An extremely powerful immortal entity with an evil fascination for games. Dressed as an oriental mandarin, the Toymaker lured unwary travellers into his world of games and tricks. Forcing them to play seemingly childish, yet ultimately deadly parlour games he turned the losers into toy dolls, which he would then use to trap further visitors.
Bored of such easy prey, the Toymaker yearned for a perpetual opponent to play with and to this end attempted to ensnare the Doctor. Those clever enough to beat the Toymaker would destroy his make-believe world but also discover how much of a very bad loser he really was..
