"Just two months before the Sept. 11 hijackings, Washington was on the highest possible alert for terrorism, according to National Security Adviser Condoleezza Rice. In fact, indications of a large-scale al-Qaida attack had started to appear in April and May, Rice said. By early July they had built to a crescendo. 'Something really spectacular is going to happen here, and it's going to happen soon,' Richard Clarke, the government's top counterterrorism official told key officials of all pertinent agencies on July 5, The Washington Post reported Friday."

"Britain's spy chiefs warned the Prime Minister less than two months before September 11 that Osama bin Laden’s al-Qaeda group was in 'the final stages' of preparing a terrorist attack in the West, it was disclosed yesterday....Their warning was included in a report sent to Tony Blair and other senior Cabinet Ministers on July 16.....The JIC [Cabinet Office Joint Intelligence Committee] prediction of an al-Qaeda attack was based on intelligence gleaned not just from MI6 and GCHQ but also from US agencies, including the CIA and the National Security Agency, which has staff working jointly with GCHQ. The CIA sometimes has a representative on the JIC. The contents of the July 16 warning would have been passed to the Americans, Whitehall sources confirmed. ... John Scarlett, who took over as chairman of the JIC a few days before the attacks in America, told the committee, according to the report, that there was 'an acute awareness in the period before September 11' that bin Laden and his associates 'represented a very serious threat' and that there was 'planning activity'..."

More puzzling, there were 45 minutes between air traffic controllers losing contact with the third airliner, which took off from Dulles airport just outside Washington, and its crash on to the Pentagon."

"The Washington Post 28 January 2002 confirmed that by Sept 12 the Bush Administration was suddenly producing intelligence reports which 'specifically identified Capitol Hill and the White House as targets on Sept. 11' - presumably one of which the fourth plane [which crashed in Pennsylvania] may have successfully struck had it not been for its delayed take off.... on the day of the hijackings it was not even known, so it is claimed, which cities were to come under attack. A day later however, it appears, the US government was claiming that it suddenly had information on the precise buildings, never mind the towns, that were to be targets.... So that's really not at all bad for a day's intelligence work in the circumstances. It sure is a pity that the days, weeks and months of previous intelligence gathering prior to Sept 11 had apparently not been so informative, although it was still good enough for Pentagon staff to decide to cancel their own flights for Sept 11 'because of security concerns' according to Newsweek Magazine 24 September....."

"The [Afghan] warnings were delivered by an aide of Wakil Ahmed Muttawakil, the Taliban Foreign Minister at the time, who was known to be deeply unhappy with the foreign militants in Afghanistan, including Arabs.... Mr Muttawakil's aide, who has stayed on in Kabul and who has to remain anonymous for his security, described in detail to The Independent how he alerted first the Americans and then the United Nations of the coming calamity of 11 September..... Mr Muttawakil learnt of the coming attacks on America not from other members of the Taliban leadership, but from the leader of the Islamic Movement of Uzbekistan.... The emissary went first to the Americans, travelling across the border to meet the consul general, David Katz, in the Pakistani border town of Peshawar, in the third week of July 2001. They met in a safehouse belonging to an old mujahedin leader who has confirmed to The Independent that the meeting took place. Another US official was also present possibly from the intelligence services. Mr Katz, who now works at the American embassy in Eritrea, declined to talk about the meeting..... Mr Muttawakil is now unavailable for comment he handed himself in to the Afghan authorities in the former Taliban stronghold of Kandahar in southern Afghanistan last February. He is reported to be in American custody there, one of the few senior members of the Taliban regime the US has managed to arrest."

"One year ago today [5 Sept], in Paris, FBI and CIA agents got a full briefing on Moussaoui's terror background from their counterparts at the French Ministry of the Interior in Paris. In his first interview on the subject, former French Interior Minister Daniel Vaillant told ABCNEWS the French gave the Americans a complete dossier on Moussaoui. 'We did not hold back any information,' said Vaillant. 'This is the essential point I want to communicate to you. There was nothing held back. All the information was given just as soon as it became available in order to help American authorities pre-empt attacks like what unfortunately was the awful tragedy of Sept. 11,' said Vaillant. 'Maybe afterward there was a problem in terms of poor use of the information we relayed, but this does not concern the French authorities.' Moussaoui was arrested a month before the attacks, on Aug. 16, 2001, on immigration charges, after arousing suspicions with his flight training. Instructors at a Minnesota flight school first tipped off the FBI in August about Moussaoui, who showed up with lots of cash and no flying skills. FBI agents in the field were immediately convinced Moussaoui was up to no good, so they interviewed people at another flight school Moussaoui attended in Oklahoma. At the time, lawyers at FBI headquarters turned down requests for a special warrant to check Moussaoui's computer. After Sept. 11, however, the FBI found his computer disks full of incriminating information, according to officials....Whether or not Moussaoui was supposed to be the 20th hijacker, officials believe he knew what was coming."
