A: Stockport County.
In case you're wondering, Liverpool, Everton and Tranmere Rovers are all a mile or more from the river, whilst Stockport County's Edgeley Park is about half-a-mile away. Should Everton make the move to Kings' Dock as currently under discussion, then this answer will change.
The absolutely nearest ground to the Mersey was Runcorn's Canal Street, but as they have now moved I think the title passes to Warrington Town.
