact Mr. Mathew Owens regarding affordable housing and contact Pembrokeshire County Council about planning gain at Green Meadow, Pilot Street .

•  Invasive Weeds, to be kept on the agenda

•  Information Boards, Pembrokeshire Coast Footpath, the Chair reported that the footpath starts at Poppit. Pembrokeshire Coast National Park Authority confirmed that the road is too dangerous for the footpath to start from Glanteifion.

•  Beach Access Wheelchair, to be kept on the agenda

•  Pembrokeshire Youth Services, to be kept on the agenda

•  Village Show-Carnival, to be confirmed whether it falls with Cymdeithas Llandudoch or a combined effort with the Community Council

•  Chair end of year dinner, the Chair Cynghorydd Judith Gwynne confirmed the annual end of year dinner will be held in the Webley Hotel. The Clerk will contact the Webley for availability, date tbc.

Cynghorydd Ian Gollop proposed and Cynghorydd Joan Fennell seconded that the total S137 money should be raised to £2,000:00 all in favor.

•  Sub committees and committee reports:

Neuadd Goffa, Cynghorydd Melrose Thomas requested on behalf of the Neuadd Goffa committee if the Community Council could pay the invoice for work to be carried out to the hall. It was proposed by Cynghorydd Melrose Thomas and seconded by Cynghorydd Peta Taylor that the Clerk is to seek advice from One Voice Wales. The Neuadd Goffa committee will pay the amount on the invoice, minus VAT, back the Community Council.
