One of the propagandist's ploys to tempt the enemy to pick up a leaflet up is to design it as a currency note. This is a crude copy the North Vietnam 50 Dong note which was in use at the time.

This side of the actual note would show a picture of Ho Chi Min. Instead, this version has the text, "Ho Chi Min's money is worthless. It holds no international value", alongside a drawing suggesting a use for it! Such use was, in fact, the fate of many leaflets and what some military commanders, who preferred to attack the enemy with bombs and bullets, believed they were only fit for!
