The prices of goods - a hooded overcoat and sandals - in North Vietnam are compared with those in the South. Not only are the prices lower in the South but the quality of the goods is higher. Note the pockets in the coat and the fancy decorations on the sandals.
The text reads, "Why are the prices of goods so high and the wages so low ... why, as the slogan says must "everyone work for two"? ... the reason is that the Government takes our wealth and exchanges it for weapons ... which are used against our dear countrymen in the South ...". It then goes to suggest that if the Government stops supporting the Viet Cong "our lives will became easier and fewer of our dear brothers and sisters will die an undeserved death in South Vietnam". There is no hint as to the source of this leaflet but it clearly reads as if produced by people in the North for the people of the North. It is likely to be an American "black" creation but there is no proof of this.
