"Clearly, there is a feeling, particularly amongst focus group members, that the current contract with Leisure Connection is flawed. This is seen to work against ‘sport for all’ and to promote profit centre management, which is likely to target more affluent groups. Alongside this, there is a clearly articulated need for the council to look to outreach work to reach the wider population, using community facilities at local level."
Later in the report it is revealed that 728 people contributed to a "Street-Focus™ Survey". PB

under Freedom of Information.
The
Minutes of Client Meeting between the South Holland District
Council and LC 9.1.04 report "overdose of chlorine in leaner pool
on 4.1.04 and need to empty and refill." The Council representative
"noted he had not received any report regarding this matter. He
also noted that the "crèche matted area was unhygienic and
required attention."
12.3.04 record a letter
received from a customer "regarding a claim for bleach damaged
clothing following cleaning."
9.7.04 records a request
for "a briefing note on the concentration of bleach used in the
poolside cleaning process following discussion regarding incident
involving bleach on a customers shorts. Form a typed sheet dated by hand
9.7.04 it appears that a bucket containing bleach was left on bench and
this resulted in bleach being sat on. £35 was paid in compensation for
the trousers damaged.
dated 16.7.04 record that
the LC Manager was "To liaise with company H&S Section
regarding 'practical' storage of bleach."
Another paper with the
same date, headed "Client/Contract Leisure Connection" leads
with, "Bleach Incident - CC (Chris Cook- the Councils'
Facilities Manager) require product to be utilised in defined areas
in accordance with COSHH (The Control of Substance Hazardous to
Health Regulations of 1988) sheet dated 14th May 2004.CC will report
the incident to Nick Kendrick (I). DG (Duncan Gibb, LC's Contract
Manager) not prepared to implement client request."
dated 23.7.04 show
that LC were asking of 2/3 weeks grace on getting
a response re 'practical' storage of bleach." These minutes also
refer to a chlorine tank leakage.
The Minutes of the Client Meeting
dated 6.8.04 record:
"Following changes to the Leisure
Connection H&S team structure, the existing team have all resigned. Unfortunately
there is no point of contact at present to liaise with in regard to
'practical' storage of bleach."
This raises questions.
Did health and safety people resign over an issue issues relating to
safety management? And how long was LC without experts to advise
on issues of safety, such as storage of dangerous chemicals? PB
The same August minutes
refer to an agreement to "draw up an acceptable programme of
cleaning at the next meeting and would monitor this going forward."
The next meetign was scheduled for 27.8,04 but minutes for this meeting
were not sent.
