Web Server HTTPD is a web server program for Windows 3.1. It allows you to turn your machine into a web server. This is a handy package even if you can't afford to use your machine as a web server, because it lets you use CGI, so you can write your CGI scripts and test them locally.

If you're planning on using it locally, or you haven't got a fixed IP address, get hold of Trumpet Winsock. This will allow you to enter any IP address you like in order to test the software.

IIS 4 Microsoft offer their latest version of this web server, supplied free with Windows NT online for download. It's quite hefty but an excellent option for NT systems.
Perl This version of PERL is for DOS and is designed to complement the above server. Visit this site for details on where to get it and what to do with it. This allows you to write CGI scripts in one of the most popular languages out there.
