3. MEETINGS
Parish
Council Meetings
Methwold
Parish Council meetings are held on the second Thursday of each month,
starting at 7.30pm, in The Fenton Room, St. George’s Hall, Methwold.
Members
of the public can attend any Parish Council meeting, as they are public
events, unless a resolution has been passed to exclude them (if such items
as legal, contractual or personal matters are to be discussed).
Meetings
are formal events, not social occasions, and should have a clear purpose to
make decisions. The Chairman is in charge of the meeting and the clerk
supports the council as it discusses business.
Members of the public have no rights to speak at a parish council
meeting unless the council authorises this. Methwold Parish Council do
include a five minute “Open Forum” at the start of their monthly meeting
where members of the public are invited to speak.
The
meeting in May is usually the Annual Meeting of the Parish Council, when the
Chairman and Vice-Chairman are elected and the committee members appointed.
An
additional meeting is held in the spring which is the Annual Parish Meeting,
This meeting is called by the Chairman and it is a meeting of parish
electors. Strictly speaking electors can set the agenda but in practice these meetings often celebrate local activities and debate current issues in
the community.

4. PLANNING
Planning applications are under the control of the Borough Council of Kings Lynn & West Norfolk. ( BCKLWN ) who sends details of the applications to the Parish Council ( PC ) for consideration. These applications are normally discussed at the regular monthly meetings, unless there is a short timescale , when a meeting of the planning committee is arranged. The PC can recommend that the application should be approved or rejected and they can make comments which go back to the BCKLWN.
The final decision, including whether any conditions should be made regarding the application is made by the BCKLWN

THURSDAY 8TH OCTOBER 2009
3. The Minutes of the meeting held on 10/09/09 were agreed as a true record.
4. Matters Arising:
No matters arising from previous minutes were raised.
5. Reports:
5.1 Chairman’s Report:
§ A wasp nest in St. George’s Hall has been removed.
§ The entrance door at the end of The Fenton Room complex has been repaired.
§ A letter from the newly formed Ladies Group requested assistance from the Parish Council to aid establishment of the group. It was agreed such new groups would be granted a reduced rental fee of £5.00 for hire of the Fenton Room for the first three months of hire.
§ The Parish Council are supportive of the possible First Response initiative being established in the village and thus offered hire of the Fenton Room free of charge for one evening, to allow a meeting to take place regarding this scheme.
5.2 Clerk’s Report:
§ Vehicle activated flashing signs are to be located near the High School as a result of the School Travel Plan initiative. Parking outside the High School has been reported as causing problems at the end of the school day. It is hoped Mr. J Winn, Assistant Head Teacher, will attend the November meeting of the Parish Council.
§ It was decided not to replace the broken gate on the Recreation Ground and to produce laminated signs relating to safe use of the skate ramp to replace the professionally made sign which has been vandalised.
§ The grounds maintenance contractors have agreed to replace the missing chain and padlock on the gate between the Churchyard and the Recreation Ground.
§ The external audit has been returned with no matters reported. The Audit Return will now be displayed on the notice boards.
§ There is a problem with the public address system in St. George’s Hall. It was agreed to try to get this repaired by October 31st when the system will be needed.
§ A junior football team is interested in hiring St. Georg’s Hall for football practise during the winter months. It was agreed this should be trialled but measures to ensure no damage is caused may need to be considered.
§ The next Safer Neighbourhood meeting will take place at Nordelph Village Hall on Thursday October 22nd. It has been reported that attendance at past meetings recently has been poor.
6. Accounts for September were presented and approved for payment.
6.1 NCC Rights of Way Officer David Mills is still to be contacted regarding the purchase of footpath display boards.
6.2 The notice board in the Recreation Ground which has been vandalised will be replaced with laminated signs produced by the Clerk.
6.3 The provision of a seat by the entrance to the Avenue in Brookville will be given consideration at a future date when costs have been established.
Two members of the Police Force were in attendance at the meeting and the meeting was briefly suspended at 8.00pm to allow a police report to be given:
No calls have been made to the police regarding incidents in the parish in the past month. However, concern was raised at the meeting relating to youngsters riding motorbikes through the village. As Feltwell is a Safer Neighbourhood Team priority target area at present the SNT team will endeavour to monitor activities in Methwold also. Parishioners were reminded to report matters to the police on 0845 456 4567.

9.1 It was suggested the rent for the Post Office should be reviewed. This will be an agenda item for the next meeting.
9.2 It was reported that the footpath around Rose Cottage has been blocked.
9.3 Barking dogs can be classed as a nuisance and residents can report such matters to the Borough Council of Kings Lynn and West Norfolk.
9.4 Complaints have been made to the Parish Council that residents were not informed that a Country and Western Music Festival was to be held at the High School in August .
9.5 White lines have been repainted at the entrance to the C41 but the lines along the rest of the road have not been repainted.
9.6 The lights in St. George’s Hall are in need of maintenance work.
9.7 Concern was raised that the footpath at the entrance to Globe Street that was recently re-laid is now uneven and that concrete tiles with grupps have not been replaced. Previously there were three grupps, apparently there is now only one.
9.8 Plant tubs are still located on the Highway along the Old Feltwell Road.
9.9 It was reported that there are less rabbits in the cemetery then a while ago.
9.10 The Stoke Road sign at Cock Corner is buckled and needs replacing.
Resolution to exclude the public to discuss the following..
1. Two quotes have been received to replace windows in St. George’s Hall. It was decided to accept the cheaper of the quotes at a cost of £2895 plus VAT.

4. Matters Arising:
§ Weeds have been cleared from the Ventura Close/Trent VC footpath.
§ The Chairman is to attempt to straighten the railings around the cross at Cross Hill and if he is successful the missing rail will be replaced. It was suggested more reflectors should be placed on the railings.
§ Mrs. K McBride has spoken to the grass cutting contractors and has been assured the edges of the Recreation Ground will be cut properly.
5. Reports:
5.1 Chairman’s Report:
§ The Police will need to be informed that shooting of rabbits in the cemetery may be undertaken around dusk.
§ The exterior entrance door to the Fenton rooms is sticking and this has been reported to Style.
5.2 Clerk’s Report:
§ Methwold High School has been successful in obtaining a grant from WREN towards a new building which is to include a community room to be available for use by local people. The Parish Council would like more consultation with the High School regarding facilities offered.
§ It was decided that the Chairman would try to meet representatives from the Busy Bees to discuss matters relating to hire of the Fenton Rooms.
§ A letter received regarding rabbits in the cemetery was read out and it is hoped the problem of rabbits will become less if shooting is permitted and as numbers of rabbits diminish through disease.
§ The Clerk has attended training relating to planning e-consultation. The Borough Council hopes all planning consultation can be undertaken electronically in the near future. If Methwold Parish Council were to be part of this initiative either a laptop and projector or an A3 printer would be needed.
§ The following matters raised with Highways have been answered:
1. The condition of the Mundford Road was raised as a concern at the last meeting – the Highway Engineer has checked the road and found it to be in good condition.
2. Yellow lines along the High Street and road markings at Cock Corner are programmed to be repainted.
3. The planned footpath for Cock Corner is on a forward programme
6. Accounts for June were presented and approved for payment.
6.1 It was agreed to purchase eighty chairs (40 red and 40 blue) for St. George’s Hall at a cost of £22.75 each.

10. Further reports/items for the next agenda:
10.1 Discussion took place regarding road safety along the B1112 near the entrance to the fisheries. Highways will be approached again regarding whether any work is planned to improve the uneven road.
10.2 No further communication has been received from Mr. Barry Brandford since he attended the May meeting of the Parish Council.
10.3 A Parish Council Hall Committee meeting was held on 30/06/09. The minutes of the meeting were read out and observations made were discussed. Comment was passed that St. George’s Hall complex is not user friendly and not internally attractive and thus people do not choose to hire it.
10.4 It was reported a team from the village came third in the recent inter village sports competition.
10.5 Thanks were voiced that the seat by the village sign has been rubbed down and repainted.
10.6 It was reported that there is an ongoing problem with sewerage in Millgate Street.
10.7 The wire grills covering the Fenton Room windows are in need of repair/replacement. It was agreed this needs to be arranged as soon as possible to deter further vandalism.
Resolution to exclude the public to discuss the following:
1. Quote for repair of guttering at St. George’s Hall:
Three quotes have now been received for repair of the guttering. Due consideration was given to all quotes and it was decided to accept the quote from Mr. G. Roberts.
2. It was agreed the Heritage Group could hire the upstairs room at St. George’s Hall to store documents and meet monthly at a cost of £250 per annum. A letter to this effect will be sent to the group.

3. The Minutes of the meeting held on 14/05/09 were agreed as a true record.
4. Matters Arising:
§ Discussion took place regarding the continual problem of rabbits in the cemetery. It is possible the Chairman can arrange for some to be shot. The Police have been informed this may happen. The Clerk has been approached by a pest controller offering to use ferrets in the cemetery but no price for this has yet been received.
§ No further communication from the Borough Council regarding the rubbish left at the end of Scotts Lane, Brookville has been received, Mr Barry Blandford, who attended the May Parish Council meeting regarding this matter will be contacted.
§ Verges in the parish have recently been cut.
§ It was reported that parking in the High Street on Mondays remains a problem. It does not appear the Police have yet responded to requests to visit Methwold on market day but they are aware of the problem. The Clerk has received an e-mail from PCSO Claire Law stating that the school was visited by a police officer with warnings and one fixed penalty notice being issued to motorists parked illegally.
The auctioneer has offered to provide a sign advising his customers to park at St. George’s Hall in an attempt to curtail parking in the High Street on Mondays.
§ Methwold in Bloom has provided the Parish Council with a map showing where the group intend to place flower containers. This will be forwarded to highways for consent to place containers on/near the highway. The Parish Council agreed this request should go forward but stipulated Methwold in Bloom must have adequate public liability insurance in place before any pots are sited.
§ It was suggested money left over from the Parish Plan could be distributed between local groups.
5. Reports:
5.1 Chairman’s Report:
§ The Chairman had nothing to report other than to state that the Annual Parish Meeting which was held on 28/05/09 went well.
5.2 Clerk’s Report:
§ The Clerk will check whether money from hire of the hall during the past month has been received.
6. Accounts for May were presented and approved for payment.
6.1 The meeting was closed briefly at 8.00pm to allow a member of the public to inform the Parish Council about the proposal made by the editor of the Methwold Times to produce a village directory. It is estimated that to produce 800 copies of the directory will cost £220. It is hoped revenue from advertisers may cover this but the editor was requesting a donation from the Parish Council to enable the project to get off the ground. It was agreed that £100 left over from the Parish Plan would be donated to funding the directory.
6.2 The 2009 Annual Return form was duly considered by the Council and signed by the Chairman.
6.3 It was agreed the Clerk would purchase a suitable photocopier for the Parish Council up to a cost of £200 plus VAT.

10.1 A request was made that the road markings at Cock Corner be repainted. Highways will be contacted.
10.2 The railings around the cross at Cross Hill need repair. Quotes will be sought and this will be an agenda item for the July meeting.

10.4 Query was raised as to when the windows at St. George’s Hall are cleaned.
10.5 It was reported weeds need clearing from the footpath between VenturaClose and Trent V.C. Close. It was also stated there are cracks in the path.
10.6 It was reported that moles are present in the front part of the cemetery.
10.7 The hedge along the cemetery path has been cut but trimmings have not been removed.
10.8 The opening times for the Post Office given in the Methwold Times are not correct. The editor will be informed of this.

Minutes of
Methwold Parish Council Meeting
Held at St. George’s Hall on Thursday 14th May 2009

Mr. Barry Brandford, BCKLWN Waste and Recycling Manager, had been invited to address the meeting regarding waste being left at the side of the road in Brookville. Mr. Brandford explained the Borough Council has a duty to collect waste and recycling material but this duty is limited. The Borough Council can stipulate how, where and when waste will be collected and what form of containers can be used to collect the waste. In West Norfolk, Viola Environmental Services are contracted to collect waste.
The main reason for Mr. Brandford attendance at the meeting was to give an update on refuse collection at Scotts Lane, Brookville. The condition and narrowness of Scotts Lane, with no turning space available has resulted in the refuse vehicle no longer travelling down the lane to collect rubbish bins. Health & Safety concerns have led to the decision not to allow the refuse vehicle to traverse Scotts Lane. The Borough Council has had need to make arrangements with residents of Scotts Lane regarding the collection of their household waste. Residents are requested to leave their black sacks of household waste by the entrance to the lane for collection on Fridays. Rubbish sacks should not be deposited on the verge before Thursday evening. However, one resident has claimed special circumstances and has been permitted to leave rubbish out on a Monday for collection on Tuesday.
The Borough Council has received complaints from Methwold Parish Council and residents of Brookville about refuse being deposited at the side of the road and Mr. Brandford invited suggestions as to how the present unpopular arrangements might be resolved.
The Borough Council feel the current arrangements regarding household waste collection for Scotts Lane are working well and Environment Officers monitor the site. However, residents are reported as feeling that rubbish left at the roadside looks unsightly and will encourage vermin.
Mr. Brandford suggested a wheeled bin for household waste and one for recyclable waste could be sited on a concrete pad by the entrance to Scotts Lane so eliminating
black sacks being left by the side of the road. A letter will be sent to the Parish Council outlining this idea and requesting support from the Parish Council.
Two PCSO’s also addressed those present prior to the start of the meeting. PCSO Claire Law has responsibility for the parish and will attend Parish Council meetings whenever she is able. The crime figures for the parish from 01/01/09 were given as:
3 burglaries to dwellings
2 non dwelling burglaries
1 criminal damage incident
1 drug related incident
1 theft from a vehicle
5 other thefts
2 accounts of violence against a person
Members of the public were invited to question the PCSO’s and discussion took place regarding vehicles speeding in the parish and hazards caused by illegal parking in the village.
The Community Speedwatch Scheme was suggested again but previous requests for volunteers to operate this initiative have proved unfruitful. Eight volunteers are needed for the scheme to be implemented.
The SAM (safety awareness message signs) operated by the Road Safety Partnership have been sited along Stoke Road on two occasions previously and it is possible the flashing speed indication signs presently located in Brookville are SAM II signs. Methwold High School is working on a school Travel Plan assisted by NCC officer Mark Ogden who has requested permanent speed warning signs to be located on the B1112.
Some debate took place regarding the stretch of road between Brookville and Whittington where two fatal accidents have now occurred. The Parish Council requested that this piece of road should be reported by the Police as dangerous. It was asked whether the condition of the road would be considered in the police report of the recent accident at this location.
Parking outside the Primary School and in the High Street on market days was yet again reported to the PCSO’s. A request will be made for either a traffic warden or a Police Officer to visit Methwold on a Monday. It was suggested this matter should be raised at the next Community Action Group meeting to be held at Methwold on Wednesday May 20th.

§ Work is being undertaken on the Village Hall kitchen and the partitioning doors into the main hall are to be replaced as agreed.

10.1 The 2008/9 year end balance sheet presented for approval was accepted.
10.2 Consideration will be given to a donation towards production of a village directory when further enquiries have been made as to the printing costs of the directory. It has been suggested money remaining from the Parish Plan project could be put towards this or other initiatives being considered by Methwold Community Project.

§ The Chairman reminded parishioners that the Parish Council accounts can be looked at by members of the public should they request to do so. No Councillors claim expenses.
§ Rabbits are prevalent in the cemetery once again.

§ The replacement sign for the skateboard ramp on the Rec. has been removed from its frame and broken.
§ It has been reported that a workman has been in the village undertaking litter picking.

13. To consider Planning Applications received:
13.1 Construction of one dwelling at land between 32 and 38 Old Severalls Road, Methwold Hythe 09/00724/F
The Parish Council did not support this application as it was thought the planned dwelling is too large for the area and not in keeping with other dwellings. There was concerned voiced that established hedges have been removed at the property and a mobile home has been sited.

It was agreed Methwold Community Project should be permitted to use the Fenton Room free of charge for the first four meetings of the group.
15. Re-location of the seat in Brookville:
A plan indicating where the seat is to be re-sited will be needed to obtain permission from Highways to locate a seat on the verge. It was suggested residents should be approached regarding possible locations. Mr. D Owen offered to replace the broken slats in the seat at Brookville and then consideration could be given as to whether a new seat is actually needed. The village handyman will be asked if he can cut the grass around the seat.
16. Letter received from Mrs. D. Charlesworth-Smith regarding Methwold Parish Plan:
Mrs. Charlesworth-Smith requested that the Parish Plan should be reconsidered. Councillors were asked to consider whether this should be an option as Standing Orders state matters should not be raised again within six months of a decision being made by the Council. Methwold Community Project group appear to be dealing with issues that were raised in the Plan and more information from MCP will be available by the June Parish Council meeting. It was therefore agreed not to reconsider the Parish Plan at the present time but for the Council to consider suggestions made by MCP at the next meeting.
17. Consent to place flower containers on the Highway:
The Parish Council has been asked to apply for licences from the Highway Authority that would permit Methwold Community Project to place flower tubs around the village and plant bulbs in the highway verge. The Parish Council would want to know where tubs and plants are to be located and has requested MCP provide maps. This matter will be an agenda item again at the June Parish Council meeting. It was also considered whether to add plant tubs already placed on the Highway by residents along Old Feltwell Road to any such licence request. § Some discussion arose regarding the location of the notice board which has been made for the parish. The board was made following a request for a new notice board in Brookville. However, it has now been deemed the present notice board in Brookville is acceptable and thus the new board will be sited where it is felt it will be of most use.

5.1 Chairman’s Report:
§ It was indicated in the Parish Plan that residents would find a directory of local services useful and the editor of the Methwold Times has produced a draft directory for consideration by the Parish Council. There is a small amount of money remaining from funds allocated for the Parish Plan and this money could be used to help pay for printing of the directory. The directory will include maps showing local footpaths something which has been requested by residents. This matter will be an agenda item for the May Parish Council meeting.
§ A letter has been received from Mrs D Charlesworth- Smith relating to the Parish Plan. This will be an agenda item for the May meeting.
§ A letter has been received requesting free use of the Fenton Room for meetings of Methwold Community Project Group and the possibility of supplying electricity either to the Recreation Ground or Fair Hill. It was agreed the group could hold their next meeting free of charge but further discussion will take place regarding future meetings at the May meeting of the Parish Council. The provision of electricity will be considered at a future meeting.
5.2 Clerk’s Report:
§ Councillors were given a copy of the notes from the recent Travel Plan meeting held at Methwold High School. The School is offering to possibly joint fund with the Parish Council the provision of flashing speed reduction warning signs to be located along the B1112.
§ A speed assessment for the B1112 was requested but as such was undertaken by Norfolk County Council less a year ago and the existing 40mph speed limit was deemed appropriate a new assessment will not be undertaken. No speed reduction measures were highlighted for the immediate section of the road adjacent to the High School. This information will be passed to MP Christopher Fraser who has requested an update on any campaigning the Parish Council may be undertaking relating to road safety along the B1112.
§ The date for the Annual Parish meeting will now be Thursday May 28th 2009 (a week later than originally stated).

The two quotes received were considered but there is confusion as to whether one of the quotes covers all the work needed and thus clarification will be sought before a decision is made.

As Mrs D Charlesworth-Smith and Mrs J Oliver were the co-authors of the article published in the Methwold Times they declared an interest but remained in the meeting.
The Chairman read out the letters received from members of the public in response to this article and outlined how he will reply. Mrs Charlesworth-Smith read out a statement relating to the article in the Methwold Times and discussion took place regarding entitlement to free speech. It was commented that readers may have wrongly assumed the article was condoned by the Parish Council as the authors signed the letter ‘representatives of Brookville, Methwold Parish Council’. Councillors were reminded that they are elected to represent the parish and it was felt that the Councillors concerned should consider informing parishioners through the Methwold Times that their letter expressed their personal views and not those of Methwold Parish Council.

§ Mr. D Owen was acting as Chairman in the absence of Mr. R Hood and he had nothing to report other than matters relating to items on the agenda. A suggestion as mentioned in Open Forum has been made to Mr. Owen that a map of the Parish could be produced showing public footpaths. The editor of the Methwold Times is hopeful she can do this.
5.2 Clerk’s Report:
§ The Highway engineer has been asked about the possibility of further bollards to protect the verges of Fair Hill by the entrance to Lancaster Park Farm. It will also be requested that bollards be placed at Lower Green opposite the electricity pole.
§ The cycle path has recently been swept and once officially dedicated as a dual cycle path/footpath signage of the path should be corrected.
§ Pot holes around the parish are programmed to be repaired in the near future.
§ It has been requested that rental of space for the Post Office be paid by standing order.

10.1 Litter is a problem on the lay-by along Brandon Road. It is uncertain who this area belongs to and enquiries will be made to Highways.
10.2 The Stoke Road pathway is for dual use by pedestrians and cyclists. Queries have been raised regarding the white lines along the path and further information will be sought regarding possible concerns.
10.3 The Parish Council has received a copy of the hiring contract relating to the use of part of the Fenton Rooms complex as a Post office. Rent is set at £50.00 per month.
10.4 It was reported that children have been observed playing chicken outside the High School.
10.5 With regard to possible provision of a bottle bank by the Parish Council it was stated that the bottle bank by the Social Club can be used by anybody.
10.6 Stoke Ferry has maps of cycle and footpaths around the parish and it was commented that it would be good to see Methwold produce something similar. This was a suggestion raised in the Parish Plan.
10.7 The light on the side of St. George’s Hall that is constantly on has been authorised to be repaired.
10.8 More suggestions are needed for work that could be undertaken in the parish by the Community Payback Team.
10.9 The road surface at the junction of Ventura Close and Hythe Road is deteriorating. The Highway Engineer has recently inspected this.
10.10 Water accumulates along Thornham Road. The Highway Engineer is aware of this.
10.11 Tree roots are protruding along the edge of the C41. This will be reported to Highways.
10.12 No Dogs signs should be replaced on the Rec. by the company asked to produce a new sign for the skate ramp.
10.13 The Police will be asked to visit the village on Easter Monday (and/or any other Monday) to monitor parking along the High Street.

Much discussion took place regarding the employee contracts. It was decided not to ask employees to complete timesheets.
2. Discussion took place regarding the future of St. George’s Hall and the need to update facilities. It is envisaged a good proportion of present reserve money will go towards general maintenance and refurbishment of the Village Hall. Members of Methwold Community Project have met with members of the Parish Council to discuss the possibility of part of the Fenton Room being converted into a shop. The group have been asked to present the Council with plans that can be considered by the Parish Council. The Hall Committee will need to convene to discuss all work being considered and a decision will need to be made by the Parish Council regarding future use of St. George’s Hall.
3. Mr. D Wortley was asked to investigate suggested rabbit control with regard to the cemetery.
4. A quote has been received for repair to the guttering at St. George’s Hall but Councillors felt it would be prudent to await a further quote for total replacement of the guttering before making a decision. A quote will be sought to replace the guttering in metal rather than plastic .This will be an agenda item again for the April meeting.
5. It was decided to proceed with replacement of the partition doors at St. George’s Hall and thus the quote considered at the February meeting will be accepted.
6. It was agreed to accept the original quote received to separate the heating zones in St. George’s Hall.

§ A letter has been received from Methwold Community Project group requesting a meeting with members of the Parish Council to discuss possible future projects the group may undertake. It was agreed a meeting should be arranged for Thursday 19th February @ 7pm in the Fenton Room.
5.2 Clerk’s Report:
§ Future dates when St. George’s Hall will be hired include June 4th (Polling Station) and May 20th when a Safer Neighbourhood Team CAG meeting will again be held in Methwold.
§ The Community Payback Team should be working in the village on the 14th, 18th and 21st of February. It is expected they will be clearing ivy in the Churchyard and tidying around the edge of the Rec.
§ Mrs Janice Howell did not attend this meeting due to bad weather but has arranged to speak at the March meeting of the Parish Council.
§ Mr Barry Brandford, BCKLWN Environmental Protection Officer, will attend the Parish Council meeting on May 14th to discuss issues relating to the collection of household waste in Scotts Lane, Brookville.
§ There are two vacancies on the Parish Council. Volunteers are being actively sought.

11.1 It has been asked who is responsible for the unofficial lay by along the Brandon Road as litter can be a problem in this area.
11.2 The Stoke Road path is for dual use by pedestrians and cyclists. There are signs indicating this but it has been requested that the markings on the path itself should show pedestrians as well as cyclists. The sign asking cyclists to dismount also needs to be removed. Highways will be contacted.
11.3 Comment was raised regarding whether the land adjacent to Cloughs Farm is large enough to accommodate the planned development. This application was considered at the January Parish Council meeting.
11.4 The road surface at the junction of Ventura Close and Hythe Road is breaking up.
11.5 The edge of Fair Hill by the entrance to Lancaster Farm is being eroded by farm vehicles driving over the grass. A request will be made to Highways for bollards to be erected.
Resolution to exclude the public to discuss the following:

2. Quotes received for maintenance work at St. George’s Hall were considered. Cracks are appearing in walls of the Fenton Room and it may be that some structural repair work may be necessary. The plans for the original building work for the Fenton Rooms will be located and checks will be made as to whether building regulations were met. It appears that the back corner wall of the building is moving. It was agreed however to proceed with work to improve the kitchen facilities as quoted by re-plastering areas of the kitchen, re-painting and replacing the splash back with tiling. The outside door to the kitchen will be replaced at a cost of £465.
3. Quotes have been received to replace guttering at the rear of the Fenton Rooms. It was felt however all guttering needs replacing and therefore further quotes will be sought.
4. It was agreed to accept the quote received to replace fluorescent tubes in St. George’s Hall and fit a replacement light cell on the discharge fitting outside the kitchen. Added to this will be s second replacement light cell and a double socket in the boiler room. Further enquiries will be made regarding how to control the heating by zoning or whether electrical heaters should be installed to provide heat for the Post Office and Doctors waiting room.
5. The quote obtained to replace the hall partitioning doors will be accepted if it is confirmed a bottom runner will be added if necessary. The Chairman will look into this and act accordingly.
6. It was decided to award the 2009 grass cutting contract to the contactors used in previous years, their quote being considerably cheaper than the other received.

5.1 Chairman’s Report:
The Chairman had received notification that the installation of the Post Office security gate would fall under the General Permitted Development Order. A request from Methwold Community Group for placement of an indication sign for the Post Office had also been received and discussion took place as to where the sign should be located. It was agreed the sign should be placed near the tree in front of the Post Office so as not to obscure the directional finger post and that it should be at the same height as neighbouring street furniture if possible. The Chairman will chase the installation of the safety railings which have been ordered for doors at St. George’s Hall.
5.2 Clerk’s Report:
§ The Clerk had looked into policy regarding the gritting of diversion routes. Both the Police and the Highway technician stipulated that drivers should take due care and need to be cautious in icy conditions.
§ Mud on the Feltwell Road has again been reported as causing a danger but unless those causing the problem can be identified there is little action that can be taken.
§ Rabbits have been reported eating flowers left in the cemetery agian.
§ “Think” signs have been temporarily erected near the Brookville bends by Highways. The Parish Council will try to initiate further signage and a possible speed limit reduction past the High School may be requested through the school’s Travel Plan.
§ Part of a chalk building at Petch Corner has been reported as crumbling. This will be passed to BCKLWN.
§ A dog waste bin has been ordered for The Avenue, Brookville.
§ A cost for replacement of the skate board ramp sign is being obtained, one quote has been received for replacement of the units in St. George’s Hall kitchen and one quote for replacement of the portioning doors at the hall.
§ The cost of replacement chairs would be greater than first thought due to price increase and a £45.00 delivery charge. Therefore the chairs have not been ordered and enquiries will be made again next month to check prices.

5.1 Chairman’s Report:
The Chairman attended the official opening of the Post Office which has been widely advertised. The proposed railings for the back door of St. George’s Hall and for the post Office door have been ordered at a cost of £356.74 plus VAT and fitting. The Chairman authorised the purchase of paint to allow the Community Payback Team to continue work in the village.
5.2 Clerk’s Report:
§ Youth workers assigned to the Methwold area have contacted the Parish Council to hopefully forge links. It is likely they will attend a future Parish Council meeting.
§ The Clerk was asked to investigate how Crimplesham has obtained flashing speed awareness signs. These signs are placed temporarily by Norfolk County Council and other parishes can request them. This has been done.
§ The Primary School Park n’ Stride Scheme is reported as alleviating vehicle congestion outside the Primary School.
§ Quotes have been obtained for electrical work for St. George’s Hall and for replacement curtains. Two firms have been asked to quote to replace the kitchen units in the hall and one firm has been to look at possible replacement of the partition doors between the Fenton Room and the Main Hall.
§ Cracks have been reported in the walls of St. George’s Hall which may need further investigation and the guttering and drainage also need some maintenance.
§ The Methwold Community Project Group hope to be able to return some money to the Parish Council to assist payment of the alterations made to St. George’s Hall to accommodate the Post Office.
§ Notes from the Hall Committee meeting and the Finance Committee meeting held on 27/11/08 were distributed to Councillors.
§ The External Audit for the year ending March 31st 2008 has been concluded. The auditor’s report did state that the Annual Governance Statement was not signed off before the specified date of 31/07/2008. The deadline for approval of the 2008/09 Annual Return is 30/06/2009 and this was duly noted by the Council.

5.3 Update on provision of village Post Office:
The Borough Council if King’s Lynn and West Norfolk and Norfolk County Council have financially contributed to the Post Office fund. It is expected the Post Office will be open 8am until 4.30pm on Mondays, 8am to 1pm on Tuesdays and Wednesdays and 8am until 12.30pm on Thursdays. The official opening is to be held on Saturday November 22nd @ 11.00am.
Tightening of security measures has led to the lock in the front door of the Post Office being changed and it is possible wire mesh doors may be added for greater protection. As the hall is in the conservation area permission may need to be sought before this can go ahead.
The path to the Post Office has been modified to make access easier and a hand rail is to be added.
It was agreed that cheques could be issued by the Parish Council on behalf of Methwold Community Project providing only one named person requests payments to be made.

· The litter bin in Brookville is still to be replaced.

· There has been an offer made to help clear the garden area in front of the Fenton Room. It was agreed this offer should be accepted and the conifer tree will be removed.
· The Clerk is awaiting a reply from the grass cutting contractors regarding the lack of strimming around the perimeter of the Recreation Ground.
· The Highway Technician has been made aware of complaints regarding stone chippings left on the footpaths following road maintenance work along Stoke Road. The paths should be swept when the work is finished.
· The condition of the yellow lines in High Street will be checked again and the Police will be contacted regarding whether vehicle owners can be prosecuted if they are parked on double yellow lines that are not complete as paint has worn away.
· Some discussion took place regarding the Community Speed Watch Scheme. Mr. D Owen has been in touch with those implementing the scheme successfully in Upwell and Mrs. D Charlesworth-Smith will follow up this contact.
· It is hoped the Parish Council may assist with delivery of the Parish Plan and this matter will be an agenda item for the November meeting.

Mr. Owen was acting as Chairman and as he had only recently returned from holiday he had nothing to report.
5.2 Clerk’s Report
There is to be a Safer Neighbourhood Team meeting held in St. George’s Hall on Friday October 24th 2008 @ 7pm. This may provide an opportunity to meet with representatives from Upwell who are involved with the Community Speed Watch Scheme.
5.3 Update on the provision of a Post Office in St. George’s Hall
Mr. C Neville reported that it had been a turbulent month for the project as the Post Office seem to have upped their demands regarding what is needed before an Office can be permitted in St. George’s Hall. The builder first approached to undertake the necessary alteration work is not able to complete the work in the time frame stipulated by the Post Office. Therefore, a replacement builder and plumber have been identified and work should commence. There will be no further cost to the Parish Council beyond that already agreed and it was stated that if any surplus money remains after initial set up it would be donated back to the Parish Council so contributing to the cost of the alteration work. An opening date has been set for November 18th 2008 but it is still uncertain how often the Post Office is to be open.
6.1 Sponsorship of the telephone box in Brookville
To sponsor a telephone box will cost £500 p.a. Much debate took place as to whether such expenditure should be added to the precept. Councillors questioned if almost £10 per week can be justified to provide a service that may not be used by many parishioners. The Chairman closed the meeting at 7.57pm to allow members of the public to comment. Those parishioners present were against £500 from the precept being spent to maintain the Brookville phone box. Meeting opened again at 8pm.
It was suggested residents should be consulted on this matter via the Methwold Times and it will be an agenda item again for the November meeting. In the mean time the Clerk will register an interest in sponsoring the phone box at Brookville.
· Letter re. Brookville bends - The Clerk will continue to investigate the possibility of providing flashing speed reduction signs along the B1112.
· Letter re. encroachment of Highway at 17 Old Feltwell Road.
· Nomination of Parish Councillor as Almshouse Trustee – Mr. I Murray has been invited to join the Trustees as a Local Resident Volunteer.
· Street naming – development between 61 and 67 Globe Street, Methwold to be known as St. George’s Court, Methwold
· Insurance re. Post Office – It is necessary for the operators of the Post Office to arrange their own Public Liability and Property Insurance. This cannot be added to the Parish Council policy. The Parish Council must ensure this cover is in place and that no money is left on the premises overnight.
· It was agreed the Parish Council will again decorate a Christmas tree in St. George’s Church.

9.2 Information has been obtained regarding a village in Essex where a PCSO is funded by the Parish Council at a cost of £13000 p.a. The information will be passed to Councillors via the correspondence folder.

9.4 The Community Payback Team are working well and have nearly finished painting the cemetery railings. The next job they will undertake will be to clear vegetation from the rear of St. George’s Hall car park. Councillors were asked to visit the Team when they are in the village.
9.5 It will be reported to Highways that the path between Ventura Close and Trent VC Close needs weeding.
9.6 Stinging nettles need clearing along the Cemetery Path.

4. Matters Arising:
§ A notice has not yet appeared in the Methwold Times reminding owners to be responsible for their dogs and not allow them to run in the road.
5. Reports:
5.1 Chairman’s Report:
§ The Parish Council has received a letter from a resident of Brookville, following another accident, concerned about speeding along the B1112 asking whether further signage can be erected along this road. The Parish Council did investigate the provision of flashing speed reduction warning signs some time ago and due to cost signs were not erected. This matter will be looked at again.
§ The Parish Council has received a letter regarding flower tubs placed along the Old Feltwell Road. Information will be sought as to whether the tubs are placed on land for which the Highway Department is responsible.
§ The Chairman will obtain a price for fixing catches to hold the new doors of St. George’s Hall open and to erect handrails to the new disabled access ramp at the rear of the building.
§ Moles are active in the cemetery. This has been passed to the pest control contractor to deal with. Plants that supposedly deter rabbits have been planted in the cemetery.
§ It has been suggested if gravel is purchased this could be laid by the Community Payback Team currently working at the cemetery.
5.2 Clerk’s Report:
§ The Annual Play Equipment Inspection Report was considered at a meeting of the Recreation Ground Committee held on 28/08/08. It was decided no immediate action is needed but the safety sign relating to the half pipe should be replaced and additional no dog signs should be purchased. Costs will therefore be obtained for new signs. The Recreation Ground fencing may need some maintenance work at a future date. Mr. C Marsland has offered to undertake inspections of the play equipment and thus a record of safety checks will be kept by the Parish Council.
§ The Community Payback Team has been working in the village, painting the cemetery railings. Work has been slow as the Team are present on Wednesdays and Sundays only and the weather has been appalling.
§ Local Authorities can adopt telephone boxes that BT would otherwise be removing. There is a cost of £1 plus maintenance charges to adopt a box without a phone line and £500 if the phone line is to be kept. Further information will be sought before the Parish Council make a decision on whether or not to adopt a box. It is felt the only payphone that sees enough use to warrant adoption is the one located at Brookville.
§ The Clerk has now received the names of three volunteers willing to take part in the Community Speed Watch Scheme. Weeting Parish Council is also considering entering into the scheme and it may be possible for the parishes of Weeting, Feltwell and Methwold to work together.
§ It is planned that St. George’s Hall oil tank will be replaced 12/08/08.
§ As the printing of Methwold Parish Plan has now been paid for it was agreed to arrange for distribution of the Plan.
5.3 Update on provision of village Post Office:
It was agreed to discuss this matter later in the meeting after a resolution had been passed to exclude the public.

7.1 Information had been passed to Councillors as supplied by Borough Councillor Mr. A Lawrence regarding the Borough Council’s response to the Boundary Committees proposals for Unitary status for Norfolk. Parish Council’s are being asked to support the status quo. It was decided to wait and possibly respond to the consultation process once the Secretary of State has outlined her decision following final recommendations by the Boundary Commission. It was suggested the Boundary Committee website address should be printed in the Methwold Times to encourage parishioners to consider Unitary Status and comment themselves.

9. Consideration of nomination of a Trustee for the Coote Almshouse Trust:
Mr. I Murray, who had previously volunteered for this position, was absent from the meeting but Councillors decided to nominate him to be put forward for the role.
1. Community Speed Watch Scheme:
The Clerk has been contacted by only one person who would volunteer to take part in this scheme. Six volunteers are required before the scheme would be considered for operation in the parish. The majority of Councillors seem to consider that the job of monitoring speeding traffic should be undertaken by the Police.
The Parish Council will not proceed further with this scheme unless more willing participants come forward. It is felt however, there is a problem with speeding traffic along the B1112 and through the village. Measures should be identified which could alleviate excess speeding and how speed limits are set will be investigated.
2. Further reports/items for the next agenda:
· The area outside the front of the Fenton Room needs tidying and the guttering needs repair. These matters will be an agenda item for the September meeting.
· A car was reported as being parked on the pavement outside the Old Swan PH in Brookville. This is a matter that should be reported to the Police.
· Dogs have been reported running out by the road near Ventura Close. Mrs. D Charlesworth-Smith was asked to put a notice in the Methwold Times reminding people to be responsible for their animals.
· The Parish Council needs to be aware that MPRA may no longer be running and if so the Council must undertake regular checks of the play equipment on the Rec. Enquiries will be made as to whether the group is still fund raising.
· An outside light at St. George’s Hall appears to be on continuously.
· The road surface is breaking up at the junction of Ventura Close and Hythe Road.
· The overflow pipe at the end of the Fenton Room is dripping and it was suggested a plumber should be employed to check this out.
· Past Parish Council Chairman, Mr. Bob Fox has died. A letter of condolence will be sent to Mrs. Fox.
· Street light No. 4 along Stoke Road is not working.

§ Following concern at the last meeting about the standard of grass cutting around the parish it was reported as now being good.
§ Mr. D Owen and the Clerk attended the Community Action Group meeting held on June 30th at Nordelph. As requested by Mr. Owen information regarding the use of speed check guns by members of the community was sent to the Clerk.
§ Some discussion took place regarding whether or not the invoice from the Borough Council for the printing of Methwold Parish Plan should be paid. More information will be sought as to why it has taken over eighteen months for the Plan to be printed.
§ Residents of Herbert Drive have been sent letters regarding not
playing ball games in a residential area.
· The rubbish bin in Brookville is not being emptied and needs replacing. The Clerk is meeting an officer from BCKLWN regarding the provision of litter bins in the parish on July 24th.
· It may have been wrongly reported in the June minutes that Environmental Health Officers have been checking the contents of household rubbish bins in Brookville. However, advice is for people to be careful what they throw in their rubbish as identity fraud is a concern.
5. Reports:
5.1 Chairman’s Report:
· It was agreed to bring item 9. forward and Mr Iain Murray was duly co-opted to fill one of the vacancies on the Parish Council. One vacancy still remains.
· Mr. Owen explained the Community Speed Watch scheme. The idea to involve local residents in a speed reduction activity is being rolled out County wide. Speed monitoring is carried out by trained volunteers with follow up work undertaken by Norfolk Police. Discussion took place regarding whether this work should be undertaken by members of the public or whether it is a police job. Three Councillors stated they would not be willing to take part in the scheme themselves.
The meeting was opened for the public to voice comments at 8.00pm: It was felt by some that the professionals are paid to do such work, but one volunteer did come forward interested in taking part in the scheme.
The Council will decide at the August meeting whether this scheme should be adopted in the parish. A minimum of six volunteers is suggested. A notice will be put in the Methwold Times to gauge possible interest.
· Mr. Owen is liaising with the contractors who are to replace the oil tank at St. George’s Hall as the position for the new tank is in question. It was agreed the tank should be positioned as originally suggested. This could mean the newly installed disabled ramp will need modification. However, hand rails should be added to the ramp and this could be undertaken by the contractors when adapting the ramp to accommodate the oil pipe.
5.2 Clerk’s Report:
· The Clerk attended a meeting held by BCKLWN regarding the proposals made by the Boundary Committee for a unitary Norfolk. Councillors were encouraged to make their preferences known and information can be found at www.boundarycommittee.org.uk
6.1 The 2008 Annual Return Form was completed and duly signed by the Chairman.
A letter has been received from the Chairman of the AlmshouseTrustees requesting a trustee nomination from the Parish Council. No Councillors volunteered for this role but Mr. Murray did express an interest and thus this item will be an agenda item again at the August Parish Council meeting.

10.11 It was suggested Cock Corner should have hatching or No Parking painted on the road. It will be investigated whether this could be possible and an update on the feasibility of a footpath around the corner will be requested.

· The Clerk has attended a ‘Meet the Auditor Morning’ as new external auditors have been appointed this year. Practise remains much the same but the Annual Return does need to be completed earlier. The accounts for the year ending March 31st 2008 need to be accepted by July 31st 2008 and next years accounts will need to be accepted by June 30th 2009.
· It seems Methwold Parish Recreation association may be winding down and thus the Parish Council must arrange regular play equipment inspections and the regulatory annual inspection of the equipment on the Recreation Ground.
· CPSO Claire Line has said she will attend the next Parish Council meeting which is to be held on July 17th.
· The BCKLWN no longer erect ‘No ball game signs’ and thus the sign that was along Hythe Road is unlikely to be replaced.
· The Clerk has attended the 2008 CPRE/NCAPTC Planning Conference. Items discussed included light pollution and wind turbines. Council’s are being urged to replace street lights with those that have a flat screen to angle light downward thus saving light being wasted. It was stated that wind farms would not be built were it not for government subsidies and money should be re-allocated to encourage research into other forms of renewable energy. Design Statements were also a topic of discussion. It is possible a Design Statement can be accepted as a material planning consideration.
· The Clerk attended a meeting held to update and engage Parish Council’s regarding the Local Development Framework. From the results of a Quality of Life Survey commissioned by BCKLWN the Downham Market neighbourhood appears to compare with North Lynn on issues such as aspiration and attainment.

11.1 It was decided Councilllors will be given a copy of the Methwold Parish Plan before it is delivered to others.
11.2 It appears the edges of the Recreation Ground are not being strimmed and areas are being missed in the cemetery. Some concern was expressed that not enough care is being taken with the grass cutting. The gate between the Rec. and the Churchyard was left open by the contractors and the lock is now missing. The contractors will be asked to replace the lock.
11.3The footpath across Storey’s meadow is in need of cutting. Mr. M Peake offered his assistance with this matter.
11.4 It was suggested a second dog waste bin may be needed in Brookville as the one by the litter bin is often full.
11.5The hedge adjacent to The Avenue, Brookville is hampering visibility for drivers pulling on to the main road. Highways will be contacted about this.
11.6There is apparently a liquid rabbit repellent available that could possibly be tried in the cemetery. More information will be sought.
11.7There has been one enquiry regarding the two vacancies on the Parish Council.
11.8Concern was voiced regarding development at No. 12 Main Road, Brookville. The Borough Council has been informed of activities at the site.
11.9Mrs J Oliver has been in touch with Mr Fred Murphy regarding the possibility of the Community Payback Team undertaking some work in the parish. Mrs Oliver has requested that Councillors provide her with a list of jobs that need doing in the village. Work that may be undertaken could include repainting of the Fenton Room, general tidying of the hall car park including graffiti removal and pruning of shrubs. Ivy could be cleared from the Churchyard wall and cemetery. Other jobs in the cemetery could be undertaken such as painting of the railings, digging a trench for a water pipe, putting gravel on the paths and trimming the hedge. If the team is to work in Methwold use of a kitchen for refreshments would be requested and items such as cord for a strimmer would need to be supplied. Rubbish generated would need to be disposed of by the Parish Council. Mrs Oliver is to get back to Mr. Murphy with a list of jobs that the Parish Council would most like to see undertaken. It is possible the Parish Plan could be distributed by the Team.
11.10 It was requested the sign advertising the auction held in the village on Friday evenings should be removed when the auction is not running.
11.11 Some discussion took place regarding a suggested drop off point on Fair Hill for High School students.
11.12 Complaints were received regarding mini motos in the village and cyclists using footpaths.
11.13 New doors have been fitted to St. George’s Hall and, with Councillor Agreement; keys will be cut, numbered and distributed to regular users in due course.

Mrs Lynne Stabler, Head Teacher at Methwold Primary School, addressed the meeting during the Open Forum, requesting use of St.George’s Hall car park as a drop off/collection point for Primary School pupils. It is hoped a walking bus can be established to alleviate the vehicle congestion that occurs outside the Primary School at the start and end of the school day. Police Community Support Officer Claire Line has investigated what can be done to ensure a safer environment outside school. If the hall car park could be used as a drop off point this would mean pupils would not need to cross the road if walking from the hall. It is planned the school will employ two supervisors to manage the walking bus. The Parish Council agreed to discuss this matter later in the meeting.
Mrs Stabler also informed Councillors that the Primary School will be celebrating its150th anniversary in September. It is hoped the Parish Council will be involved in the celebrations in some way.
Mr R. Hood was proposed and seconded as Chairman and with no further nominations accepted the role of Chairman.
Mr. D. Owen was proposed and seconded as Vice-Chairman. No further nominations were made and all agreed to Mr. Owen continuing as Vice-Chairman.

10.1 Auctions are being held again in St. George’s Hall on Friday evenings. It was felt use of the hall does need monitoring with regard to the use of electricity and oil.
10.2 Comment was made that the allocation of reserve money should be revised and it needs to be known how much money is to be held for future projects such as work on St.George’s Hall.
10.3 As decided at the April meeting litter bins will be purchased locally.
10.4 The vacancies on the Parish Council have been advertised in the Methwold Times and on the parish notice boards. It was suggested a notice could be put in the garage at Whittington.
10.5 The correspondence folder was not passed to all Councillors last month and it does not seem to always reach everyone. It was suggested an order in which the folder goes around should be established.

15.1 Consideration was given to the request made during Open forum to use St. George’s Hall as a drop off/collection point for primary school pupils.
Some consideration will need to be given to those who already use the car park and hirers of the hall but it was generally felt that it would be beneficial if parents parked at the hall rather than on the road. It was agreed in principal that the school could use the car park in this way but the Parish Council would not accept any responsibility for associated cars or pedestrians. The school could not have exclusive use of the car park as it is already used by others hiring the hall.

OPEN FORUM
Members of the public were present at the meeting to voice their concern regarding a planning application for a dwelling to be constructed at 7/9 White Plot Road, Methwold Hythe. The septic tank that serves properties either side of the proposed site is located on the land cited for development. It was felt the land in question was not built on previously due to the location of the sewerage pipes and tank. Neighbours have approached the Borough Council of King’s Lynn and West Norfolk regarding this matter and the Parish Council will record the concerns when responding to the planning consultation.
Some discussion took place as to why the parish precept has risen by 17%. It is hoped that the increase will allow the village hall to be hired at a reasonable levy by local residents. If a lower hiring rate results in the hall being used more often, and thus more income being generated, then the precept will not need to be raised further in future years to support hall expenditure. In the past few years reserve money held by the Parish Council has begun to be spent to support the precept. It was necessary therefore to raise the precept to try to break even.

4. Matters arising from the Minutes:
§ Quotes for work on St. George’s Hall will be considered after a resolution has been passed to exclude the public. It is possible another firm has been identified who may be able to repair the internal partition doors at St. George’s Hall.
5. Reports:
5.1 Chairman’s Report:
§ The Chairman has received a verbal estimate for replacement of external doors at St. George’s Hall. This will also be considered after a resolution has been passed to exclude the public.
§ Enquiries have been made regarding having metal rubbish bins made for Brookville and the Rec. If the price is considered acceptable the Chairman will order the bins.
§ The white lines in St. George’s Hall car park should be repainted next week.
5.2 Clerk’s Report:
§ The hall floor will be sanded and varnished once the Bowls Club and Badminton Club take their summer breaks. The oil tank should be replaced in the near future.
§ As the financial year has now ended both the Bowls and the Badminton Club have requested bills for use of St. George’s Hall.
§ Notices have been placed stating there is a vacancy on Methwold Parish Council.
§ The Clerk attended a meeting, held at Feltwell, regarding the Local Development Framework. Information as provided at that meeting was shared with Councillors who were asked to pass comments to the Clerk should they wish to do so.
§ A meeting hosted by the Borough Council of King’s Lynn and West Norfolk entitled Local Government Review in Norfolk was attended by the Clerk. The BCKLWN preferred option regarding Unitary status for Norfolk is an east/west split.
§ A letter has been received from MP Chris Fraser relating to speeding past schools. This will be shared with the village schools. Mr. D. Owen has also received communication from the police relating to speeding through the village.
§ The next Safer Neighbourhood Team meeting will be held in Outwell Village Hall @ 7pm on Tuesday May 6th.
The matter of the purchase of new litter bins for the Rec. and Brookville had been considered earlier in the meeting. The Chairman will continue to make enquiries to hopefully have the bins made locally.

10.1 An observation was made that there may be grants available through NAVH to assist with re-location of the Post-Office.
10.2 It is possible the Probation Team could be approached to undertake work in the parish.
10.3 Thanks were voiced to those who recently cleared a tree from the cemetery.
10.4 Shingle is needed along the footpath from Globe Street to the cemetery. Quotes will be sought to do this.
10.5 A sign has been removed outside the nursery in Stoke Road and the metal sleeve which has been left in situ is a hazard.
A resolution was passed to exclude the public to discuss the following:
§ Two quotes were received for service of the radiators in St. George’s Hall. It was agreed to accept the quote, of £250, stating that the system would be flushed through with fermox.
§ A quote has been received to undertake alteration work in the foyer of the Fenton Room should the Post-Office be accommodated. Further consideration will be given to this once confirmation has been given that a Post-Office will remain in Methwold.
§ A quote has been received to repair the chalk wall to the right of the entrance to St. George’s hall car park. It is difficult to obtain a price for this work as those approached gave only an estimate that could alter depending on what is found should repair work commence. A quote of £5535 was stated. It was decided other quotes will be obtained if possible.
§ It was decided to obtain quotes to replace the partition doors between the Main Hall and the Fenton Room.
§ The Chairman has obtained a verbal quote to replace external doors to St. George’s Hall complex. It was agreed to accept this quote (less than £5000) as stated. As it is proving difficult to obtain quotes for maintenance work it may be necessary to alter standing orders and adopt financial regulations to reflect this.

Prior to commencement of the meeting Mr. J Winn, Assistant Head Teacher at Methwold High School, gave an up date on events that are to take place at the school which hopefully the local community will take part in. Mr. Winn gave those present a handout outlining the following:
Mr. Winn reiterated that one of his roles at Methwold High School is to lead community development and he was attending the Parish Council meeting to share ideas. He expanded information on the five projects listed above and promoted ‘Our Fenland’, which is a day (April 12th) when Methwold High School will be organising a series of workshops and activities for the community to join in with.
Mr. Winn hoped that he was giving a flavour of what the High School hopes to provide in future and asked for questions or comments.
He was asked if Methwold Parish Recreation Association were being informed of the High Schools plans. It is hopeful that a meeting will take place between MPRA and the school and that they can work together to provide sporting facilities for the village.
OPEN FORUM
Councillors and Methwold residents attended a Safer Neighbourhood Team meeting in Feltwell on March 12th. Mr. P Barnes who had attended the meeting informed those present of matters discussed. It was stated that Community Police Support Officers are off duty from midnight and it was requested that the Parish Council raise this matter with the Police Inspector. At the SNT meeting the police licensing officer present stated that 66 calls had been made to the police to report incidents in Methwold but this figure is considered low. For Methwold to see greater police action more people need to report incidents of concern to the police.
The Chairman has encouraged parishioners on numerous occasions to call the police and he reiterated this.
Mr. Barnes has offered to pass a report to the Methwold Times of each future SNT meeting.

The Council is two members short and can now co-opt one new Councillor.
Notices will be placed informing parishioners of the vacancy and also the process of notification of a second vacancy will also begin.

Discussion took place as to what sort of bins would be most suitable and it was decided to put this matter on the agenda for the next meeting by which time the Chairman will research the cost of having bins made.
10. Further Reports – for information only:
10.1 There are pot holes outside Crown House.
10.2 Buntings Lane is a private road and as such any matters between residents of the lane cannot be taken up by the Parish Council.
10.3 A request was made for the Parish Council to hold funds for Methwold Community Project. It was agreed by 5 votes for (two abstentions) that this would be acceptable until such time as the project became a commercial enterprise.
10.4 A resident has tripped over a man hole cover in the road opposite the fire station (outside No. 1 High Street) and this will be reported to Highways.
10.5 A verbal complaint has been received that the pathway/right of way at White Road is being encroached upon once more.
10.6 The 2008 precept for Methwold has been raised to allow for re-organisation of hiring of St. George’s Hall. It is envisaged hall hiring rates can be lowered for local people to encourage greater use of the complex. It was suggested an action plan should be drawn up to facilitate this idea.
A resolution was passed to exclude the public to consider the following:
Four quotes were considered and it was decided to employ the contractor offering a sports finish to the floor. It was suggested a tinted finish should be requested so minimising differences in the colour of the wood.
Some discussion took place regarding the replacement of the oil tank. This project has been ongoing for some time as it has proved difficult to engage a company willing to change and cage the replacement oil tank. As a firm has now been found willing to do this it was agreed to proceed.
It was agreed to go ahead with the cheaper of the two quotes received to repair the bus shelter, as long as the price quoted has not now risen beyond 5%. Highways will be asked to look at the drainage problem that occurs in front of the shelter.

OPEN FORUM
Representatives from Methwold Social Club asked if the Parish Council was aware of recent criticism of the club by local residents. The Parish Council has received communication relating to anti-social behaviour in the village and a recent e-mail sent to the clerk regarding this matter was read out. Social Club representatives commented that the club cannot be held responsible for the actions of young people once they have left the premises. The Police are in contact with the Social Club but it was again reiterated that any matters the public are concerned about should be reported to the police. A Safer Neighbourhood Team Community Action Group meeting is to be held at Feltwell on March 12th and it was suggested representatives from the Social Club should attend as issues concerning the reported anti-social behaviour are best raised with the Safer Neighbourhood Team.

11. Further Reports – for information only:
11.1 Road sweeping had been attempted on Monday in the village. As this is market day the Borough Council will be contacted to see if the sweeper can visit Methwold on an alternative day.
11.2 It was reported that Methwold is short of retained fire crew. Concern was voiced that if crew applicants are being turned down and therefore there is not sufficient crew members to attend an incident the Fire Service may decide it is not worth keeping Methwold Fire Station open. Enquiries will be made to ascertain whether this could happen.
11.3 A concern was voiced that seemingly confidential material can be allowed to blow around as a result of rubbish collected not being adequately contained. It was suggested members of the public should be advised to shred all confidential material before disposing of it in their recycling bin.
11.4 Some discussion took place as to how hiring of the hall may be controlled so as not to allow a situation to arise as at Fincham village hall when a private party became a rave and severe vandalism to the hall resulted. This will be an item for discussion at the next Village Hall committee meeting.
11.5 It was suggested that in light of proposed re-organisation of the police enquiries should be made as to how this re-organisation may affect Methwold.
11.6 Concern was voiced regarding vans being parked in The Avenue in Brookville. This is a private road and therefore not necessarily a Parish Council concern. If residents are concerned they should be advised to raise the issue with the resident of the property and possibly the Borough Council of King’s Lynn and West Norfolk if the matter is a planning issue.
11.7 The dog bin in Brookville was reported as being off its post. A local resident has volunteered to repair this and thanks were voiced.
11.8 New litter bins were requested for Brookville and the Recreation Ground. This will be an agenda item for the March Parish Council meeting.
11.9 Street light No. 13 on the pathway between Ventura and Trent Close has been reported three times as not working. This light is the responsibility of Norfolk County Council and enquiries will be made into why it has not been repaired.
11.10 There is not so much dog mess being seen in the High Street as there was but this will be matter will be reported to the dog warden.
11.11 Meetings have taken place in the village to discuss the possibility of a Post-Office/Community Shop being run in the village. A steering group has been formed to consider the project further. It was requested that an agenda item for the next meeting of the Hall Committee should be to seek tenders for work that may be needed to alter the village hall to accommodate a Post-Office.
11.12 A quote has been received to add slander/libel cover to the Parish Council’s insurance. This will an agenda item for agreement at the next Parish Council meeting.
