Halesworth and Blyth Valley Centre for the Community - Feasibility Brief

1. Aim of the Study

To examine if the centre is feasible and ensure that it is responding to local needs. The findings will be presented in a report that will be used to help secure funding and enable the project to move onto the next design stage.

2. The architect's outline brief for the study is:-

To investigate the feasibility of providing a centre for the Halesworth and Blyth valley community on two possible sites in Halesworth. These are, in no particular order:-

  1. "Horse & Garden" site behind the Thoroughfare;
  2. Greenfield site between the Swan, Rainbow, Tyre King & Saxon Way.

This is to include:-

a) An appraisal of the needs of community groups and individuals through, consultation, local knowledge and research (including present activities and new activities or initiatives the community might wish to be promoted).

Initial requirements capture has been undertaken, the results of which are available.

b) Development of a building design brief based upon the needs appraisal through previous consultation and a) above.

c) Outline design ideas.

d) Consideration of likely future trends in the use of the facility.

e) Cost appraisal and assessment of funding possibilities (including the possible sale of existing properties that could be replaced by the centre).

f) Building programmes / timescales (eg phased development).

g) Possibilities for access and use by people with disabilities.

h) Possibilities for energy efficiency and low maintenance design to reduce potential running costs.

i) Possibilities for positive environmental impact.

j) Integration with the Halesworth regeneration project and other local plans.

3. Timescale

We hope to complete this study within a period of three months.
