Constitution Bye-Laws and Rules (amended MARCH 1999)
CONSTITUTION
The
Club shall be called “High Hazels Park Bowling Club” and shall be
affiliated to the Sheffield and District Parks Bowling Association, The
Sheffield and Hallamshire Bowling Association & also to South
Yorkshire C.G.B.A. and The Sheffield C.G.B.A
Each
Section shall conduct their own business elect their own Officials &
Committees and be entirely self-supporting within the umbrella of the
Club.
Each Section shall nominate 2 members annually to form a Social Committee, which shall be responsible for the organising of the Prize Presentation night and other Social Functions as necessary. This Committee shall meet whenever required to conduct its business.
BYE-LAWS AND RULES
General
Meetings
The Club General Meeting will normally follow the Section Meetings (i.e
within 2/3 weeks) to allow any business to be carried forward. Shall be
held twice a year in October and February or as soon as possible
thereafter and at least seven days notice shall be given of such a
meeting. The General Meeting shall proceed to business if at least one
third of the financial members are present within half an hour after the
time fixed for such Meeting, otherwise the Meeting shall stand adjourned
for at least one week when the Meeting so adjourned shall proceed whatever
the number of members present.
Special
Meetings
Each
financial member shall be entitled to one vote at any of the afore mentioned
meetings.
Subscriptions, Competition Fees and Other Fees
Shall
be decided annually by ballot at either of the General Meetings, after a
statement of accounts and balance sheet has been presented to such meetings.
Members will be invoiced by the Treasurer for such fees. The invoice shall
contain all details of what fees, method of payment and date by which payments
shall be ma
Officers
President, Past Presidents, Vice-presidents, Chairman, Secretary, Treasurer
To
be elected at either of the General Meetings and to remain in office until
their successors are appointed.
Any of the officers shall be removable at any time, provided that two-thirds of members present at a Special Meeting called for that purpose shall vote in favour of such removal.
In the event of a vacancy arising amongst the officers, from any cause whatsoever, the Management Committee shall have power to elect a member to fill the vacancy until the next election.
Any officer (except Past Presidents) shall vacate his office if suspended from membership or upon ceasing membership from any cause.
All
officers (except Past Presidents) shall attend meetings, social events and
competition finals as required to ensure the efficient conduct of Club
business and the presentation of awards.
Shall keep a record of the names and addresses of all members (shall liase with the Treasurer in the collection and payment of all monies due to the Club).
Shall publish weekly lists of forthcoming events, matches and competitions to be played on the Club greens.
Shall inform the elected referees when they will be required to discharge their duties, and to ensure that a referee is present when required.
Shall be
responsible for the organisation of all Club competitions and shall draw up a
list of the handicaps of all members and publish same prior to the closing
date for entries. In the event of any dispute arising in any matter whatsoever
this shall be referred to and resolved by the Management Committee, whose
decision shall be final.
Shall keep accounts and prepare a balance sheet to be submitted annually for audit by two elected members and when required present same to the Management Committee on a General Meeting.
Shall
issue invoices to members indicating monies owed by them and receive same.
The Committee shall control the management of the section, having due regard for any resolution and recommendation of any General Meeting. Nothing in the Bye-laws and Rules shall enable the Committee to apply any monies except for the purpose of the section itself.
It shall
meet whenever required to do so and not less than one half of the total number
of the Committee shall form a quorum. Any vacancy occurring may be filled by
the Committee. The Committee or any member or members thereto may be removed
at any time provided that two-thirds of the members present at the Special
Meeting called for that purpose shall vote in favour of such removal. Any
vacancy arising there from to be filled at such meeting.
Whilst
being permitted freedom of action as a Committee (subject to the Bye-Laws and
Rules of the Sheffield and District Parks Bowling Association) the selection
of League Teams shall be based on order of merit of both teams and players.
The
elected referee(s) shall make every effort to determine if their duties are
required during the season and it shall be the referee(s) responsibility to
inform the Secretary if they are unable to discharge their duties.
Any
amendment shall require the votes of two-thirds of the members present at such
meeting.
Dissolution
May be
affected at any time by the consent of seventy-five percent (75%) of the total
number of financial members. Such consent to be in writing and testified by
their signatures.
Rules
Membership
The
minimum age for membership shall be the minimum age for any Junior as directed
by the Sheffield and District Parks Bowling and the Sheffield and Hallamshire
Bowling Associations. Juniors may become registered members providing consent
is given, in writing, by a parent or carer, but subscriptions shall only
become payable upon attaining 16 years of age.
Expenses
To be
paid annually to the Secretary and Treasurer, amount of same to be agreed at
either General Meeting.
Donations
To be
made annually as agreed at either General Meeting.
Average Prize
Shall be
awarded to the highest average, 75% of matches to be played to qualify. 21 –
11 to be awarded to any player whose opponent fails to play.
The
average award shall be based upon the same ruling as the Sheffield and
District Parks Bowling Association. Each team within the Club shall have an
average winner, with the best overall to receive the Club average trophy. The
team average to be directed towards the team that the player concerned played
the most games in. Any
veteran section member shall be eligible to play in the competitions upon
payment of the appropriate entry fee and be subject to the Rules and
handicapping as decided by the competition organiser. Any veteran section
member who has played for any team during the current season shall be entitled
to the same discount, if any, which is available to members in connection with
admission charges to any function organised by the section. Any
registered junior male member may enter any Club competition upon payment of
the appropriate entry fee and be subject to the rules and handicapping of such
as decided by the competition organiser.
No member
shall be eligible to play in any competition unless subscriptions are paid by
the 14th May. No deductions for working expenses are to be made from
competition entrance fees.
Competition Draw (Knockouts)
The first named player in the draw shall be responsible for contacting their opponent to play the game on a mutually agreed date. If agreement cannot be reached then the first named player shall offer 3 dates, one of which must be over a weekend, and that one of these dates must be accepted. All dates given must be within the dates specified by the Competition organiser. In the event of the second player not accepting the dates offered, then they will be scratched from the competition. In the event of the first named player not making contact then they will be scratched from the competition. Contact must be made within 10 days of the previous round being completed.
The dates stipulated by the Competition organiser for each round are to be strictly adhered to. Failure to meet the deadlines will result in disqualification for both players, and a consequent bye for the potential player in the next round.
