"....much of what we just witnessed [in the US 2000 Presidential election] not only matches historical examples from the CIA's past history of election rigging and outright overthrows, but can be found in a respected coup 'manual' authored by a one-time advisor to President Reagan.... Whatever his strengths might be, no one seriously believes that George W. Bush has the acuity or connections necessary to plan... well anything, really. Although he was conspicuously absent throughout the entire [2000 election] campaign, it goes without saying that GW's secret patrone was one of the best in the biz: his father, George Herbert Walker Bush.... Sure enough, the hostages were held until minutes after Reagan's inauguration, then 'suddenly' released... the Reagan-Bush team undercut President Carter's own secret efforts to free the hostages and thereby stole the White House. It was, in fact, a coup d'etat.""

At the heart of the essay are questions about the events of 9/11 itself and the two hours after the planes were hijacked. Vidal writes that 'astonished military experts cannot fathom why the government's 'automatic standard order of procedure in the event of a hijacking' was not followed'. These procedures, says Vidal, determine that fighter planes should automatically be sent aloft as soon as a plane has deviated from its flight plan. Whether it is television, radio, newspapers, magazines, books or the Internet, a few giant conglomerates are determining what we see, hear and read. And the situation is likely to become much worse as a result of radical deregulation efforts by the Bush administration and some horrendous court decisions.Television is the means by which most Americans get their 'news.' Without exception, every major network is owned by a huge conglomerate that has enormous conflicts of interest. Fox News Channel is owned by Rupert Murdoch, a right-wing Australian who already owns a significant portion of the world’s media. His network has close ties to the Republican Party, and among his “fair and balanced” commentators is Newt Gingrich. NBC is owned by General Electric, one of the largest corporations in the world — and one with a long history of anti-union activity. GE, a major contributor to the Republican Party, has substantial financial interests in weapons manufacturing.... The bottom line is that fewer and fewer huge conglomerates are controlling virtually everything that the ordinary American sees, hears and reads. This is an issue that Congress can no longer ignore."

"Where are the moderating voices, the views of those who stand against the momentum of war, who challenge the self-serving rationalizations of empire? You are unlikely to find them in the major media. The Corporation for Public Broadcasting is headed by Bob Coonrad, formerly deputy managing director of the U.S. propaganda station Voice of America. At the helm of National Public Radio is Kevin Klose, formerly director of the International Broadcasting Bureau, which oversees Voice of America, Radio Free Europe, Radio Liberty, and Radio and Television Marti. The chairman of the Federal Communications Commission is Michael Powell, son of the secretary of state. Secretary of State Colin Powell was on the corporate board of America Online, now merged with Time-Warner, which owns CNN. A member of AOL/Time-Warner's board of directors, Carla Hills, also sits on the board of directors of Chevron. On the board of directors of Exxon-Mobil sits J. Richard Munro, former chairman and CEO of Time-Warner. Secretary of Defense Donald Rumsfeld was on the board of the Tribune Company, owner of the Chicago Tribune, the Los Angeles Times, Newsday, and many TV stations. Oil companies often share board members with the media. The director of Texaco (recently merged with Chevron), former senator Sam Nunn, is also on the board of directors of GE/NBC (GE is the nation's sixth largest defense contractor). Texaco board of directors member Charles Price sits on the New York Times/Boston Globe board of directors. Corporate board member William Steere is on the board of directors of Dow Jones/Wall Street Journal. A member of the Dow Jones/Wall Street Journal corporate board, Rand Araskog, also sits on the board of directors of Shell Oil. The connections of the current White House administration with big oil hardly need mentioning.... All of these oil companies, with important ties to the U.S. media, have interests in the Middle East crucial to their profits. Another company, Unocal, was the major player in a January 1998 agreement with the Taliban to build a natural gas pipeline across Afghanistan. (The U.S. had covertly funded the Taliban to bring stability for the pipeline deal.) In December 1998, they put the project on hold 'until an internationally recognized government was in place.' Unocal runs its own political action committee and is a major donor to the Republican Party. They spend about $1.5 million every year for lobbying... One of the Mujahedin's leaders, Hamed Karzai, was the main intermediary between the Mujahedin and the CIA. He later became a top advisor to Unocal and after the ending of Taliban rule in Afghanistan was installed as prime minister. Henry Kissinger also works for Unocal. Secretary of the Air Force under the elder George Bush, Donald Rice, is on Unocal's board of directors. (Rice is also a former president of the military think tank RAND.) Another board member is Charles Larson, former commander-in-chief of the U.S. Navy's pacific command."

And oil is all we're there for - what else of value comes from that part of the world, what strategic value does it have otherwise? That may seem as obvious as the nose on our collective face, but it's something no one wants to acknowledge. Especially given the ties between the media and the oil companies: ABC is tied to Texaco, NBC to British Petroleum, Time Warner to Mobil Oil, as revealed in the marvelous media-watchdog flier Censored Alert in the summer of 2000. And now the oil industry is entrenched as America's No. 1 player with Bush and Cheney, two oil men (one failed, one successful) in command."

Within days of the election, Governor Jeb recused himself to avoid the 'perception' of a conflict of interest. At that point, Harris became the single most important member of the Florida executive branch as far as the election was concerned: she had the sole authority to certify the winner. Harris herself had overwhelming grounds for recusal. Not only did she co-chair the Bush 2000 campaign in Florida, but it was well-known that she was under serious consideration for a cushy ambassadorial post in Europe...... In June, between 8,000 and 12,000 Florida voters were wrongly purged from the voting rolls as felons. The Florida State Government uses an outside contractor [a subsidiary of ChoicePoint Inc] to vet their voter rolls; it is the only state to do so.... Curiously, it turned out ChoicePoint had obtained this false list of 'felons' from the state of Texas. ²⁷ Yes, Texas.... Curiouser and curiouser, it turns out that ChoicePoint is closely tied to the Republican Party, and that its top executives and board members include many high-dollar donors..... There are further signs that Republican operatives played a covert role in advance work to jimmy the Florida election. Xavier Suarez, the very same 'mayor' of Miami who was thrown from office because of massive voter-fraud in the infamous 1997 election, worked for the Republicans on the 2000 presidential election.... This is profoundly shocking to anyone who knows that Suarez was found guilt of illegally tampering with some 5,000 absentee ballots in the 1997 election. Indeed, absentee ballots had put Suarez over the top in the election when he 'won' twice as many as his rival....When Katherine Harris certified the Florida [2000 Presidential] vote the Sunday after Thanksgiving, she illegally closed off the state Capitol from the press and public. When a few reporters managed to get in with the help of a state employee, Harris tried to have them all arrested. As the Miami Herald related, the reporters 'had to call lawyers to stay in a public building even while state business was being conducted.' ⁷⁹ While attorneys and security officers squabbled, Harris unilaterally disqualified most of the recounts that had been mandated and sanctioned by the Florida courts....."

"Here’s how they did it: A few months before the election, Katherine Harris’ office used computer systems to make up a list of people to purge from the voter rolls of people who were supposedly felons – people who committed serious crimes and therefore in Florida were not allowed to vote. We now know those lists were as phony as a three-dollar bill. That maybe approximately 90% of the people on those lists, and there were 57,700 people on that list, approximately 90% were not felons and had the right to vote. Surprise, surprise. At least 54% of the names on that list were black. We know that because Florida is one of the few states under the U.S. Civil Rights Act that actually has to track the race of each voter. They used this racial targeting system as a way to target and purge black voters. This was a very sophisticated Jim Crow operation done by computers, completely hidden from the public eye. And when they were asked about it they basically lied. The Governor, the Secretary of State, and the head of the Florida Department of Elections all lied under oath to the U.S. Civil Rights Commission about how that was done. Now that was completely covered in the British and European press. That is one of the reasons why when Bush came over to Europe he was seen as a usurper and a pretender to the presidency - not elected, but a guy who had conducted a sort of racial coup d’etat. He was not seen as legitimate. The U.S. press did little bits of the story and then buried it."

A war mentality is established with imprecise enemies. Nebulous fear-inducing alerts are periodically released. National level profiling is introduced. People are imprisoned without public charges and unknown others are 'disappeared.' Does the word 'coup' come to mind?"

"Stanley Hilton, a San Francisco attorney and former aide to Senator Bob Dole, filed a $7 billion lawsuit in U.S. District Court on June 3rd. The class-action suit names ten defendants, among whom are George W. Bush, Dick Cheney, Condoleezza Rice, Donald Rumsfeld and Norman Mineta. Hilton's suit charges Bush and his administration with allowing the September 11th attacks to take place so as to reap political benefits from the catastrophe.... Hilton's plaintiffs in this case are the families of 14 victims of 9/11, numbering 400 people nationwide. These are the same families that rallied in Washington recently to advocate for an independent investigation into the attacks. The current 9/11 hearings are being conducted by Congress behind closed doors, a situation these families find unacceptable.... "

The circumstances of the terrorist attacks deserve the most serious and conscientious investigation. Both the Bush administration and the Democrats and Republicans in Congress have rejected any such probe, suggesting that to question the role of the FBI, CIA and other intelligence agencies is unpatriotic. But the facts which are known so far point to the conclusion that officials at the highest levels of the US government knew that a major terrorist attack was under way and made no serious effort to prevent it. The political motive can be inferred: they permitted an attack to go forward—whether they knew its full dimensions or not—in order to provide the necessary pretext for carrying out a right-wing agenda of military intervention abroad and attacks on democratic rights at home."

In his first interview on the subject, former French Interior Minister Daniel Vaillant told ABCNEWS the French gave the Americans a complete dossier on Moussaoui. 'We did not hold back any information,' said Vaillant. 'This is the essential point I want to communicate to you. There was nothing held back. All the information was given just as soon as it became available in order to help American authorities pre-empt attacks like what unfortunately was the awful tragedy of Sept. 11,' said Vaillant. 'Maybe afterward there was a problem in terms of poor use of the information we relayed, but this does not concern the French authorities.' Moussaoui was arrested a month before the attacks, on Aug. 16, 2001, on immigration charges, after arousing suspicions with his flight training. Instructors at a Minnesota flight school first tipped off the FBI in August about Moussaoui, who showed up with lots of cash and no flying skills. FBI agents in the field were immediately convinced Moussaoui was up to no good, so they interviewed people at another flight school Moussaoui attended in Oklahoma. "Now, Andrews Air Force Base is a huge installation. It's home to Air Force One, the President's plane. It's home base for two combat-ready squadrons of jet interceptors mandated to ensure the safety of the U.S. capital. Andrews is only 12 miles from the White House. On September 11th the squadrons there were: The 121st Fighter Squadron of the 113th Fighter Wing, equipped with F-16s The 321st Marine Fighter Attack Squadron of the 49th Marine Air Group, Detachment A, equipped with F/A-18s. This information was on the Web site of the base on September 11th. On September 12th, Andrews chose to update its Web site. I find it odd that after the update there's no mention of the F-16 and F-18 fighters. The base becomes, according to the website, home to a transport squadron only. Yet at 6:30 the evening of September 11th NBC Nightly News, along with many outlets, reported: 'It was after the attack on the Pentagon that the Air Force then decided to scramble F-16s out of the DC National Guard Andrews Air Force Base to fly … a protective cover over Washington, D.C.' Throughout the northeastern United States are many air bases. But that morning no interceptors respond in a timely fashion to the highest alert situation. This includes the Andrews squadrons which have the longest lead time and are 12 miles from the White House. Whatever the explanation for the huge failure, there have been no reports, to my knowledge, of reprimands. This further weakens the 'Incompetence Theory.' Incompetence usually earns reprimands. This causes me to ask - and other media need to ask - if there were 'stand down' orders."

They merely quibble over political fine points: Try to line up some allies to help cover the costs; get a blank check from the rubber stamps in Congress first; and, above all, be sure to mount a massive PR campaign before going in. The only important question - how the United States of America can possibly justify launching an unprovoked war of Hitlerian aggression against another nation - is completely ignored. All of this supposed hand-wringing in high places is designed to obscure the fact that the decision for war has already been made. (Indeed, it was probably made the day the Bush retainers on the Supreme Court gave the election to Spud-Spud.) The troops and materiel are already on the way to their staging areas. Indeed, the Financial Times reports that the Bush regime has even put out contract bids for humanitarian services to help mop up the bloody aftermath. But the 'debate' is crucial for the fall elections. So look to see more 'interventions' by Bush courtiers, more staged wrestling matches in the Cabinet -- surely we're due for an ambiguous statement of seeming reluctance from Colin Powell any day now; you should get at least a week of Harken-free headlines out of that -- and, of course, more complicity, witting and unwitting, bumpkinish or otherwise, from political commentators. None of it will matter. The war will come. The oligarchs of Kennebunkport, Wall Street and Texas will at last control the vast oil fields of Babylon. As usual, the hapless American people will pay for it all, with their blood, their money and the continuing degradation of their liberty, their land and their communities -- victims of the Bush family's firmly-held credo: 'Tough luck, suckers.'...."

"Here are just a few Executive Orders associated with FEMA [Federal Emergency Management Agency] that would suspend the Constitution and the Bill Of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:

EXECUTIVE ORDER 10990: allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995: allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997: allows the government to take over all electrical power, gas, petroleum, fuels, and minerals.

EXECUTIVE ORDER 10998: allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000: allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001: allows the government to take over all health, education, and welfare functions.

EXECUTIVE ORDER 11002: designates the Postmaster General to operate a national registration of all persons.

EXECUTIVE ORDER 11003: allows the government to take over all airports and aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004: allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005: allows the government to take over railroads, inland waterways, and public storage facilities.

EXECUTIVE ORDER 11051: specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310: grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049: assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921: allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit, and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months."

From 1982-84 Colonel Oliver North assisted FEMA in drafting its civil defence preparations. Details of these plans emerged during the 1987 Iran-Contra scandal. They included executive orders providing for suspension of the constitution, the imposition of martial law, internment camps, and the turning over of government to the president and FEMA.... [An earlier plan had] provided for the detention 'of at least 21million American Negroes' in 'assembly centres or relocation camps'.... Following a request by the Pentagon in January that the US military be allowed the option of deploying troops on American streets, the [Anser] institute [for Homeland Security] in February published a paper by Mr Brinkerhoff arguing the legality of this..... Disturbingly, the full facts and final contents of Mr Reagan's national plan remain uncertain. This is in part because President Bush took the unusual step of sealing the Reagan presidential papers last November. However, many of the key figures of the Reagan era are part of the present administration, including John Poindexter, to whom Oliver North later reported.... On June 7 the former presidential counsel John Dean spoke of America's sliding into a 'constitutional dictatorship' and martial law."

"The US president, George Bush, last night signed an executive order that allows either a past or sitting president to block access to White House papers, a move that has angered historians, journalists and former president Bill Clinton. The order amends - and some argue, reverses - a 1978 law that allowed journalists, historians and other interested parties to read presidential papers twelve years after the term of office finished. The law, known as the Presidential Records Act, was the result of a lengthy legal battle over the papers of Watergate president Richard Nixon. Under the terms of Mr Bush's order, any sitting or former president could veto the release of presidential papers. The current president could not override a former president's veto, nor could a former president override the decision of sitting president....The immediate provocation for last night's order is believed to be an outstanding request for 68,000 pages of former president Ronald Reagan's papers, which should have been opened to public scrutiny in January. The Bush administration has delayed that release three times, and yesterday White House counsel Alberto Gonzales would not say when or if the Reagan documents will be placed in the public domain. Some historians have voiced suspicions that the Bush administration is worried about what the Reagan papers might reveal about officials now working for Mr Bush.... the order would also mean that Mr Bush's personal papers detailing the decision-making process in the current war on terrorism could remain secret in perpetuity."

"[The 'October Surprise' sabotage] was a covert operation by the Reagan-Bush campaign that secretly forged a deal with the Iranian radicals who, after overthrowing the US-backed Shah, were holding 52 Americans (including several CIA agents) as hostages. In exchange for holding the hostages until after the [1980 Presidential] election, the Reagan-Bush team offered the Iranians millions of dollars in arms, material, and other considerations. Sure enough, the hostages were held until minutes after Reagan's inauguration, then 'suddenly' released. Bush and Casey personally participated in the secret negotiations. James Baker, who would be Reagan's chief of staff and Bush's Sec. of State, was also involved. To this day, Bush et al. vehemently deny the plot, but their alibis don't hold up to scrutiny and just such secret arms shipments undeniably took place. Most damning is the fact that other participants, including senior Iranian government officials and intelligence operatives from several countries, have publicly confirmed they were involved in [the] secret deal.... Further confirmation came in 1993, in the form of a six-page Russian intelligence report that corroborated much of the story. The sensitive report was released by Russia's prime minister as a gesture of post-Cold War cooperation, in response to a request for information from a US Congressional task force [which reported in Jan 1993, nlpwessex] investigating the charges. ¹⁵ But the report was suppressed, task force chairman Rep. Lee Hamilton (backed by Henry Hyde) sandbagged the rest of the inquiry, and the final verdict was that there was 'no credible evidence' of a secret deal. The 'investigation' was such a sham [just like the Sept 11 investigation may well be, nlpwessex] that Hamilton publicly exonerated Bush (by then the president) before it even started. ¹⁶ By engaging in renegade 'foreign policy,' the Reagan-Bush team undercut President Carter's own secret efforts to free the hostages and thereby stole the White House. Bush, but he did not probe their wrongdoing. Why did Hamilton choose not to investigate? In a late 1980s interview aired on PBS 'Frontline,' Hamilton said that he did not think it would have been 'good for the country' to put the public through another impeachment trial. In Lee Hamilton's view, it was better to keep the public in the dark than to bring to light another Watergate, with all the implied ramifications. When Hamilton was chairman of the House committee investigating Iran-contra, he took the word of senior Reagan administration officials when they claimed Bush and Reagan were 'out of the loop.' Independent counsel Lawrence Walsh and White House records later proved that Reagan and Bush had been very much in the loop. If Hamilton had looked into the matter instead of accepting the Reagan administration's word, the congressional investigation would have shown the public the truth. Hamilton later said he should not have believed the Reagan officials. However, today, George W. Bush is considering appointing Hamilton UN ambassador."

"A BAC 111 aircraft, which had been reconfigured to carry a sufficient amount of fuel to travel 3,600 miles, left Andrews Air Force Base in the late afternoon of October 19, 1980. The aircraft's destination: Paris, France. The Passengers aboard the aircraft included the command pilot U.S. Navy Captain Gunther Russbacher, Richard Brenneke and Heinrick Rupp, on the flight deck; and in the cabin was William Casey, soon to be the Director of the Central Intelligence Agency; Donald Greggs, soon to be the ambassador to South Korea; and George Bush, the future Vice President and President of the United States and former director of the Central Intelligence Agency. There were also Secret Service agents aboard the aircraft. This is the weekend - three weeks before the November 1980 Presidential Election, that Bush has claimed he spent at Andrews Air Force Base. Testifying to this flight is Russbacher, the pilot. The Navy pilot is currently at Terminal Island, a federal prison, awaiting an appeal on a charge of misuse and misappropriation of government properties, misuse of government jets, and misuse of government purchase orders for purchase of fuel. He was also a member of the Office of Naval Intelligence and worked with the Central Intelligence Agency. Russbacher's alias is Robert A. Walker. Russbacher now becomes the second crew member of that flight to testify to this clandestine episode that may have changed the politics of this nation and which has been labeled the 'October Surprise'. Brenneke was upheld by a Federal jury when he testified about the flight. After his testimony he was charged by the Federal Government with perjury, but a Federal jury acquitted him upholding his testimony that the flight actually took place. The trial was held in Portland, Oregon last year. Russbacher, in an exclusive interview, states that Bush stayed at the Hotel Crillion in Paris. Russbacher has stated that more than one flight was involved, but that this was the initial flight at which time an agreement was made between Bush and Casey and the Government of Iran to delay the release of American hostages in Iran until after the November 1980 election. Former President Jimmy Carter and several Congressmen are now asking for an investigation into the 'October Surprise'. According to Russbacher statements, Bush stayed only a couple of hours. He attended a meeting at the Hotel Crillion and at the Hotel George V. Russbacher, Brenneke, and Rupp stayed at the Hotel Florida. Bush did not return on the same BAC 111 aircraft or return with some of the people he had flown with to Paris, but instead Russbacher flew him back in the SR71. The aircraft was refueled about 1800 to 1900 nautical miles into the Atlantic by a KCl35. The returning flight with Bush landed at McGuire Air Force base at approximately 2 a.m. on October 20. Russbacher states that Bush, while in Paris, met with Hashemi Rafsanjani, the second in command to the Ayatollah and now the president of Iran, and Adnan Khashoggi, a Saudi Arabian businessman who was extremely powerful. Arrangements were apparently made to pay Iran $40 million to delay the release of hostages in order to thwart President Jimmy Carter's re-election bid. The $40 million was the beginning of terms that created the Iran-Contra scandal that is now being reopened by Congress."

"I have been writing about October Surprise since 1986 when Barbara Honegger and I broke the first story on the telephone. Some one listening, broke in, and interrupted our first broadcast. I have written numerous articles about Russbacher in my Washington column and newsletter over the years. I do think that Vice President Candidate George Bush went to Paris in 1980 to seal a deal between the Iranian government's top officials, the Republican candidates, Ronald Reagan and George Bush, and the Republican Party; to keep 52 Americans hostage 71 more days in Iran. At least eight of these hostages have said they believe this to be true. A number of them do not talk as they work now for the government...Paul Wilcher, investigative attorney, was found dead in his apartment about June 23. He had been dead for several days. He was reported by Russbacher and others to have received a secret tape from the back seat camera of the SR 71 which would have proved that Bush was on the plane. If Wilcher received this tape it could have been the cause of death by unknown hands. The District of Columbia ruled that the death was due to unknown causes or 'undetermined' causes. The DC examiner said death was not from natural causes... Wilcher, with whom I kept in close contact, had not been ill.... The congressional investigations of October Surprise have all been 'rigged' from the beginning..... There is a new book that is probably one of the most credible of those written about October Surprise. It is Robert Parry's 'Trick or Treason; the October Surprise Mystery,' in which Parry does not pin down the story of October Surprise, but raises all the doubts about those who discredit it. Most journalists and U.S. newspapers spent more time denying the story than reporting about it. The Democratic National Committee, in 1993, started to investigate it by a team of amateurs and then backed off for some unknown reasons."

"The badly decomposed body of Paul David Wilcher, age 46, was found today at his Washington, D.C. apartment. Mr. Wilcher was an attorney and an investigative researcher who had been working with Gunther Russbacher, the deep cover CIA operative who claims to be the October Surprise pilot (to be discussed later). Mr. Wilcher and Navy Captain Russbacher have been trying to expose the 1980 Reagan campaign deal to delay the release of the 52 American Embassy hostages. Such a delay meant certain victory for Reagan. Wilcher had recently told friends and colleagues in Washington that he knew far more about the October Surprise and all the related scandals, such as the Inslaw scandal, the BCCI scandal and other government scandals and coverups, than did Danny Casolaro. Mr. Casolaro was a reporter and writer who was 'suicided' in Martinsburg, West Virginia in 1990. 'Suicided' is a term applied to assassinations which are made to APPEAR as a suicide. Many people believe Casolero was murdered to keep him from revealing the pattern of related government scandals that Casolero dubbed 'The Octopus.' ...Mr. Wilcher had been working on many different pieces of 'The Octopus' at the time he was murdered. He had asked for a copy of the cockpit video of George Bush being flown home from the treasonous Paris meeting in an SR71. Since Bush had been defeated, no one felt that it would be dangerous for Wilcher to have a copy. According to the operatives who arranged for its delivery to Wilcher, the drop was to have occurred between June 10th and 19th. Verification of its delivery has not been made. Mr. Wilcher was also in possession of documents showing the link between George Bush, Saddam Hussein and Bill Clinton in the BCCI-BNL scandal."

Many sources agree that a conclusive series of meetings between Reagan-Bush and the Khomeini forces took place in Paris during the October 15-20 period, and there is little doubt that William Casey was present for these meetings. According to the account furnished by Richard Brenneke, there was a meeting at the Hotel Raphael in Paris at about noon on October 19, attended by George Bush, William Casey, Don Gregg, Manucher Gorbanifar and two unnamed Iranian officials..... Bush has heatedly denied that he was in Paris at this time, and has said that he personally did not negotiate with Khomeini envoys. But he has generally avoided a blanket denial that the campaign of which he was a principal engaged in surreptitious dealings with the Khomeini mullahs. Bush's alibi for October 18-October 19, 1980 has always appeared dubious. There is in fact a period of 21 or 22 hours in which his whereabouts cannot be conclusively proven.... During the first week of December, Executive Intelligence Review reported that Henry Kissinger 'held a series of meetings during the week of November 12 in Paris with representatives of Ayatollah Beheshti, leader of the fundamentlist clergy in Iran.' ......According to EIR, "it appears that the pattern of cooperation between the Khomeini people and circles nominally in Reagan's camp began approximately six to eight weeks ago, at the height of President Carter's efforts to secure an arms-for-hostages deal with Teheran. Carter's failure to secure the deal, which a number of observers believe cost him the November 4 election, apparently resulted from an intervention in Teheran by pro-Reagan British circles and the Kissinger faction.' These revelations from EIR are the first mention in the public record of the scandal which has come over the years to be known as the October surprise. The hostages were not released before the November election, which Reagan won convincingly. That night, according to Roland Perry, Bush said to Reagan, 'You're in like a burglar.' It was a superb starting point for a coup d'etat. ... The Roman common sense of Lucius Annaeus Seneca (who had seen so many of Nero's intrigues, and who would eventually fall victim to one of them) would have dictated that the person who would have profited most from Reagan's death be scrutinized as the prime suspect. The same idea was summed up by an eighth grade student at the Alice Deal Junior High School in Washington DC who told teachers on March 31: 'It is a plot by Vice President Bush to get into power. If Bush becomes President, the CIA would be in charge of the country.' The pupils at this school had been asked for their views of the Hinckley assassination attempt of the previous day. "In 1984 Nicaragua filed a suit in the World Court against the United States in Nicaragua v. United States, which in 1986 resulted in a guilty verdict against the US, calling on it to 'cease and to refrain' from the unlawful use of force against Nicaragua through direct attack by US forces and through training, funding and support of the terrorist forces. The US was 'in breach of its obligation under customary international law not to use force against another state' and was ordered to pay reparations (see note 1). The US response to this ruling was to dissmiss the juristiction of the court and escalate the war... After direct military aid was interrupted by the Boland Amendment (passed by the U.S. Congress in December 1982 and extended in October 1984 to forbid action by not only the Defense Department and the Central Intelligence Agency but all U.S. government agencies), Administration officials sought to procure third-party funding of military supplies, culminating in the Iran-Contra Affair of 1986-1987.... The Reagan administration's support for the Contras continued to stir controversy well into the 1990s. In August 1996, San Jose Mercury News reporter Gary Webb published a series titled 'Dark Alliance,' linking the origins of crack cocaine in California to the contras. Freedom of Information Act inquiries by the National Security Archive and other investigators have unearthed a number of documents showing that White House officials including Oliver North knew about and supported using money raised via drug trafficking to fund the contras. Since both ends of the operation were highly illegal - Iran was also under a US arms embargo - it had to be secret.... But ... later the Nicaraguans shot down a CIA supply plane. George Bush senior pardoned him; and Bush junior appointed him director of the National Security Council's office for democracy, human rights and international operations and then to his current job as director of Middle East affairs in the White House. The wars these men promoted had left 75,000 dead in El Salvador and 30,000-40,000 dead in Nicaragua, not to mention many thousands dead in Guatemala and Honduras".
