Jedforest Angling Association ~~~~~~~~ Constitution 1. The Association shall be called Jedforest Angling Association and the season shall be from 1 April to 30 September for trout, and 1 February to 30 November for salmon, inclusive. 2. The objects for which the Association is formed are: - The preservation of fish. The protection of fry and small fish. The prevention of poaching and illegal fishing. To encourage, promote and improve angling in the Association waters. To expend money from the Association funds in the interests of angling. 3. The business of the Association shall be conducted by a committee who shall be elected at the Annual General Meeting to serve a term of three years. 4. The Annual General Meeting of the Association shall be held on the third Thursday in December for the purpose of receiving reports of the Secretary and the Treasurer’s Financial Statement, the election of a Committee of Management, and general business. 5. The President shall be Chairman of all general meetings, or, in his absence, any Vice-Presidents, or in their absence, any member present who may be elected. The quorum at all general meeting to be ten, and at committee meetings six. 6. Questions arising at any meeting shall be decided by a majority of votes of those present. It shall, however, be in the power of the Chairman to take the voting by ballot and in case of an equality the Chairman shall have a second or casting vote at all meetings. 7. Members elect will have fishing rights on payment of the necessary fee but will have no voice on the administration of the Association until approved by the committee. Only local members may take part in the voting at an Annual General Meeting. 8. Permits will be issued at the discretion of the committee. 9. Meeting of committee may be convened at any time by the President of Chairman of committee, or by the secretary. 10. The notice of the Annual General Meeting shall be intimated by advertisement in local press, not less than seven days before the date of such meeting. 11. The committee shall cause true accounts to be kept of all monies received, and shall lay before the general meetings a statement of income and expenditure for the past financial year ending 31 October. This statement shall bear the signature of an auditor appointed by the committee. 12. Any question proposed for discussion at the Annual General Meeting shall be submitted in writing to the Secretary at least seven days before the dais of such meeting. 13. That in any matter affecting the Association of the members thereof, it shall be within the right of members to call upon the committee to hold a Special General Meeting., when such matters as are at issue will be discussed. Always provided :- That such requisition be in writing and be signed by not less than six full members whose subscription for the current year shall have been paid. 14. If any illegal act or unsportsmanlike conduct is brought against any member of the Association whether, taking place in waters of the Association or elsewhere, the same shall be adjudicated upon at the meeting of committee following the date of such a charge, and the committee shall be empowered, after considering the evidence, and finding the charge proven, to expel such a member from the Association. 15. Any member committing a breach of the Salmon Fishers Acts, or the Trout Protection Acts, then force, or who takes fish by any other means than by rod and line shall be liable to expulsion from the Association and proceedings may be taken against any member taking fish by any illegal means. 16. The committee shall, if it deem it necessary and urgent, for the proper management of the affairs of the Association, rescind, revise, or make new rules, provided that such alterations be passed and accepted by two-thirds of members present at the meeting. Any such alterations or additions shall be submitted for special acceptance or rejection at the following Annual General Meeting, but the committee shall have no power to alter, revise, or rescind, items 1, 2 and 3. 17. It shall be competent for the committee to elect honorary members. Riparian proprietors as such, shall be honorary members without the necessity of election. 18. All matters of details or dispute in any way arising shall be left to the committee for settlements, and their decision shall be final. 19. The subscriptions to be reviewed at the Annual General Meeting. 20. Local anglers are defined as those residing within a radius of three miles from the centre of the town, and any queries on this ruling shall be at the discretion of the committee. 21. (a) Senior Citizens who have held a permit for a minimum of five years whilst residing in Jedburgh, will be entitled to a fishing permit on paying a nominal sum. (b) That at the discretion of the committee, a ticket can be issued to pensioner who they feel, has given service to the members, but falls short of the requirements to qualify. (c) Local anglers who have held a trout permit for a minimum of three years will be entitled to purchase a salmon permit. 22. Current rules and regulations on permit tickets to apply. Alterations of the rules to be at the discretion of the committee subject to the approval of members at the Annual General Meeting.
