EARTHFORCE OVERVIEW

MISSION:

 

  Earthforce is a combined arms force, which includes all elements of a modern military organization in a single command: an interstellar fleet; a ground force that include atmospheric attack craft and assault capabilities for almost any environment; an extensive network of military facilities with full logistics and intelligence capabilities.

  Earthforce primary mandate is the protection of Humanity's holdings from alien threats. In addition to its military mandate, Earthforce fills a number of civilian and governmental roles in the far reaches of Human space. Earthforce maintains law and order in areas where no civilian government has a strong presence.

STRUCTURE

Earth Force is split into two primary divisions: EF Navy and EF Ground Forces.

Earth Force Navy

The Navy comprises of Starship Command (SSC) and Starfighter Command (SFC). SSC is made up of the EF's cadre of Naval Command Officers, responsible for the command of EF's ships and installations. SFC is made up of the EF's fighter pilots. Since this men and women are traditionally Officers, they required their own system of ranks and positions which did not fit in with the regular SSC structure, so SFC was created.

Earth Force Ground Forces

Commonly referred to as "Ground Pounders" or GROPOS, these people form the infantry and marines of the Earth Alliance military. The EFGF also contains Earth Force Security, Earth Alliance Intelligence and Earth Force Special Operations.

PRESIDENT OF THE EARTH ALLIANCE, COMMANDER-IN-CHIEF:


  Under the Constitution of the Earth Alliance the President is the Commander-in-Chief (CINC) of the Earthforce. In the execution of his or her responsibilities for planetary security, the President is assisted by number of agencies.

JOINT CHIEFS OF STAFF:

  The Joint Chiefs of Staff (JCS) is the council of military advisors to the President of the Earth Alliance. The Chiefs consist of the Chairman, the Vice Chairman, the Chief of Fleet Operations, the Chief of Staff of the Marine Corps, the Chief of Staff of the Planetary Defence Forces, and the Director of Military Intelligence.

  The collective body of the JCS is headed by the Chairman (or the Vice Chairman in the Chairman's absence), who sets the agenda and presides over JCS meetings. Responsibilities as members of the Joint Chiefs of Staff take precedence over the duties as the Chiefs of Military Forces. The Chairman of the Joint Chiefs of Staff is the principal military adviser to the President, however, all JCS members are by law military advisers, and they may respond to a request or voluntarily submit, through the Chairman, advice or opinions to the President. The Joint Chiefs of Staff have no executive authority to command combatant forces. The chain of command runs from the President to the commander of the combatant command.

CHAIRMAN OF THE JOINT CHIEFS OF STAFF:

  The Chairman of the Joint Chiefs of Staff (CJCS) is the senior ranking member of the Earthforce. As such, the Chairman of the Joint Chiefs of Staff is the principal military adviser to the President. He may seek the advice of and consult with the other JCS members and combatant commanders. When he presents his advice, he presents the range of advice and opinions he has received, along with any individual comments of the other JCS members.

  The Chiefs of the Military Forces assign all forces to combatant commands except those assigned to carry out the mission of the Forces, i.e. recruit, organize, supply, equip, train, service, mobilize, demobilize, administer and maintain their respective forces. The chain of command to these combatant commands runs from the President directly to the commander of the combatant command. The Chairman of the Joint Chiefs of Staff may transmit communications to the commanders of the combatant commands from the President but does not exercise military command over any combatant forces.

  In carrying out his duties, the Chairman of the Joint Chiefs of Staff consults with and seeks the advice of the other members of the Joint Chiefs of Staff and the combatant commanders, as he considers appropriate.

VICE CHAIRMAN OF THE JOINT CHIEFS OF STAFF:

  The Vice Chairman of the Joint Chiefs of Staff (VCJCS) performs such duties as the Chairman of the Joint Chiefs of Staff may prescribe. He is the second ranking member of the Earthforce and replaces the Chairman of the Joint Chiefs of Staff in his absence or disability.

MILITARY FORCES CHIEFS:

  The Military Forces Chiefs are often said to “wear two hats”. As members of the Joint Chiefs of Staff, they offer advice to the President. As the chiefs of Military Forces, they are responsible to the President for management of the Forces. By custom, the Vice Chiefs of the Forces act for their chiefs in most matters having to do with day-to-day operation of the Forces. The duties of the Forces Chiefs as members of the Joint Chiefs of Staff take precedence over all their other duties.

JOINT STAFF:

  The Joint Staff (JS) assists the Chairman of the Joint Chiefs of Staff in accomplishing his responsibilities for: the unified strategic direction of the combatant forces; their operation under unified command; and for their integration into an efficient team of space, atmosphere, and surface forces. The Joint Staff is composed of roughly equal number of officers from the Fleet, Marine Corps and Planetary Defence Forces.

  The Joint Staff has no executive authority over combatant forces.

  The Chairman of the Joint Chiefs of Staff, after consultation with other JCS members and with the approval of the President, selects the Director of the Joint Staff, to assist in managing the Joint Staff. By law, the direction of the Joint Staff rests exclusively with the Chairman of the Joint Chiefs of Staff. As the Chairman directs, the Joint Staff also may assist the other JCS members in carrying out their responsibilities.

INTELLIGENCE DIVISION:

  The Intelligence Division (INTELDIV) provides all-source intelligence to the Joint Chiefs of Staff, Joint Staff, and unified commands. INTELDIV is unique on the Joint Staff in that it is also part of the Earth Special Intelligence. INTELDIV draws deeply on the ESI's broad range of capabilities to accomplish its mission and functions.

  The INTELDIV apprises the chairman of interplanetary situations and intelligence issues relevant to current operational interests and potential planetary security policies, objectives and strategy. This includes providing indications, warning and crisis intelligence support, supporting unified command intelligence requirements, developing joint intelligence doctrine, developing joint architecture, coordinating support requirements, and providing targeting support.

DIRECTOR OF MILITARY INTELLIGENCE:

  The Director of Military Intelligence (DMI) is the head of the Earthforce Intelligence Division. A member of the Joint Chiefs of Staff, he is the principal advisor to the President on the conduct of military intelligence. Administratively DMI reports to the Director of the Joint Staff. The duties of the DMI as a member of the Joint Chiefs of Staff take precedence over all other duties.

UNIFIED COMBATANT COMMANDS:

  Operational control of the EA combat forces is assigned to the Earthforce Unified Combatant Commands. The chain of command runs from the President to the Unified Commanders. Orders and other communications from the President are transmitted through the Chairman of the Joint Chiefs of Staff. A Unified Combatant Command is composed of forces from two or more military forces, has a broad and continuing mission and is normally organized on a regional basis. The number of unified combatant commands is not fixed by law or regulation and may vary from time to time.
