Recycling paper at the local depot

Well, what is all this about? It's for paper recycling down at the local recycling centre. The container is made out of 6mm plate mild steel and it is welded together. Look for welding here. Want to see information on joining metals? Click here. Why is it painted? Well mild steel goes rusty. How is it painted, probably by powder coating click here. Why isn't the container made of plastic? Not strong enough when it is being lifted by the big 'trucky' thing
I think the little slots have a purpose. They stop you from putting other stuff in the paper bank. The slots are too small to put bottles in. I think it is made of metal so some 'numpty' can't set fire to it easily. Why the little covers then. To stop it getting wet of course. When it is wet it weighs more and costs more to transport.
