Fee Differentials and Top-ups

The financial position at the start of a client requiring care and that at a stage some months or years later may be different for a range of reasons and could result in the option and need for public support.
The reasons might be: -

For whatever reason this might ultimately necessitate financial assistance. It is therefore advisable that when making a choice in terms of care provision that the choice can be maintained throughout the life of the client. Every consideration should be made to avoid the client being forced to move care home due to the fact that the Local Authority Contract value is less than that of the Care providers charges or that the service provider initially selected is not an approved contractor with the Local Authority.

Consideration needs to be given to the fact that although the client can choose to move into care outside their authority boundary, to be close to relatives or friends, the Authority might not have contract conditions that would be acceptable to the care provider. Nor might the authorities agreed fee maximum cover the home's costs. In both cases if financial assistance was ultimately needed it would result in the need for a client move to a new provider, or in some cases the support of a third party to cover fee differentials.

Consideration should also be given to selection of a home where the costs are known to be higher than those offered through the Local Authority. Although the topping up of fees is possible it requires to be made from a third party and not from any source that would impact the £16000 capital sum.
