How The 'Two Bite' US Coup Emerged
| 11. Accomodating 'The Future' With John Ashcroft |
This was said in front of the Senate Judiciary Committee in Jan 2001
"My name is Dr. Debra H. Freeman.
I appear before the Committee as the national spokesperson for Lyndon H. LaRouche Jr., to voice the strongest possible opposition to the nomination of John
Ashcroft as the next Attorney General of the United States.
My opposition to Mr. Ashcroft's confirmation is shaped by two considerations that go
beyond the normal factors that one would weigh, in considering a candidate for the top law
enforcement post in the U.S. Federal Executive Branch......the epicenter of the current
phase of global monetary and physical economic disintegration is the advanced sector,
specifically the United States, with
our skyrocketing balance of trade deficit, negative household savings, and collapsing real
industrial output. Thus, the crisis phase that we have now entered has the most profound
implications for the well-being of the American population and goes to the heart of our
domestic tranquility and the common good. .... The incoming Administration will be
faced, immediately, with the choice between: (1) abandoning the current economic and
monetary policy axioms and returning to policies that, in the past, have led the United
States and the world out of the path of disaster, as during the Presidency of Franklin D.
Roosevelt; or, (2) under the guise of 'crisis management,' imposing a form of brutal
bureaucratic fascism on the United States, that bears striking similarities to the
conditions under which Adolph Hitler seized power in Germany in 1933. It was Hitler's 'crisis management' of the Reichstag fire [These remarks made January 2001 are extremely prescient. Exactly the same
principle has been applied to 911, nlpwessex] and other
events, real and manufactured, that established the dictatorship that no one in Germany had anticipated, even weeks
before the coup was carried out.

"The Bush administration is
claiming the power to decide alone and in secret whether Americans shall be imprisoned
indefinitely to protect us against terrorism. It's that simple. The president claims the
power to detain citizens as well as illegal immigrants as 'combatants' until the war on
terrorism is over. That war, like the war on drugs, is likely to continue indefinitely;
terrorism in Northern Ireland and Israel have been facts of life for 35 years. A detained
person will not have access to a lawyer. The factual basis for calling a citizen a
combatant on behalf of terrorism will generally be secret. There will be no judicial
review of the grounds for finding that the citizen poses a danger of terrorism and often
no trial on any criminal charges. Our most basic freedom now depends on the good faith of
the administration in power -- the very situation the Founders meant most clearly to
prevent."
The Power to Imprison

"Since Sept. 11, it's as if we've
been terrified, not only by the terrorists, but also by an American government that
demands silent acquiescence to whatever it proposes to do as part of its vague and thus
far ineffective 'war on terrorism'.....Average citizens have been verbally bludgeoned into
unquestioning silence by an attorney general and a vice president who have suggested that to question U.S. policy is to potentially aid the
enemy frightening thoughts from the country's chief lawyer and second in command.
What will be left to win if the very rights we Americans profess to hold dear free
speech; privacy in our homes, e-mails and houses of worship; probable cause and a speedy
and fair trial are sacrificed in the name of defeating terror? A few days ago, in
one of the few recent events that indicated that democracy may not crumble under the
political manipulation of our fears and desire to feel safe, Santa Cruz, Calif., declared
'Barbara Lee Day' in honor of the congresswoman who alone said no to the president.
Whether we agree with Lee's vote is not the issue; her right to vote her conscience is. As
Lee has said, 'The lifeblood of democracy is the right to dissent.' If as Americans we no
longer believe this, we have willingly given up much more than any terrorist attack could
take from us."

".....in the latest example of
how the war on terror is insinuating itself into the political landscape, questions of
patriotism are cropping up in a number of [election] races. Challengers are pointedly
scrutinizing incumbents' past votes on red-white-and-blue matters from defense spending to
flag burning, accusing their opponents of being 'antimilitary' or failing to protect their
country. While patriotism has always been a backdrop of political campaigns, analysts say
that in the wake of Sept. 11 it has become a theme in its own right and more potent
grounds for attack."

"In an interview with The Times
George Soros, the billionaire American financier, accused the Bush Administration of
deliberately manipulating the aftermath of September 11 to promote an authoritarian
right-wing agenda. Mr Soros singled out Mr Ashcrofts treatment of [alleged 'dirty bomber']Padilla, an American citizen
who is being held indefinitely as an 'enemy combatant' and denied further access to
judicial process. 'I feel that what happened was that Ashcroft basically detonated a
dirty bomb plot,' Mr Soros said. 'The plot is his. The detonation is his. The Bush Administration is exploiting the terrorist threat for its
purposes, to generate fear and to overcome constitutional constraints on the use of force.' Mr Soros, who grew up in Hungary under the Nazis, said that the public mood in the US made it difficult to defend civil
liberties, but that people should remember the lessons of the
1940s."

"The Bush administration plans to
enlist millions of Americans to spy on their fellow Americans, and to feed that
information into a centralized database.... Even if it is limited to public places, the
program is offensive. The idea of citizens spying on citizens, and the government
collecting data on everyone who is accused, is a staple of totalitarian regimes..... If
TIPS is ever put into effect, the first people who should be turned in as a threat to
Americans' way of life are the Justice Department officials who thought up this most
un-American of programs."

"The huge informal surveillance
network, the latest move by the Bush Administration to improve domestic security after the
September 11 terrorist attacks, will mean that the United States will have a similar
percentage of civilian informants as that employed by the East German Stasi police at the
height of the Cold War.... Informant reports will be put on to databases and acted upon
without the targeted individual being made aware of the existence of the report or its
contents."

"... It was Hitler's 'crisis
management' of the Reichstag fire and other events, real and manufactured, that
established the dictatorship that no one in Germany had anticipated, even weeks before the
coup was carried out. .... These rather blunt words are necessary at this time.
They underscore the danger represented by the confirmation of John Ashcroft, under circumstances compounded
greatly by the Scalia-Rehnquist majority on the current U.S. Supreme Court, which further
increases the danger of a Hitler-style crisis management dictatorship."

"The lie can be maintained only
for such time as the State can shield the people from the political, economic and/or
military consequences of the lie. It thus becomes vitally important for the State to use
all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and
thus by extension, the truth becomes the greatest enemy of the State."

"US intelligence officials had
tracked Padilla [the US born alleged 'dirty bomber'], or Abdullah al-Muhajir as he is now
called, for months. ... They also said they had evidence, from CIA and other overseas
intelligence operatives, that proved al-Muhajir was on an al-Qaeda mission on American
soil. Yet since he was arrested at OHare International Airport in Chicago on May 8,
neither the courts nor the US public has seen that evidence... Nevertheless, the Justice Department revealed yesterday that it had tried
to have al-Muhajir convicted in a criminal court, and had failed.... Another [civilian court] hearing was scheduled for June 11, Tuesday
morning, but on Monday morning
[i.e just in time for the latest scare announcment from the Bush
Administration which squashed reporting of the 911 victims' press
conference in Washington later that day, nlpwessex]al-Muhajir
was moved to the military system where no such hearing is required, nor evidence needed to
hold him indefinitely."

the unprecedented diplomatic gesture of 'unsigning' the treaty that establishes a new
International Criminal Court (ICC) in protest against its imminent ratification... US
opposition to the new court, which is likely to start work in its temporary buildings in

of the world.... Republicans in both houses of Congress have sponsored legislative
amendments to retaliate against allies who ratify the tribunal by cutting off military aid
or even to authorise the use of force to free any American
held by the court."

"Here are just a few Executive Orders associated
with FEMA [Federal Emergency Management Agency] that would suspend the Constitution and the Bill Of
Rights. These Executive Orders have been on record for nearly 30 years and could be
enacted by the stroke of a Presidential pen:
EXECUTIVE ORDER 10990: allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995: allows the government to seize and control the communication media.
EXECUTIVE ORDER 10997: allows the government to take over all electrical power, gas, petroleum, fuels, and minerals.
EXECUTIVE ORDER 10998: allows the government to take over all food resources and farms.
EXECUTIVE ORDER 11000: allows the government to mobilize civilians into work brigades under government supervision.
EXECUTIVE ORDER 11001: allows the government to take over all health, education, and welfare functions.
EXECUTIVE ORDER 11002: designates the Postmaster General to operate a national registration of all persons.
EXECUTIVE ORDER 11003: allows the government to take over all airports and aircraft, including commercial aircraft.
EXECUTIVE ORDER 11004: allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.
EXECUTIVE ORDER 11005: allows the government to take over railroads, inland waterways, and public storage facilities.
EXECUTIVE ORDER 11051: specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.
EXECUTIVE ORDER 11310: grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.
EXECUTIVE ORDER 11049: assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.
EXECUTIVE ORDER 11921: allows the
Federal Emergency Preparedness Agency to develop plans to establish control over the
mechanisms of production and distribution, of energy sources, wages, salaries, credit, and
the flow of money in U.S. financial institution in any undefined national emergency. It
also provides that when a state of emergency is declared by the President, Congress cannot
review the action for six months."

FEMA?

"Recent pronouncements from the
Bush Administration and national security initiatives put in place in the Reagan era could
see internment camps and martial law in the United States....FEMA, whose main role is disaster response, is also responsible for handling US
domestic unrest..... From 1982-84
Colonel Oliver North assisted FEMA in drafting its civil
defence preparations. Details of these plans emerged during the 1987 Iran-Contra scandal.
They included executive orders providing for suspension of the constitution, the
imposition of martial law, internment camps, and the turning over of
government to the president and FEMA.... [An earlier plan had] provided for the detention 'of at least
21million American Negroes' in 'assembly centres or relocation camps'.... Following a
request by the Pentagon in January that the US military be allowed the option of deploying
troops on American streets, the [Anser] institute [for Homeland Security] in February
published a paper by Mr Brinkerhoff arguing the legality of this..... Disturbingly, the
full facts and final contents of Mr Reagan's national plan remain uncertain. This is in
part because President Bush took
the unusual step of sealing the Reagan presidential papers last November. However, many of the key figures of the Reagan era are part of the present
administration, including John Poindexter, to whom Oliver
North later reported.... On June 7 the former presidential counsel John Dean spoke of
America's sliding into a 'constitutional dictatorship' and martial law."

"The US president, George Bush, last night signed an executive order that allows
either a past or sitting president to block access to White House papers, a move that has angered historians, journalists and former
president Bill Clinton. The order amends - and some argue, reverses - a 1978 law that
allowed journalists, historians and other interested parties to read presidential papers
twelve years after the term of office finished. The law, known as the Presidential Records
Act, was the result of a lengthy legal battle over the papers of Watergate president
Richard Nixon. Under the terms of Mr Bush's order, any sitting or former president could
veto the release of presidential papers. The current president could not override a former
president's veto, nor could a former president override the decision of sitting
president....The immediate provocation for last night's order
is believed to be an outstanding request for 68,000 pages of former president Ronald
Reagan's papers, which should have been opened to public
scrutiny in January. The Bush administration has delayed that release three times, and
yesterday White House counsel Alberto Gonzales would not say when or if the Reagan
documents will be placed in the public domain. Some
historians have voiced suspicions that the Bush administration is worried about what the
Reagan papers might reveal about officials now working for Mr Bush.... the order would also mean that Mr Bush's
personal papers detailing the decision-making process in the current war on terrorism
could remain secret in perpetuity."
