Hot - Today's London Guardian "The 78-day bombing of Yugoslavia in the
spring of 1999, directed by the US general Wesley Clark, was said to be stopping an
alleged 'genocide' by the Serbs in Kosovo (some 2,000 bodies were later exhumed, a
horrifying number but far short of the 100,000 the US predicted). The US goal was to assist the Kosovo
Liberation Army (KLA). Yet the year before, the US state department had branded the KLA a
terrorist organisation, financing its operations from the heroin trade and funds from
Islamic countries and individuals, including Osama bin Laden..... Through much
of the 1990s, US support for Islamic militants in former Yugoslavia was backed up by
covert US airdrops of arms, especially at Tuzla in northern Bosnia. These took place in
the face of Operation Deny Flight, the UN-imposed and Nato-policed no-fly zone over
Bosnia. The US House of Representatives also failed to authorise the war under the War
Powers Act, making it illegal (shades of Iraq). But the airdrops were only the tip of the
iceberg. Retired US officers heading Military Professional Resources Inc, a private
paramilitary firm based in Virginia, planned the bloody Croatian 'liberation' of the
Serb-held Krajina enclave, which resulted in the ethnic cleansing of 200,000 Serbs.... The
implications of this are stark..... from 1992-95 the Pentagon assisted the movement of
thousands of Islamic fighters from central Asia to fight alongside Bosnian Muslims and
remove the Milosevic barrier, and so extend US influence in a
key area of oil geopolitics - a 'pact with the devil', as
Richard Holbrooke, America's former chief Balkans peace negotiator put it...... Before
President Bush trumpets his dedication to his war on terror, he should reflect on his
country's links with terrorism over the past decade where it has suited US

into Bosnia to help the Muslims.... He and his al-Qaeda network were also active in

Macedonia, with its large Albanian minority, was the KLA's next target. In February

Co-operation in Europe, in Macedonia, met secretly in Prizren, Kosovo, with the leaders of

invited. It was clear the United States was backing the Albanian terrorist cause. This was
confirmed a month later, when a force of 400 KLA fighters was surrounded in the town of
Aracinovo near the capital, Skopje. As Macedonian security forces moved in, they were
halted on NATO orders. U.S. army buses from Camp
Bondsteel in Kosovo arrived to remove all the heavily armed
terrorists to a safer area of Macedonia. German reporters
later revealed that 17 U.S. military advisors were accompanying the KLA terrorists in Aracinovo. In August, fearing the
Macedonian forces might be able to defeat the KLA, U.S. Security Advisor Condoleeza Rice
flew to Kiev and ordered the Ukrainian government to stop sending further military
equipment to Macedonia. Since Ukraine was the only country
supplying Macedonia with
military assistance, the Macedonians realized continued resistance against the KLA
terrorists, the EU and NATO was futile. Macedonia was forced to concede defeat and obliged to accept
all the terrorist demands.

Below is an article in today's Guardian by former Blair government minister Michael Meacher. In addition to examining the cynical manoeuvring and double standards lying behind the sudden Anglo-American rapprochement with Libya, the article highlights the extensive covert US support for Islamic terrorists in the Balkans during the Clinton administration in the 1990s. This was a policy which in fact continued under the Bush administration, particularly in Macedonia, right up to 911. And as Meacher's article explains the primary objectives were far from humanitarian. Thousands of innocent people paid with their lives.
So contrary to popular belief, the invasion of Iraq in 2003 was far from being the first major post-cold war deception of its kind executed by the most powerful western powers.
There were, of course, many criminals participating in the civil wars that took place in former Yugoslavia after the fall of the Berlin Wall. These were to be found throughout the Balkans, not just Serbia. However, we now know that the most influential criminals participating in the killing and displacement of thousands of civilians were in fact those based in Washington.
Regrettably, all too few in the 'civilised' world, least of all in America, are aware of the crimes which have been committed in their name.
Meanwhile, as more and more information emerges from the 911 Commission hearings in the US (particularly from evidence provided this week by former White House counter-terrorism chief Richard Clarke), it is apparent that the Clinton and Bush administrations were just too busy helping these 'evil doers' with their terrorist activities in foreign countries to be able to find the time to stop them from attacking Americans at home on 911.
The American government's partners in some of these crimes included, as usual, the British. The KLA in Kosovo, a State Department listed terrorist organisation partly funded and supported by Osama Bin Laden, were also trained and assisted by the British SAS.
Moreover as Blair shook hands with Gaddafi this week the London Times (26 March) reported that Gaddafi had previously been subjected to "a reported assassination by British intelligence". This snippet discreetly appeared at the end of a quiet little article on the latest Blair-Gaddafi developments. What it didn't say is that the failed assassination attempt was carried out by a branch of al Qaeda on British instructions.
And all this in a week when the London Times, more forthright on this occasion, revealed that a top al Qaeda leader in Britain is in fact a double agent for MI5.
The removal of these 'dark actors' (as the now deceased British government WMD scientist David Kelly called them) harboured in the corridors of power in London and Washington must now be a priority. As George Bush put it 6 November 2001"You're either with us or against us in the fight against terror".
Either Bush and Kerry are for investigating these issues or they are against it. The next few months, as the US Presidential election season moves into high gear, will tell us which.
As Meacher concludes in his article for the Guardian: "Before President Bush trumpets his dedication to his war on terror, he should reflect on his country's links with terrorism over the past decade where it has suited US interests."

criminal investigations of suspected terrorists tied to the deadly bombings of two U.S.
embassies in Africa. U.S. officials say al Qaeda was responsible for the embassy attacks
and the Sept. 11, 2001, attacks in the United States.... The suspected terrorist cell in
Chicago was the basis of the investigation, yet Wright, who remains with the FBI, says he
soon discovered that all the FBI intelligence division wanted him to do was to follow
suspected terrorists and file reports but make no arrests.... 'The supervisor who
was there from headquarters was right straight across from me and started yelling at me:
'You will not open criminal investigations. I forbid any of you. You will not open
criminal investigations against any of these intelligence subjects,' '
Wright said. Even though they were on a terrorism
task force and said they had proof of criminal activity, Wright said he was told not to
pursue the matter.... even after the bombings, Wright said FBI headquarters wanted no
arrests. 'Two months after the embassies are hit in Africa
[in 1998], they wanted to shut down the criminal investigation,' said Wright. 'They wanted
to kill it.' ... The move outraged Chicago federal prosecutor
Mark Flessner, who was assigned to the case despite efforts Wright and Vincent say were
made by superiors to block the probe....'There were powers bigger than I was in the
Justice Department and within the FBI that simply were not going to let it [the building
of a criminal case] happen. And it didn't happen,' Flessner said. He said he still couldn't figure out why Washington stopped the case... On Sept. 11, 2001, the two agents watched the terror attacks in
horror, worried that men they could have stopped years earlier may have been
involved.'"

So "brave" Muammar Gadafy has agreed on the importance of combating terrorism. A
handshake with Tony Blair has sealed his re-entry into the international community, with
contracts worth several hundred million pounds for Shell and BAE to follow. His compliance
in opening up Libya to nuclear weapons inspectors has been spun as a major triumph in the
"war on terror". The motives, however, are rather more cynical.
Negotiations for a rehabilitated public image for Colonel Gadafy, linked to improved western access to Libyan oil, began to surface in August 2002 with the visit by the Foreign Office minister, Mike O'Brien, to Sirte, near Tripoli. As the BBC said at the time, Libya was keen to re-enter the world economy, and the UK did not want to lose out on potentially lucrative oil contracts.
For both the UK and US, an energy crisis is looming. The latest BP statistical review of world energy predicted that UK proven oil and gas reserves will last, respectively, only 5.4 and 6.8 years at present rates of use. It has been estimated that by 2020 the UK could be dependent on imported energy for 80% of its needs. The US energy department has calculated that net imports of oil, already at 54%, will rise to 70% by 2025 because of growing demand and declining domestic supply.
Libya produces high-quality, low-sulphur crude oil at very low cost (as low as $1 per barrel in some fields), and holds 3% of world oil reserves. It also has vast proven natural gas reserves of 46 trillion cubic feet, but actual gas reserves are largely unexplored and estimated to total up to 70 trillion cubic feet.
The problem of access to Libyan hydrocarbons was Gadafy's record of running a state terrorist machine - responsible for arming the IRA, the shooting of PC Yvonne Fletcher and the bombing of Pan Am flight 103 over Lockerbie in 1988. Britain had even, according to the former MI5 agent David Shayler, paid £100,000 to an al-Qaida cell in Libya to assassinate Gadafy in 1996, and then granted asylum to a member of the cell named Anas al-Liby, who lived in Manchester until 2000.
Moreover, just two months before Gadafy's pact with the west was announced on December 19 last year, Libya was caught trying to import nuclear technology from Malaysia. If it had been Saddam Hussein, no doubt the deal would have been scotchedon the grounds of his unreliability and bad faith. But it is remarkable how sometimes terrorists suddenly turn into "statesmanlike and courageous" friends (to use Jack Straw's phrase).
None of the history of mutual hostility over the past two decades prevented a deal along these simple lines: we accept your acknowledgement of guilt over flight 103, you open up your WMD programmes to inspection, and then both of us can start benefiting from trading your oil again. The weakness of this deal as presented, however, is that it appears that Libya didn't have any WMD, other than chemical weapons no longer likely to be useable. The International Atomic Energy Agency stated last December that "Libya was not close to building a nuclear weapon". Indeed, Libya had itself nine months earlier proposed inspections, so the west's triumphalism says more about the US-UK desire to placate domestic critics than about forcing any fundamental policy change on a recalcitrant Gadafy.
Nor is this rapid shift from terrorist to statesman confined to Libya. The US backing of Islamic terrorism in the Balkans provides another example. As the official Dutch inquiry into the 1995 Srebrenica massacre has now revealed, a secret alliance was formed between the Pentagon and radical Islamist groups to assist the Bosnian Muslims in violation of the UN arms embargo. A vast secret conduit of weapons smuggling through Croatia was organised by US, Turkish and Iranian clandestine agencies, together with Afghan mojahedin and pro-Iranian Hizbullah. Aircraft from Iran Air were used, joined by a US-sponsored fleet of C-130 Hercules.

Despite a UN arms embargo, and with the support of the US, arms, ammunition and thousands of fighters were smuggled into Bosnia to help the Muslims ... Bin Laden and his network were also active in Kosovo, and KLA members trained in his camps in Afghanistan and Albania." According to reports in April 1999, assistance was also provided by Britain's SAS.

But related motives were to break Russia's monopoly over oil and gas transport routes and secure pro-western governments in the strategic Black Sea-Caspian Sea oil-rich basin. A crucial oil corridor, called the Trans-Balkan pipeline, designed to become the main route to the west for oil and gas extracted in central Asia, was to run from the Black Sea to the Adriatic via Bulgaria, Macedonia near the border with Kosovo, and Albania. Another was to run across Serbia to Adriatic ports in Croatia and Italy, fed by a pipeline running from a Black Sea port in Romania.
The implications of this are stark. The US played a major role in creating and sustaining the mojahedin to fight the invading Soviet army in the Afghan war of 1979-92. Then from 1992-95 the Pentagon assisted the movement of thousands of Islamic fighters from central Asia to fight alongside Bosnian Muslims and remove the Milosevic barrier, and so extend US influence in a key area of oil geopolitics - a "pact with the devil", as Richard Holbrooke, America's former chief Balkans peace negotiator put it. It has proved quite another thing to rein them back in again. Before President Bush trumpets his dedication to his war on terror, he should reflect on his country's links with terrorism over the past decade where it has suited US interests.

"General Wesley Clarke, the former Nato commander and
presidential hopeful, will testify next month at the war crimes trial of Slobodan
Milosevic under conditions of strict censorship and confidentiality imposed by the United
States. Washington is believed to be fearful of potentially damaging revelations about its
Balkan realpolitik during the 1990s and in the Bosnian War. General Clark, who is seeking
the Democratic Party nomination for President, will be one of the highest-profile
witnesses to take the stand. The former Nato commander directed the alliances 78-day
bombing campaign in Kosovo in 1999, after Serbian forces had launched an onslaught against
ethnic Albanian separatists. General Clark will testify on December 15 and 16. Public
galleries will be closed and the broadcast system that transmits the proceedings on the
internet and on closed-circuit television will be shut down. The conditions of General
Clarks testimony include a 48-hour delay to enable the US Government to review the
transcript and seek the courts consent to censor parts on the ground of national
security. Two US representatives will attend the sessions. The three-judge panel hearing
Mr Milosevics case agreed to the conditions, which are unique, because they decided
that they were justified by the potential importance of General Clarks testimony,
Jim Landale, the tribunal spokesman, said. In his cross-examination of General Clark, Mr
Milosevic could reveal sensitive information about the Wests diplomatic and military
strategy for dealing with the crisis in the Balkans."

construction of a new spur from Delnice to Trieste, 100 kilometers long, and conversion of
the Omisalj port into the leading spot-market
for resale of oil in the Mediterranean [Adriatic]..... One should recall that Milosevic
did not end up in the Hague only as a war criminal, but above all because with his
policies he stood in the way of a new network of Euro-Asian
oil pipelines. His political
fate was sealed in Zagreb, where two years ago a large ministerial-business conference of
the EU INOGATE program was held. A hundred
days later, Milosevic was not in power anymore, and at the time of the signing of a new oil pipeline from
Constanta to Trieste he was already on the way to the Hague,
supposedly by chance."

"The routes of potential trans-Balkan oil pipelines were laid down according to the interests of
their future [EU and US] users....The territory of Yugoslavia (both former and present
federation) is significant, therefore, because of its geographic position. Influential
American analysts insist on the claim that Yugoslavia is in the immediate neighborhood of
a zone of vital US interests - Black Sea/Caspian Sea region. And wherever there are vital
US interests, there are NATO troops to protect them. European interests, claim our
interlocutors, are even greater, because it is definitely not in the interest of the
European Union countries that the key to their supplies is held by someone else....The
project SEEL (South East European Line), initiated by the Italian company ENI is actually
the corridor for transportation of Caspian oil from Constanta to Trieste, which passes
through Serbia and uses the existing system of the Adriatic oil pipeline, all the way to
Omisalj... Because of the political situation in Serbia this project was delayed for some
better times... Until the fall of Slobodan Milosevic's regime
Croatia insisted that the connection with Constanta bypass Serbia by going through Hungary [a less economic route]. However, after
October 5 and the political changes in Yugoslavia, the meeting of this same group held in
Brussels on October 26 and 27, 2000, expressed support for the transport of Caspian oil
following the route from Black Sea, Romania, Yugoslavia and Croatia, respectively from
Romanian port Constanta, through Pitesti, and Pancevo to Delnice in Croatia, from where
the new pipeline would go towards Trieste and the old one continue to Omisalj on the
island of Krk."

"A new paradigm must be introduced
to bring about a solution to this senseless use of violence as a means to achieve lasting
peace. In fact, that paradigm is present today, but the leaders of the Free World choose
not to recognize it. Shortly after Sept. 11, 2001 changed the landscape of our lives
so cruelly, John Hagelin, a renowned quantum physicist, spent time on Capitol Hill. There
he met with congressional leaders, senior military officials from the Pentagon, and
members of the White House staff, such as Tom Ridge, then the special assistant to the
president for homeland defense. At some of the meetings he was accompanied by Peter Salk,
a biomedical researcher, and David Edwards, a highly respected professor of political
science at the University of Texas... Dr. Hagelin went ....with a
proposal to bring about an immediate reduction in world hostilities. The cost of this plan
in perpetuity is $1 billion -- a fraction of what is being spent on weapons systems that

Unfortunately, while our government's leaders initially seemed to listen to Dr. Hagelin's proposal, their inability to think outside the box has
obscured their capacity to act for the public's welfare. Despite the efforts of leaders
such as Congressmen Dennis Kucinich (D.-Ohio) to use their influence in support of Dr. Hagelin's proposal, no funds have materialized for such a project. Its
simplicity, its elegance has been lost in the maze of conflicting interests. That our
representatives could not even agree to invest in a scientifically verified program to
create peace during a war on terrorism shows the confusion and gridlock in
Washington."

"We now know that a blueprint for
the creation of a global Pax Americana was drawn up for Dick Cheney (now vice-president),
Donald Rumsfeld (defence secretary), Paul Wolfowitz (Rumsfeld's deputy), Jeb Bush (George
Bush's younger brother) and Lewis Libby (Cheney's chief of staff). The document, entitled
Rebuilding America's Defences, was written in September 2000 by the neoconservative think
tank, Project for the New American Century (PNAC). The plan shows Bush's cabinet intended
to take military control of the Gulf region whether or not Saddam Hussein was in power. It
says 'while the unresolved conflict with Iraq provides the immediate justification, the
need for a substantial American force presence in the Gulf transcends the issue of the
regime of Saddam Hussein.'... In late September and early October 2001, leaders of
Pakistan's two Islamist parties negotiated Bin Laden's extradition to Pakistan to stand
trial for 9/11. However, a US official said, significantly, that 'casting our objectives
too narrowly' risked 'a premature collapse of the international effort if by some lucky
chance Mr Bin Laden was captured'.... The whistleblowing FBI agent Robert Wright told ABC
News that FBI headquarters wanted no arrests.... The evidence again is quite clear that
plans for military action against Afghanistan and Iraq were in hand well before 9/11. A
report prepared for the US government from the Baker Institute of Public Policy stated in
April 2001 that 'the US remains a prisoner of its energy dilemma. Iraq remains a
destabilising influence to... the flow of oil to international markets from the Middle East'. Submitted to
Vice-President Cheney's energy task group, the report recommended that because this was an
unacceptable risk to the US, 'military intervention' was necessary. Similar evidence
exists in regard to Afghanistan. The BBC reported that Niaz Niak, a former Pakistan
foreign secretary, was told by senior American officials at a meeting in Berlin in
mid-July 2001 that 'military action against Afghanistan would go ahead by the middle of
October'. Until July 2001 the US government saw the Taliban regime as a source of
stability in Central Asia that would enable the construction of hydrocarbon pipelines from
the oil and gas fields in Turkmenistan, Uzbekistan, Kazakhstan, through Afghanistan and
Pakistan, to the Indian Ocean. But, confronted with the Taliban's refusal to accept US
conditions, the US representatives told them 'either you accept our offer of a carpet of
gold, or we bury you under a carpet of bombs' .... The 9/11 attacks allowed the US to
press the 'go' button for a strategy in accordance with the PNAC agenda which it would
otherwise have been politically impossible to implement. The overriding motivation for this political smokescreen is that the US and the
UK are beginning to run out of secure hydrocarbon energy supplies.... A report from the commission on America's national interests
in July 2000 noted that the most promising new source of world supplies was the Caspian
region, and this would relieve US dependence on Saudi Arabia. To diversify supply routes
from the Caspian, one pipeline would run westward via Azerbaijan and Georgia to the
Turkish port of Ceyhan. Another would extend eastwards through Afghanistan and Pakistan
and terminate near the Indian border. This would rescue Enron's beleaguered power plant at Dabhol on India's west coast, in
which Enron had sunk $3bn investment and whose economic survival was
dependent on access to cheap gas... The conclusion of all this analysis must surely be
that the 'global war on terrorism' has the hallmarks of a political myth propagated to
pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project. Is collusion in this myth
and junior participation in this project really a proper aspiration for British foreign
policy? If there was ever need to justify a more objective British stance, driven by our
own independent goals, this whole depressing saga surely provides all the evidence needed
for a radical change of course."
