EARLIEST TIMES
From earliest times, ever since people began to live in groups, they had to behave according to the customs of their tribe. The elders made sure that everybody obeyed these laws, banishment from the tribe was probably the most severe punishment for a wrongdoer.
THE ROMANS RULE BRITAIN
When the Romans conquered Britain they brought their own system of law. As soon as the military commanders had the country under control, the Romans began building towns. These were usually governed by MAGISTRATES, who were chosen by the citizens of the town.
Roman London was ruled by MAGISTRATES.
