I've speculated that Charles is the one born in Windsor District during q2/1876.

I'm told by Christine Ashley that her mother (Charles' niece, Mabel Lily Knibbs) remembers that Charles was a Game Warden for the Royal Household at Windsor, and that he and his wife Martha lived in a nice house opposite the Royal Gardens in Old Windsor, Berkshire, England.
