numerous operatives of the intelligence community who had been

Ford years was in any case exercised by Henry Kissinger, the de facto president, about whose

d'etat, a creeping and muffled cold coup in the institutions
which has extended its consequences over almost two decades. The
roots of the administrative fascism of the Reagan and Bush years
are to be found in the institutional tremors and changed power
relations set off by the banal farce of the Watergate break-in...
The Plumbers were created at the demand of Henry Kissinger, who told Nixon that something had
to be done to stop leaks in the wake of the 'Pentagon Papers'
affair of 1971. But if the Plumbers were called into existence by
Kissinger, they were funded through a mechanism set up by Kissinger clone George Bush. A salient fact about the White
House Special Investigations Unit (or Plumbers) of 1971-72 is
that the money used to finance it was provided by George Bush's business partner and lifelong
intimate friend, Bill Liedtke, the president of Pennzoil...
Cancelling the Patman probe meant that there would be no
investigation of Watergate before the 1972 Presidential election.
The Washington Post virtually ended reference to the Watergate
affair, and spoke of Nixon's opponent, George McGovern, as
unqualified for the Presidency. The Republican Party was handed
another four year Administration. Bush, Kissinger, Rockefeller and Ford were the
gainers."

Special Prosecution Force....'There was incredible ambivalence
about the whole thing,' one Watergate attorney recalls. 'Do you
want to go up against him? Kissinger was being promoted by
everybody as the one guy in the administration who's
solidand he's threatening to resign. I got a sense that if
we found something that finished Henry, the country was going to

circumvent bureaucratic and even constitutional limits on the use
of force and power.... The secret bombing of Cambodia avoided
constitutional checks and balances in order to expand the war in
Southeast Asia, using a clandestine dual reporting system that was hidden from Congress, the public and most of the Pentagon
for nearly five years. The secret bombing nearly became an issue
in Mr. Nixon's impeachment inquiry in 1974, when
the Senate Armed Services Committee conceded that it still had
not learned how the dual bookkeeping system originated. The same
week that the government of Prince Sihanouk was overthrown in
Cambodia, a direct result of the secret bombing, Mr. Kissinger approved a covert action to
undermine the democratically elected government of Salvador
Allende in Chile."

these years Bush, serving his apprenticeship in diplomacy and
world strategy under Kissinger, became a virtual Kissinger clone in two senses. First, to a
significant degree, Kissinger's networks and connections merged
together with Bush's own, foreshadowing a 1989 administration in
which the NSC director and the number two man in the State
Department were both Kissinger's business partners from his
consulting and influence-peddling firm, Kissinger associates.
Secondly, Bush assimilated Kissinger's characteristic British-style
geopolitical mentality and approach to problems, and this is now
the epistemology that dictates Bush's own dealing with the main
questions of world politics. The Kissinger networks in question can be summed
up here under four headings. Kissinger was at once British imperialist,
Zionist, Soviet, and Red Chinese in his orientation, all wrapped
up in a parcel of greed, megalomania, and perversion. Kissinger was one of the few persons in the
world who still had anything to teach George Bush in any of these
categories....Kissinger
was also dedicated to economic, diplomatic, and military support
of Israeli aggression and expansionism to keep the Middle East in

had killed a Chilean dissident and an American woman with a car
bomb in Washington, D.C., George H.W. Bushs CIA leaked a
false report clearing Chiles military dictatorship and
pointing the FBI in the wrong direction...Bush, who later became
president of the United States and is the father of the current
Republican nominee for the presidency, has never explained his
role in putting out the false cover story that diverted attention
away from the real terrorists. The bogus CIA assessment,
spread through Newsweek magazine and other U.S. media outlets,
was planted despite CIAs now admitted awareness at the time
that Chile was participating in Operation Condor, a cross-border
campaign targeting political dissidents.... In a 21-page report
to Congress on Sept. 18, [2000] the CIA officially acknowledged
for the first time that the mastermind of the terrorist attack,
Chilean intelligence chief Manuel Contreras, was a paid asset of the CIA.... As a Newsweek
correspondent in 1988, a dozen years later, when the elder Bush
was running for president, I prepared a detailed story about
Bushs handling of the Letelier case.... After the
assassination, Bush promised the CIAs full cooperation in
tracking down the Letelier-Moffitt killers. But instead the CIA
took contrary actions, such as planting the false exoneration and
withholding evidence that would have implicated the Chilean
junta.... When I submitted my story draft with its
exclusive account of Contrerass role as a CIA asset
Newsweeks editors refused to run the story.... Now, 24
years after the Letelier assassination and 12 years after
Newsweek killed the first account of the Contreras-CIA
relationship, the CIA has admitted that it had paid Contreras as
an intelligence asset and consulted with him about the Letelier
assassination... With CIA headquarters now officially named the
George Bush Center for Intelligence and with veterans of the
Reagan-Bush years still dominating the CIAs hierarchy, the
spy agency might be hoping that the election of Texas Gov. George W. Bush will free it from demands
to open up records to the American people."

"An honest accounting of American
history from the Cold War [including Kissinger era,

has not been an issue in Campaign 2000. But recent disclosures of
human rights abuses and other crimes especially from the
bloody front lines of Guatemala, El Salvador, Nicaragua, Chile
and Argentina could slow to a trickle or be stopped
outright with a victory by Texas Gov. George W. Bush and his
running mate, Dick Cheney. For one, the Bush familys legacy
could suffer greatly from anything approaching full disclosure of
this Cold War history. Indeed, if the American people understood
the already documented role of the Republican candidates
father in a wide range of scandals, it is hard to believe that
the younger George Bush could have ridden his fathers 'good
name' to the GOP nomination, let alone to the gates of the White
House. But much of that history remains in the shadows,
ironically because Democrats chose to limit critical
investigations in the name of bipartisanship in the late 1980s
and early 1990s. More recently, national security agencies have
frustrated timely release of information, seemingly with an eye
toward the election and possible restoration of the Bush dynasty.
The Cold War history now in the balance includes evidence
implicating the elder George Bush at least for negligence
and possibly worse in the double homicide of Chilean
dissident Orlando Letelier and American co-worker Ronni Moffitt
in a 1976 car-bombing in Washington, D.C.... The
American people would have known more about the elder Bushs role
in this terrorist incident by now, except that the CIA
dragged its heels long enough to push back release of CIA
documents to Nov. 13, a week after the election. "
