Risk can be defined as the chance of injury, damage, or loss.

Risk assessment, in its environmental context, is a procedure by which likely effects, on human health or the environment, arising from exposure to harmful substances, are assessed.

The basic concept of risk assessment is that, in order for harm to be done, three components must be present:

  1. a source of harm (e.g. some contaminated land)
  2. a pathway (e.g. windblown dust) by which harmful material may be brought into contact with the target
  3. a target (e.g. a person) which may be harmed by the substance

If any one of these components is absent, no risk is to human health or the environment is likely.
