Transition Brighton and Hove is an attempt by the local community to provide a sustainable low energy future by planning for the challenges of Peak Oil and Climate Change. While focusing on the need for an Energy Descent Plan, Transition Brighton and Hove's 'vision statement' could extend to areas in which these groups already contribute knowledge and expertise.

Please let me know of other titles (and genres e.g. plays, musicals, picture books, songs) suitable for young children and containing a helpful degree of focus on our message. Companies such as Hasbro provide 5-7 year old children with a ready supply of military toys. I have complained to Amazon.com about this, but they have not removed these products from their site. Amazon.co.uk market much less of this rubbish, and Amazon.de - hardly anything at all. We need to promote resources for children which 'educate' rather than 'brainwash'. Good provision of truly educational books and toys is needed to counter all the 'hype' designed to interest young children in guns and cars.

The Local Area Agreement - sets out priorities for Brighton & Hove over the final year of the three year plan, agreed between the partners of our Local Strategic Partnership and Public Service Board and central government acting through the Government Office for the South East. Complain to Brighton & Hove City Council if they fail to make the planning status of proposed development sites clear to developers and the local community alike at the time when planning applications are registered.
What is brownfield and greenfield development? - The definition of "a greenfield site" (i.e. land which has never been previously developed) is made clear in the Government's Planning Policy Statement PPS 3 Annex B: Defintions Scroll down to page 26 Annex B. Since 2000, plots where there is already a significant stucture such as a house within the curtilage of the property are now defined as "brownfield". If you want to conserve plots (e.g. for local food production in the future) it is all the more important that you protect your neighbourhood's few remaining "greenfield sites". You can ask the Case Officers in Brighton and Hove Council's Development Control (based at Hove Town Hall) to provide details of the planning history of a particular plot. Developers as in this local example will sometimes buy up domestic properties (houses with gardens) adjoining "greenfield sites" which they have also purchased. The tactic is then to blur the "planning status" of the combined area in their development proposals by referring repeatedly (and inaccurately!) to the whole land area as "brownfield". What is worse, is that if the Council agrees to register these blurred applications, developers sometimes proceed to destroy the boundary features (trees and hedgerows) and the wildlife habitat of the "greenfield site", making previously lovely plots look like "building sites" before any permission to develop is granted.
Stop developers from blurring the planning status of greenfield sites by "merging separate freeholds in people's minds". This can include the minds of the people who decide the outcome of planning applications, if this tactic goes unchallenged. Site visits are quite likely to be performed by members of the Planning Applications Sub-Committee as well as Planning Inspectors (in the case of Appeals). Residents can remind overworked public servants that freeholds which have been lumped together in development proposals are entirely separate. To illustrate the point, the best way is to get hold of copies of the title deeds of each of the separate properties (which contain diagrams, marking perimeter boundaries in red ink). These may be obtained online from The Land Registry. Copies of the Title Deeds can be mailed to you as PDF Files in email attachments for a small fee.
Get to know The Brighton and Hove Local Plan. This plan was finally adopted in July 2005. Local plans are for district council areas and guide the details of development in accordance with the Structure Plan. All the policies that are used to determine planning applications should be in the Local Plan. Most new plans take existing plans as their base and then the local authority responsible for preparing a new plan takes into account changes in its area as well as the latest Government guidance. The current local plan will be replaced by a Local Development Framework within the next three years.
Spotting fake car-free housing schemes. The policy in Chapter 4 on Car Free Housing will help you to spot schemes which "say they are car-free housing", but will bring more traffic and fumes into your area. Developers are often very "generous in provision for bicycle storage" in attempts (often in the hilliest areas of the city!) to get schemes (which don't prevent car-use) through planning.
Incorporate references to the policies contained in Supplementary Planning Documents in your letters of objection to unsustainable development proposals. The requirements contained in the proposed SPD on Sustainable Building Design may stop a bad development proposal in its tracks. It should be noted that the requirements are tighter in the context of "greenfield development" so embarrass the Council by writing letters to the local media if it omits to make the planning status of proposed development sites clear to developers and residents alike.
Government Guidance on Redevelopment of Open Spaces (whether public or privately-owned) could help you in opposing over-developments and attempts at infilling.
Government Planning Policy Guidance PPG 17 - Planning for open space, sport and recreation - sets guidelines which local Councils are expected to follow e.g. the requirement that an open space survey should be conducted, incorporating the views of local residents, before development of an open space (on public or privately owned land) is even considered. PPG17 Paragraph 10.
Get to know the Government's Guidance on how Local Council's should assess your community's open space needs. Assessing needs and opportunities - A companion guide to PPG17. Note that the Government says that "Open Space Needs" should be locally-derived, and that qualitative assessment should be Neighbourhood-specific. It is not enough for an Open Space Survey to focus on the big parks and recs (Preston Park, The Level, Stanmer Park etc) pooled between several neighbourhoods. The small plots of open space backing onto domestic gardens within your neighbourhood should also be subject to qualitative assessment under PPG17 Paragraph 2.4. The same applies, even if they are inaccessible, since they may nevertheless contribute to the health of the community and feelings of well-being through visual appearance, biodiversity, wildlife habitat, offering a green lung or a screen of trees between domestic properties and industrial zones.
Other useful planning documents: Policy Guidance Notes for England: PPG1-PPG25: Planning policy guidance notes (PPGs) are prepared by the government after public consultation to explain statutory provisions and provide guidance to local authorities and others on planning policy and the operation of the planning system. They also explain the relationship between planning policies and other policies which have an important bearing on issues of development and land use. Local authorities must take their contents into account in preparing their development plans. The guidance may also be relevant to decisions on individual planning applications and appeals.

Whitehawk Community Food Project, located on Whitehawk Hill in East Brighton, on part of an old allotment site which had become disused in the 1990's. The Devil's Dyke restoration project was set up in 2002 to restore the site to its former glory and establish a sustainable management regime along the dyke. The project seeks to: 1) Protect and enhance areas of good quality chalk grassland and its associated species. 2) Remove the majority of encroaching scrub & use a seed spraying technique to establish a grass sward on the slopes where dense scrub has been removed 3) Restore traditional grazing along the majority of the Dyke 4) Improve access for visitors by providing quality furniture (steps and gates), suitable on-site interpretation and leaflets 5) Provide 'intellectual access' to the Dyke by giving talks, guided walks, creating a web site and providing education/ info packs.

South Downs Conservation Volunteeers - People who give up their spare time and volunteer are very important to the future conservation of the South Downs. In 2006 the South Downs Volunteer Ranger Service celebrated its 25th Anniversary and currently contributes over 5000 work days per year to looking after the South Downs. The South Downs Youth Ranger Project is a brand new initiative for 16 to 18 year olds which aims to get younger people interested in the countryside around them and to help them to develop a sense of environmental responsibility.

Cranks - DIY Bike Workshop - Cranks is a new do it yourself bicycle workshop based at 22 Chapel Street Brighton, BN2 1RQ Open Fridays & Saturdays 11am - 5pm. Mobile: 07942 253 299. We have all the tools you need to fix your bike and a large collection of new and used parts to help get you back on the road. Cranks is entirely volunteer run and not for profit. We want to help people keep their bikes on the road and enjoy cycling. We want to recycle old bikes that would otherwise be rusting away and we want to help you learn how to fix and look after your bike. We also recycle old unwanted bikes so if you know of a bike that is not being used and in need of a new home please donate it to us. The Bike's The Business Cooperative Ltd started trading in October 2005 offering an eco-friendly courier and distribution service in Brighton and Hove. World Naked Bike Ride - The third World Naked Bike Ride in Brighton & Hove will probably take place in the morning of Saturday 7 June 2008 (to be confirmed). Over 200 riders took part in 2007, 160 in 2006, and more are expected in 2008. As of the 2007 ride, and following negotiations with Sussex Police, full nudity is permitted at the event. The ride will allow people to participate in both the Brighton & Hove ride and the afternoon London ride if they travel by train. The ride also celebrates Brighton's status as a Cycle Demonstration Town.

The Big Lemon - On Saturday 1st September Green Euro MP Caroline Lucas (prospective parliamentary candidate for Brighton Pavilion) launched our first service, 42 / 42X, operating between Falmer Station and Brighton Station via Old Steine. Our buses run on 100% locally-sourced used cooking oil in order to minimise their impact on the environment, and at £1 per journey or £2 for the whole day our fares are a bargain!

They hire out SWB Transit size vans powered by Biodiesel made only from recycled waste vegetable oil, sourced locally within Sussex. Customers are therefor able to pollute less than they would do by hiring other vehicles, significantly reducing CO2 and many other harmful pollutants.
Alliance Against Urban 4x4s aims to inform and unite groups of concerned citizens across the United Kingdom against the growing presence of 4x4 vehicles in urban areas. The Alliance seeks to educate people about the environmental and social damage caused by the increasing numbers of urban 4x4s as well as promote sustainable forms of transport. We will lobby for increases in congestion charges and road taxes for 4x4s and seek a ban on advertising in the mainstream media.

Plane Stupid is a non-hierarchical network of groups using direct action to tackle aviation and climate change. We want to see airport expansion plans scrapped, a tax on aviation fuel and an end to short haul flights.
Roadpeace - Our aim is to end discrimination of road crash victims and leniency towards road law breaking - to ensure that road victims will receive decent treatment and services and that society will suffer far fewer unnecessary road deaths and injuries in future.
The Slower Speeds Initiative aims to highlight the impacts of speed through sound research and effective advocacy. Slower speeds will help to: (a) improve road safety (b) reduce road danger (c) encourage walking, cycling and public transport (d) reduce fuel consumption and CO2 emissions (e) reduce noise (f) manage travel demand and reduce congestion. The speed at which we travel is a key factor in determining the type of transport system we have. Slower speeds are a prerequisite for the transition to a sustainable transport system. The Slower Speeds Initiative advocates: 1) lower and better enforced speed limits on all classes of roads 2) more resources for speed reduction initiatives 3) more responsible attitudes to speed 4) changes in the law to reflect the seriousness of speeding offences 5) the rapid introduction of variable speed limiters. Our two active areas of research are the use of 20mph limits in built up areas and evidence-based speed limits.
The Campaign for Better Transport was formerly known as Transport 2000. We changed our name in September 2007, but our work has stayed the same: to fight for transport that improves our quality of life and reduces our environmental impact. since 1973, our campaign has been helping to create transport policies and programmes that give people better lives. Working nationally and locally, collectively and as individuals, through high-level lobbying and strong public campaigning, we make good transport ideas a reality and stop bad ones from happening.
