1) Those present: John Gunn (Chair), Robert Johnson (QED Allotments), Richard Wiltshire (QED Allotments), Mollie Ingram (Dartford Soroptimists), Graeme Laidlaw (QED Allotments), Councillor Coleman, Sue O'Shea (Health Promotion Thameslink Health Trust), Alan Thrussell (Dartford and Gravesham NHS Trust), Phil Kessel (DBC), Alan Cremer (DBC: QED Secretary).

2) The Chair welcomed those present and gave a brief resume of the philosophy and aims of Agenda 21, and of QED.

3) Participants were introduced.

4) Terms of Reference: In addition to the fixed terms of reference applying to all QED Groups suggestions were invited for possible terms of reference specifically for the Health Group. Items for discussion include:

• Links
• Communication
• Priorities
• Health for All
• Best Practice
• Issues
• Policies

Mission Statement: Improved Health for Dartford.

5) Under the General Heading "Hopes and Aspirations" the following topics were suggested:

• The link between environment and mental health.
• Total well-being.
• The environment for a healthy lifestyle.
• Community involvement.
• Shaping the environment-links with other organisations-"Healthy Alliances".
• Identifying issues and policies.
• Feedback to Councils.
• The contribution of Allotments to overall health.
• Leisure facilities and health.
• Input to schools.
• Improving "access".
• Community led dietary education.

6) It was agreed that these matters be given due consideration before the next meeting. The agenda for that meeting will also include: Setting Ground Rules, agreeing a formal name for the Group, electing a Chair and agreeing the term of office, electing a Minute Secretary.
