The same number of cuts is required i.e. 6.

Reasoning

The number of cuts required to form any one of the 27 cubes, equals the number of its faces which need to be cut. Hence to cut a small cube from one of the eight corners will only require 3 cuts. However, the central cube requires new cuts to form all of its 6 faces.
