
3. Military operations in Aceh and the human rights situation in West Papua
Concerned at the escalation of military operations in Aceh which is resulting in a heavy daily toll in lives, primarily among the civilian population who are taking the brunt of the operations, the possible imposition of a state of emergency in the province, and the failure of the Indonesian military to act in conformity with the peace negotiations underway between the Indonesian Government and the pro-independence movement GAM,
Profoundly dismayed at the use of ten British-made Hawk jet fighters in the current military operations in Aceh in breach of assurances by the Indonesian Government that UK-supplied military equipment will not be used for internal repression,
Concerned at the deteriorating human rights situation in West Papua, the failure of the Indonesian Government to investigate the motivation behind the assassination of the West Papuan pro-independence leader, Theys Hiyo Eluay, in November last year, and the alarming build-up of militant Muslim Laskar Jihad forces and 'red-and-white' militias supported by the Indonesian military, in an apparent move to incite conflict with West Papuans and undermine their aspirations for independence from Jakarta,
Calls on the British Government
To protest to the Indonesian Government in the strongest terms against the use of Hawk fighter jets in Aceh and to demand their immediate withdrawal from operations in the province.
